R00-131RESOLUTION R 00-/~/ A RESOLUTiON OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, APPROVING AMENDMENT #1 TO THE TASK ORDER 28B, FOR ADDITIONAL SERVICES AT VARIOUS LIFT STATIONS; AND PROVIDING AN EFFECTIVE DATE, WHEREAS, on March 16, 1999, the City Commission approved Task Order for Master Lift Station Rehabilitation Project (Stations #316 and #319); and WHEREAS, the approval of the Task Order 28B prompted additional design add two (2) new pumps at Lift Station #317 to handle future peak flows; also included in the additional design services is the relocation and up grades of various ;lectrical equipment, etc.; and WHEREAS, the new large primary duty pump will provide peak flow in the event another pump goes out-of-service. WHEREAS, upon recommendation of staff the City Commission of the City of Boynton Beach, Florida, has determined that it is in the best interest of the residents of the City of Boynton Beach to authorize and approve Amendment #1 to Task Order 28B, for additional services at various lift stations. Background Lift Station No. 317 has two 88 HP pumps and one 25 HP jockey pump, all of which are Davis-E .MU pumps. There is also a spare slot for a fourth pump. During peak flows both of the large pumps are required to accommodate the flow. This does not provide the required redundancy at the lift station. In addition the jockey pump is too small to pump against system head during most times of the day. The City of Boynton Beach (CITY) has requested CH2M HILL (CONSULTANT) to provide engineering services to install a new large pump in the spare slot and replace the existing jockey pump with a larger one. The CITY also wants to install a new transfer switch outside the pump building because hydrogen sulfide has excessively corroded the existing transfer switch. These services are to be included with the work in progress on Task Order 28B. In addition, a "Travel-All" hoist system shall also be installed at Lift Station 317. The CITY would also like to replace all of the fans at Lift Stations 316 and 319 and move the pump room electrical junction boxes to the upper level. The CITY would also like to include a line item section to provide a mechanism for the CITY to get the awarded Contractor to perform miscellaneous work for conversion of various can pump stations to submersible pump stations. The services proposed under this task order by the CONSULTANT will be to include the can pump station line item verbiage in the specifications; replace the fans, electrical modifications to the Lift Station 316 and 319 design; and to provide the engineering services for design work, bid phase services, and services during construction for Lift Station 317. B. Scope of Services The specific services to be provided by the CONSULTANT are as follows: Task 1 - Engineering Design Services Additional engineering design services are required to accomplish the following improvements:: For Lift Station 317, size, select and specify a one large and one small (jockey) dry-pit submersible pump. New pump suction and discharge side piping will be included in the design. The plan shall be designed around Flygt pumps. Provide new electrical for the two new pumps at Lift Station 317. Task 3-.-Services During Construction The following engineering services will be provided by CONSULTANT during the construction of Lift Station 317. The services include construction administration, submittal review, site visits, and construction observation, which are described in more detail below: · Provide technical interpretations of the drawings, specifications, and Contract Documents, and evaluate requested deviations from the approved design or specification, and issue field orders as necessary. · Review shop drawings and other data that the Contractor is required to submit. These shall be reviewed for general conformance with the design concept of the project and general compliance with the information given in the Contract documents. · Conduct one additional monthly progress meeting and prepare written meeting minutes. Conduct 9 additional site visits to observe the progress and quality of the work and to determine, in general, if the work is proceeding in accordance with the intent of the Contract Documents. · Make final review of construction to determine if work was completed in general conformance of the Contract Documents. The Consultant will provide the City with two sets of full-size sets of record drawings and an electronic version on diskette. C. Additional Services The CONSULTANT will provide additional services beyond the scope as authorized by a separate task order or an amendment to this task order. Additional services may include, but are not limited to, the following: · Additional site visits. · Any services during construction related to the line item work such as interpretations, shop drawing review, meetings, site visits, inspections, or Record Drawings. · Claims, litigation or other controversy in connection with this project. D. Assumptions Unless indicated otherwise in this Amendment, all assumptions contained in the original Task Order 28B will remain in effect. In addition, the following assumptions were made during the preparation of this Task Order 28B Amendment 1: · CH2M HILL will not be responsible for any services during construction related to the line item work. · This Task Order as well as Task Order 28B shall be considered complete upon certification of final completion of the specified work at Master Lift Stations 316, 317, 319 and 356. The line item work will not postpone closing out the rest of the work. E. Obligations of the CITY Unless indicated otherwise in this Amendment, all obligations of the CITY in the original Task Order 28B will remain in effect. F. Compensation Compensation by the CITY to the CONSULTANT will be on a lump sum in accordance with Article 2.A of the Agreement. The estimated compensation for the services described in this Task Order is $24,890. The table below summarizes the estimated costs anticipated for this task. Woolbright Road Boynton Beach, FL 33435 Subject: Additional Work for Master Lift Station Rehabilitation, Lift Stations 316 and 319 and Inclusion of Work for Lift Station 317 Dear Mr. LaW: During the course of the design phase of this project, the City has requested that several additional items be included that were outside the scope of the original Task Order (Task Order No. 28B). These items included installation new pumps at Lift Station 317 since the existing pumps can no longer accommodate the influent flows to the station. The specific additional items provided under this Task Order Amendment include the following: · Installation of 2 new pumps at Lift Station 317. The existing pumps can not individually keep up with peak flows. The new large primary duty pump will provide peak flow redundancy in the event a pump goes out-of-service. The existing jockey pump can not pump into the force main due to high pressures. The new larger jockey pump will allow the pump station to utilize jockey pump operation, which reduces pumping costs and increases the operating life of the primary pumps. The transfer switch at Lift Station 317 is corroding due to hydrogen sulfide attack. The City has requested that the corroded transfer switch be replaced with a new transfer switch located outside the lift station structure. Installation of a "Travel-All" hoist and rail system at Lift Station 317. The City has been very satisfied with the installation of the hoist and rail system at Lift Station 309 and has initiated their installation several of the larger lift stations. The hoist and rail system significantly reduces the difficulty in removing pumps and valves from the dry-pit rooms for maintenance. To increase operator safety, the City has elected to relocate the pump power-leads junction-boxes to the upper floor at Lift Stations 316 and 319. To facilitate contracting work out on other smaller can pump stations, the City has requested line-item verbiage be included in the Bid Documents. This will permit the City to have a predetermined price for the additional work. The City wanted to know this information to accurately size future pumps. · The ventilation fans are severely corroded at Lift Stations 316 and 319. The City has requested that replacement of these fans be included in the Bid Documents. As shown in the following table, the total amount of additional fee requested at this time is $24,890.
