70-KRESOLUTION 70 -K A RESOLUTION OF THE CITY OF BOYNTON BEACH AMENDING THE JOB CLASSIFICATION AND PAY PLAN FOR THE CITY OF BOYNTON BEACH BY COMBINING CERTAIN CLASSIFICATIONS WITHIN SAID PLAN AND ESTABLISHING THE GRADE AND PAY SCALE WHEREAS, the City Council of the City of Boynton Beach, Florida adopted Resolution 67-N on June 5, 1967, establishing the official job classification and pay plan for said City; and WHEREAS, it is the desire of the City Council to combine certain jobs within said classification plan; NOW, THEREFORE, be it RESOLVED by the City Council of the City of Boynton Beach That the existing job classification and pay plan (Brown Plan) is hereby amended by adding thereto the job classifications of 1. SEAL CITY OF BOYNTON BEACH, FLORIDA Mayor Vice Mayor Councilwoman Councilman Co~ilman ~ PURCHASING AGENT AND PERSONNEL OFFICER NATURE OF WORK This is technical work involving the administration of a municipal personnel program, and the central purchasing function for the City. An employee in this classification is expected to make reviewable decisions consistent with merit system policies and procedures, and to be responsible for the effective operation of the Municipal Civil Service Program. He is responsible for all phases of personnel administration, subject to the approval of the City Manager, and must be able to develop, devise and put into practice, progressively new and better methods of testing, job classification, job specification, compensation, service rating, recruitment and personnel research. As Purchasing Agent he is responsible for the proper execu- tion of city purchasing activities. Procurement is based on department requisitions, but must be reviewed for conformance to budgetary and other requirements. The employee determines that supplies, materials and equipment are of desired grade and quality and at prices favorable to the City. Work also involves frequent contact with vendors and departmental officials on purchasing pro- blems, and on receiving and invoicing processes and through discussions with department heads and the City Manager. ILLUSTRATIVE TASKS Prepares competitive examinations and tests of various types for all appointments in the classified service. Conducts research relative to materials used in examinations; drafts examinations; drafts and supervises distribution of examina- tion announcements; administers written examinations. Prepares statistical analyses of examination results. Issues applications, interviews applicants, reviews applications and rates education, training and experience according to modern standards. Collects and analyzes pay data. As Purchasing Agent receives and verifies requisitions and determines propriety of purchases; consults appropriate vendors; receives and analyzes quotations and bids for relative prices and consistency with specification. Prepares proposals; issues purchase orders and awards contracts to vendors for all purchases; subject to the approval of proper authorities; verifies commodity and service quality and quantity of all purchases. Maintains a central office supply and analyzes market trends to obtain best quality and price for needed purchases. Purchasing Agent & Personnel Officer Page 2. Sells equipment and other materials for which the City has no further use. KNOWLEDGE~ ABILITIES AND SKILLS Experience in the various phases of central personnel admin- istration. Knowledge of personnel administration, preferably including some knowledge of accepted methods and practices and research techniques. Knowledge of principles of governmental organization and admin- istration. Ability to conduct effective personal interviews and to evaluate information contained in applications. Ability to present ideas effectively in either oral or written form. Considerable knowledge of purchasing methods and procedures. Good working knowledge of the various grades and qualities of commodities purchased and of the sources of supply and price trends. Ability to establish and maintain effective working relation- ships with vendors and departmental officials. DESIRED EXPERIENCE AND TRAINING Graduate from recognized college or university preferably with a B.A. in Political Science and at least 2 years experience in Business management or any equivalent combination of experience and training. SUPERINTENDENT OF PUBLIC WORKS & PUBLIC UTILITIES (Commonly referred to as: Director of Public Works & Public Utilities) NATURE OF WORK This is responsible administrative and technical work in supervision and directing the operations of the Public Works and Public Utilities and Engineering Departments. Work involves responsibility for the organization, direction and coordination of activities for the following divisions: Streets, Sanitation, Parks & Playgrounds, Garage, Shop, Water Utilities operations and Sewer Utilities operations. The responsibility extends to the appraisal of the adequacy and efficiency of existing facilities for all departments, and for the development of plans to meet the probable future needs, and for the operation and maintenance of both existing and future facilities. Work is performed under the general administrative direction of the City Manager. However, considerable independent judgment and discretion are required in carrying out the daily operations of the department and all of its divisions. ILLUSTRATIVE TASKS Plans, and directs the activities of subordinates. Supervises the overall organization, direction and coordination of the varied field operations of the department. Checks and signs all payrolls. Prepares the annual budget and makes recommendations to the City Manager. Supervises all work being performed by all Divisions of Public Works and Public Utilities and Engineering Departments. Coordinates activities of the department with municipal programs and projects. Checks and adjusts complaints made about any Division of Public Works and Public Utilities. Submits monthly report to City Council. DESIRED EXPERIENCE AND TRAINING Possession of a Certificate in Water & Sewer (Florida State) and certification by State Board of Health. Graduation from a recognized College or University with a B.S. degree in Civil or Mechanical Engineering, and 4 years experience; or an A.S. degree and 8 years experience, or any combination to provide this exper- ience or its equivalent. Extensive knowledge of, and ability to apply principles and practices of, organization, management, and personnel control in the operation of a major municipal department. Extensive knowledge of materials, equipment and supplies used in public works activities. Thorough knowledge of engineering as applied to methods and practices essential to drainage, sidewalk and street construction. Considerable ability in organization, direction and coordina- tion of a wide variety of public services activities to obtain maximum results. Considerable knowledge of modern sanitation methods and techni- ques in the collection, and disposal of garbage, refuse and trash. Considerable knowledge of modern methods and practices essential to the construction, maintenance and repair of streets, sidewalks, parking areas, etc. Ability to devise and develop long-range plans and programs and to make sound decisions on matters of operating policies and administrative problems. Ability to meet and deal tactfully with the general public and to express himself effectively and clearly, both orally and in writing. Ability to handle entire operation of a large water and sewer treatment facility. Considerable knowledge of modern principles and practices of water and sewerage treatment, collection and distribution. A thorough knowledge of engineering as it relates to the installation and maintenance of water and sewer lines, to the efficient operation of water and sewer plants and to the equipment needed for efficient operation. Also, an understanding of water and sewerage chemistry is necessary. The ability to prepare specifications for new or recommended installations and equipment is needed. Ability to establish and maintain effective working relation- ships with other employees and other municipal departments.
