BE IT RESOLVED by the City Council of the CITY OF
BOYNTON BEACH, FLORIDA:
SECTION 1: That pursuant to the provisions of Section 23 of
the Codified Charter of said City, there is hereby created the classified
position of SUPERINTENDENT OF PUBLIC UTILITIES of said City with the
distinguishing features and requirements of said position being more parti-
cularly described in the attached memorandum which is hereby made a part
hereof; that the creation of said position is in the judgment of the City Council
deemed necessary for the good government and efficient operation of said
City.
SECTION 2: That said position shall be filled by appointment
in accordance with the provisions of the Charter, Ordinances and the Civil
Service Rules &nd Regulations of the municipality at a salary to be hereafter
established by the City Council of the municipality.

SUPERINTENDENT OF PUBLIC UTILITIES
DISTINGUISHING FEATURES OF ~'~ORK
This is responsible administrative and professional engineering work in the
direction of municipal water and sewer utilities. Responsibility for an employee
in this class extends to the planning, direction and control of all phases of city
water and sewer utility operations, excluding those involved in collection and
accounting for utility revenues. Responsibility extends to the appraisal of the
adequacy and efficiency of existing facilities for the production, treatment and'
distribution of water, for sanitary sewerage treatment ; development of plans to
meet probable future needs, the operation and maintenance of existing facilities,
Work is performed under the administrative direction of the city manager with
regard to general policy or the inauguration of nam projects; beyond this the
employe works independently and is responsible for results obtained.

Is responsible for the installation~ maintenance and operation of all dis-
tribution service lines (water) and col!ec~ton lines (sewer)
Supervises the operation of both the Waler and Sewer Plants, including the
maintenance and repair of all lines, pumps and equipment in the plant.
Does analysis of water and sewerage and makes reports to State B~ard of Health,
Reviews and approves all applications for water and sewer line extentions and
accepts such lines upon proper construction.
Surveys the need, f~asibility and cost of proposed line extentions. Super-
vises the installation of each line.
Trains subordinate personnel in technical aspects of various position~.
Makes monthly progress report to City Council.
Checks and signs all payrolls.~works

Possessi~'~a" certificate in Water & Sewer (Florida State) and Certification
by State Board of Health. Graduation from a standard high school; preferably
graduate from recognized college or university with degree in engineeringt or
courses in water and sewer at college level~ or any equivalent combination of
training and experience which provides the following skills, knowledges and
abilities~ '
Ability to handle the m tire operation of large water and sewerage treatment
facilities. Ability to do complicated tests on ~ater an~ sewage and ~ake complex
reports to State Board of Health and/or other authorities.
Considerable knowledge of modern principles and practices of water and sewer-
age treatmsnt, collection and distribution.
Considerable knowledge of engineering as it relates to the installation and
maintenance of water and sewer lines, to the efficient operation of water and
sewer plants and to the equipment needed for efficient operation.
Considerable knowledge of. water and sewerage chemistry.
Ability to supervise a number of e~ployees.
Ability to prepare specifications for new or recommended installations and
equipment.
Ability to establish and maintain effective ~orking relationships with othe~
employees and the general public.
