70-VRESOLUTION NO. 70-
WHEREAS, pursuant to the charter of the CITY OF BOYNTON
BEACH, FLORIDA, the City Council of said municipality has heretofore, by
Resolution, adopted certain Civil Service Rules and Regulations governing
the merit system of said municipality, effective July 16, 1962, as heretofore
amended; and
WHEREAS, pursuant to the procedure set forth in said charter,
the Personnel Officer of said City has heretofore pre_pared a certain proposed
amendment to said Rules and Regulations pertaining to selection and
promotion of employees; filling vacancies, which proposed amendment has
been approved by the City Manager and submitted to the City Council for
their consideration; and
WHEREAS, the City Council has examined said proposed amendme~,

and after due consideration deems the enactment of said amendment to the
best4merit system;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF BOYNT(~I BEACH, FLORIDA:
1. That the existing Civil Service Rules and Regulations of the
City of Boynton Beach, as amended, are hereby further amended by
incorporating therein the additions, deletions and amendments set forth in
the attached exhibit, which exhibit is hereby made a part hereof by reference.
2. In all other respects subject Rules and Regulations, as amended
are hereby ratified and confirmed.
3. This Resolution shall take effect immediately upon passage.

In accordance with the recommendations of the Civil
Service Board, the following changes were requested
and approved by Council. Will you kindly prepare a
Resolution to be presented to Council incorporating
these changes, namely:

Article IV, Section 3, Paragraph 2:
"An applicant must have a physical examination immed-
iately after he has passed the written and oral examina-
tions and accepted for employment with the City of
Boynton Beach, to determine his physical fitness for
the position. If he does not pass his physical examina-
tion, this will be cause for immediate dismissal."
Page 10 - Article IV, Section 1, Paragraph 4:
"The City be permitted to hire an applicant providing
he has passed the necessary written and oral tests
before the F.B.I report is completed, inasmuch as it
takes from 6 to ~ weeks before a report is received
from Washington. However, if said applicant's report
is deemed undesirable for employment with the City,
this shall be immediate cause for dismAssal."

SECT I0N 4. POLICE PROMO?IONS.
I - No porson shall b~ admitted to an examination for promo-
tion to Detective until he shall have served on the local force
for at least six (6) months.
2 - No person shall be admitted to an examination for promo-
tion to Detective Sergeant and Police Sergeant until he shall
have served on the local force for at least eighteen (18) months
as a Patrolman or Detective.
3 - No person except a detective Sergeant, police sergeant, or
desk sergeant, shall be eligible to take an examination for a
higher position in the department and even these candidates will
not be declared eligible for the examination until they have served
at least one (1) year as sergeant.
4 - Motorcycle Officers shall be appointed by the Department
Head with the approval of the City Manager after they have demon-
strated their ability to qualify for the position.
5 - A police officer in continuous service who holds a Civil
Service rank and is appointed to a higher position within the
department may, upon his written request, be returned to the rank
from which he was promoted.
6 - The Chief of Police may, in emergencies, appoint regularly
employed officers who have passed their probationary period to act
in the various classifications, but the officers may not hold the
acting positions longer than 90 days and may be reappointed for an
additional 90 days only by the Chief of Police for a total of 180
days.
