ProclamationPROCLAMATION A PROCLAMATION OF THE MAYOR OF THE CITY OF BOYNTON BEACH, CALLING A SPECIAL REFERENDUM ELECTION TO BE HELD IN SAID CITY TUESDAY, SEPTEMBER 26, 1967, FOR THE PURPOSE OF APPROVING OR DIS- APPROVING CHAPTER 67-1119 LAWS OF FLORIDA 1967; AND FOR OTHER PURPOSES. ' ' WHEREAS, the Legislature of the State of Florida at its regular session in 1967 passed the following law: Chapter 1119 An Act amending the City Charter of the City of Boynton Beach, Florida, Chapter 47-24398, Laws of Florida, Special Acts of 1947, as amended, by adding a new subsection to existing Section 27, to be known as Subsection 27A thereof, author- izing and empowering the City Council of said City to provide for a pension and retirement system for the City of Boynton Beach, Florida; providing for its establishment, limitations, administration, investment policies, insurance, appropriations, and levies; providing a sever- ability clause; providing for a referendum to determine whether this act shall become effective and an effective date. which became a law without the Governor's approval,subject to the provisions therein contained for the approval or disapproval thereof at a referendum election to be held in said City therein provided for. NOW, THEREFORE, I, MICHAEL V. MICHAEL, MAYOR OF THE CITY OF BOYNT~ BEACH, FLORIDA, PURSUANT TO CHAPTER 24398, SECTION 131 SPECIAL ACTg OF 1947 DO HEREBY PROCLAIM: SECTION 1: SECTION 2: That there shall be and is hereby called a Special Referendum Election to be held in the City of Boynton Beach, on Tuesday, September 26, 1967, between the hours of 7:00 o'clock A.M. and 7:00 o'clock P.M. for the purposes of approving or disapproving the afore- mentioned law. Only those persons who are registered and qualified electors of the City of Boynton Beach shall be per- mitted to participate in said election. SECTION 3: SECTION 4: SECTION 5: The Supervisor of Registration of the City is hereby required and directed to keep the registration and qualification of electors in such City in accordance with the ordinances in such laws made and provided, and shall furnish the registration books to the in- spectors and clerks at the place or places at which said election will be held on or before the day and hour set for the opening of the polls for such electio~ The following place or places are fixed and designated as polling places for said election, to-wit: Place Civic Center Location 138 East Ocean Avenue Boynton Beach, Florida The Clerk of the City shall cause to be published in a newspaper, published in said City, once a week for two consecutive weeks, the first publication to be at least thirty (30) days before such election a notice of the time and purpose of said election, which notice shall be in substantially the following form, to-wit: NOTICE OF SPECIAL REFERENDUM ELECTION TO THE REGISTERED AND QUALIFIED ELECTORS OF THE CITY OF BOYNTON BEACH: You and each of you will please take notice that on Tuesday, September 26, 1967, a Special Referendum Election will be held in the City of Boynton Beach for the purpose of approving or disapproving the following: CHAPTER 67-1119 - AN ACT amending the City Charter of the City of Boynton Beach, Florida, Chapter 24398, Laws of Florida, Special Acts of 1947, as amended, by adding a new subsection to existing Section 27, to be known as Subsection 27A thereof, authorizing and empowering the City Council of said City to provide for a pension and retirement system for the City of Boynton Beach, Florida; providing for its establishment, limita- tions, administration, investment policies, insurance, appropriations, and levies; providing a severability clause; and providing for a referendum to determine whether this act shall become effective. The polling places in said City will be as follows: Place Civic Center Location 138 East Ocean Avenue Boynton Beach, Florida No person will be permitted to vote at such election unless such person is a registered and qualified elector of the City. BY ORDER OF THE MAYOR AND CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA. PUBLISH: August 17,24, 1967 City Clerk SECTION 6: SECTION 7: That the City Clerk, subject to the general supervis of the City Manager, is authorized and direct to per- form such ministerial duties as are necessary and pro- per to provide for the holding and conducting of said election, including the use of voting machines and the preparation and submission to the City Council of a list of qualified persons from which the City Council may appoint election inspectors and clerks. That the City Clerk shall submit the aforementioned list of qualified persons to the City Council on or before September 11, 1967, for its subsequent con- sideration, selection and appointment of election inspectors and clerks for the election place. Subse- quent to the appointment of such election inspectors and clerks, they shall thereafter be duly sworn into office by the City Clerk. They shall then be author- ized to and shall assume and perform their duties of conducting said elections in strict accordance with the law and thereafter canvass the votes cast and make due return of the same to the City Clerk, who shall report the same to the City Council, as the Canvassing Board. -3- SECTION 8: SECTION 9: The proposition and direction to the voters for using such voting machine shall be as follows: PROPOSITION Do you approve or disapprove of Chapter 67-1119 an act amending the City Charter of the City of' Boynton Beach, Florida, Chapter 24398, Laws of Florida, Special Acts of 1947, as amended by adding a new subsection to existing Section 27, to be known as Subsection 27A thereof, author- izing and empowering the City Council of the City to provide for a pension and retirement system for the City of Boynton Beach, Florida, providing for its establishment, limitations, administrations, investment policies, insurance, appropriations, and levies; providing a sever- ability clause; providing for a referendum to determine whether this act shall become effective. DIRECTIONS TO VOTERS 1. If you approve of Chapter 67-1119 pull the lever under the words "Fo ' , Laws of Florida, 1967". r Chapter 67-1119 2. If you disapprove of Chapter 67-1119, pull the lever under the words "Against Chapter 67-1119, Laws of Florida, 1967" That the Clerk if authorized to expend such sums of money as may be necessary and proper in connection with the preparation for and holding of said election, including the authorized compensation to be paid to the election inspectors and clerks.
