73-RRA RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, AMENDING THE GENERAL REQUIREMENTS AND PROCEDURAL RULES OF THE COMMUNITY APPEARANCE BOARD. WHEREAS, the City Council of the City of Boynton Beach, Florida, has heretofore passed Resolution No. 73-T to adopt the General Requirements and Procedural Rules of the Community Appear- ance Board as attached to the said Resolution No. 73-T as"Attach- ment A,, and the City Council deems it advisable to clarify the provisions contained therein as to Parking Lots; NOW, THEREFORE, BE IT 'RESOLVED BY THE CITY OF BOYNTON BEACH, FLORIDA: ~.ection 1: That paragraph (c) of the section entitled"P-mra~-~- ' lng Lots" under the General Requirements set forth in the Attach- ment A of Resolution No. 73-T be and is hereby amended by adding the following sentence to said paragraph (c): "within an industrial district, parking lots for trucks and equipment (but not for automobiles) need not follow the criteria set down in paragraph (c) of' this ~ection but must follow the criteria of all other paragraphs of this section and all other sections of the General Requirements and Procedural Rules of the Community Appearance Board," Section 2: That the section entitled "Parking Lots" under the General Requirements set forth in the Attachment A of Resolution .~o. 73-T be and is hereby amended by adding paragraph (d) thereto ~hich reads as ~follows: "(d) Lighting is to be designed not only from the standpoint of safety and vandalism, but for visual effect. It is not to create an ~annoyance to the neighbors, nor is it to impart a prison-like atmos- phere. .Low lights of a 'human scale' can be used along with feature lighting emphasizing plants, trees, barriers, entrances, exits, etc. The fix- tures are to be selected not only from their functional value but for their aesthetic qualities. They are to be considered furniture of the parking lot ~visible day and night." Section 3: That the said Attachment A of said Resolution No. 73-T be and is hereby further amended by deleting the last two paragraphs thereof immediately following the subsection entitled "Vines" of the section entitled "Definitions".
