Present Gerald Broening, Mayor Kurt Bressner, City Manager Ronald Weiland, Vice Mayor Lindsey Payne, Assistant City Attorney Mike Ferguson, Commissioner Janet Prainito, City Clerk Charlie Fisher, Commissioner (arrived at 6:07p. m.) Mack McCray, Commissioner I. OPENINGS Call to Order - Mayor Jerry Broening Pledge of Allegiance to the Flag led by Mayor Jerry Broening Mayor Broening called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance to the Flag. C. Agenda Approval - Additions, Deletions, Corrections, Adoption Motion Commissioner Ferguson moved to approve seconded the motion that carried 4 to 0. the agenda. Commissioner McCray II, ELECTIONS ISSUES Canvassing and declaration of certified election returns from General Election held on November 5, 2002 Motion Commissioner Ferguson moved to accept the certified results of the November 5, 2002 election. Motion was seconded by Commissioner McCray and carried 4 to 0. Mayor Broening explained that this certification is an important formality because the Commission also sits as the Canvassing Board for the City of Boynton Beach. PRESENTATION/ACKNOWLEDGEMENT AND APPRECIATION OF SERVICE TO MAYOR AND CITY COMMISSIONERS A. Remarks by Mayor ]erry Broening Hayor Broening expressed his appreciation to all the candidates who had the public service inclination to run for office and for keeping their campaigns focused on the issues. Remarks by Vice Mayor Ron Weiland Vice Mayor Weiland congratulated Commissioner IvlcCray and stated that it had been a pleasure working with him. He also offered his congratulations to Commissioner-to-be HcKoy and looked forward to working with him over the next year. Remarks by Commissioner Mike Ferguson Commissioner Ferguson offered his congratulations to both of the winning candidates and said that he looked forward to serving with them. Remarks by Commissioner Hack McCray Commissioner rvlcCray said that it had been a pleasure serving with everyone on the dais over the last 17 months. He thanked everyone who supported him in the election. The staff was truly professional and he thanked City Hanager Bressner. Commissioner HcCray commended Commissioner McKoy and stated that it was a pleasure having someone of his caliber on the Commission to help continue moving the City forward. He stated that it was not about color, but about the quality of the man. Remarks by Commissioner Charlie Fisher (Cornm/ss/oner F/sher was not present at th/s po/nt /n the meet/ng.) City Manager Bressner explained that it is customary in Boynton Beach to acknowledge the service of the Commission members who are completing a year of their terms. In one instance, an individual is completing his term and leaving the Commission. 2 Meeting Minutes Special City Commission Boynton Be-~ch, Florida November 12, 2002 City Manager Bressner presented a plaque of appreciation to Mayor Broening for his many hours of dedicated service to the City as Mayor and said that it had been a privilege working with him. (Commissioner Fisher arrived at this point in the meeting.) City Manager Bressner presented a plaque of appreciation to Vice Mayor We/land and explained that the Vice Mayor assumes the responsibilities of the Mayor when the Mayor is not available. This occurred this year when the Mayor was hospitalized and Vice Mayor We/land served with distinction. City Manager Bressner presented a plaque of appreciation to Commissioner McCray, who graduated from the "freshman" class, in appreciation of his many hours of dedicated service to the City as Commissioner. Commissioner McCray acknowledged the presence of Reverend Chaney who had just arrived in the audience. City Manager Bressner presented a plaque of appreciation to Commissioner Ferguson and stated that he had an interesting sense of humor, probably a bit of his :Irish. He served the Commission and the community extremely well as Commissioner. City Manager Bressner presented a plaque of appreciation to Commissioner Fisher and remarked that Commissioner Fisher lives and breathes for the City of Boynton Beach. He loves the City and has a firm understanding of what is going on in the community. City Manager Bressner was sorry to see him leave. Commissioner McCray wanted to make a statement to Commissioner Fisher that it had been a pleasure to serve with him and he thanked him for all his hard work. V, ADMI~NISTRATTON OF OATHS OF OFFICE/REMARKS A. Commissioner Mack McCray City Clerk Prainito administered the Oath of Office and the Oath of Loyalty to Commissioner McCray. 3 Meeting Minutes Special City Commission Boynton Beach, Florida November 12, 2002 B. Commissioner Carl McKoy City Clerk Prainito administered the Oath of Office and the Oath of Loyalty to Commissioner McKoy. The Commission welcomed the newly elected Commissioners who assumed the podium. Mayor Broening remarked that the salary ($4,200 a year) is not the reason Commissioners serve. It is out of a sense of volunteerism and doing something for their community that people decide to run for office. Commissioner McKoy thanked God for guiding him and leading him in the direction of City government. He looked forward to serving each and every citizen. Commissioner McKoy recognized his parents and sister from Atlanta who were in attendance. He also recognized his daughter and wife who were in the audience. Commissioner McCray recognized his parents from Boynton Beach who were in attendance. VT. SELECTION OF VTCE MAYOR Vice Mayor Weiland was honored to serve as Vice Mayor and proud to fill in for Mayor Broening when needed. He wanted to give someone else this opportunity. Motion Vice Mayor Weiland nominated Commissioner Ferguson as Vice Mayor. Mayor Broening passed the gavel and seconded the motion that carried 3 to 2 with Commissioners McCray and McKoy dissenting, Commissioner Ferguson accepted the nomination as Vice Mayor. VTI.
