74-LLA RESOLUTION OBJECTING TO REDUCTION OF FEDERAL FUNDS
FOR SEWERAGE CONSTRUCTION GRANTS, AND REQUESTING
REVIEW ~D CHANGES IN P. L. 92~-500 AND FEDERAL REGU~
LATIONS TO ENABLE THE MOST EFFECTIVE, EFFICIENT, AND
PRODUCTIVE USE OF FEDERAL SEWERAGE CONSTRUCTION GRANT
FUNDS.
WHEREAS, the Palm Beach Area Planning Board in conjUnction
with the U. S. Environmental Protection Agency and the State of
Florida Department of Pollution Control, has developed the Water
ement Plan for Palm Beach, which outlines the
~op--~t of ~io~ ~an~a~y sewerage systems
in Palm Beach County, Florida; and
WHEREAS, the purpose for said Water Quality Management Plan
f_or Pal~ BeaCh C?unty is to coordinate the development of sanitary
sewerage facilities in a manner to bring sewerage facilities and
waters receiving treated sewage effluents into compliance with
laws, rubles, and regulations promulgated and adopted by State and
Federal~regulatory agencies to safeguard the health of the
citizenS, protect the nation's valuable water resources and to
enhance ~the environment; and
WHEREAS, the City of Boynton Beach in conjunction with the
City of Delray Beach has been charged with the responsibility for
the development of a regional sewage treatment and disposal
facility; and
WHEREAS, large expenditures of funds, beyond the financial
capabilities of the City of Boynton Beach, are necessary to
implement the development of said regional sanitary sewerage
system; and
WHEREAS, Public Law 92-500 and the rules, guidelines, and
regulations adopted by the U. S. Environmental Protection Agency
to implement said law are so highly restrictive and all-inclusive
that long delays have been encountered in getting sanitary sewer-
age projects under construction where federal funds are assigned
that many needed projects have been unnecessarily delayed
because of an inequitable distribution of federal construction
grant funds; and
WHEREAS, the long delays caused by extremely restrictive
federal legislations and rampant inflation have caused tremendous
increases in construction costs reducing the productivity of
federal funds thereby further contributing to the critical
inflation problem~
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BOYNTON~BEAC~ FLORIDA, AS FOLLOWS:
Section' 1. The City Council hereby files strong objections
to any reductlo~-----~--~-~-'ns in .federal construction grant funds for sanitary
sewerage projects under Public Law 92'500.
Sec~tion 2. The City Council hereby requests that the
Execu~ve and Legislative Branches of the United States Government
in conjunction with State, County~ and Municipal officials, who
have had actual 'a'nd practi'cal experience in ~the development o-~-
of~----~_
sanitary sewerage syst'ems, make a critical review of Public
Law 92-500 and the rules, regulations and guidelines for imple-
mentation of this act and make recommendations to the Congress
and other federal agencies for changes in the legislation, rules,
regulations and guidelines to allow the most effective, efficient
and productive use of said federal sewerage construction grants.
