01-18-60ARESOLUTION.
WHEREAS, a question has arisen as to the powers and duties of
the City Purchasing Agent heretofore appointed in accordance with Section 64
of the Municipal Charter of the City of Boynton Beach, Florida, and
WHEREAS, in order to clarify and construe said section, the City
Council of the City of Boynton Beach, Florida, deems it necessary to establish
certain regulations governing the conduct, powers, and duties of said officer;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BOYNTON BEACH, FLORIDA, AS FOLLOWS:
1. That in connection with the purchase of any item or items to
be utilized by the City of Boynton Beach, Florida, in the
exercise of its municipal functions and duties, not exceeding
$100.00 in value, the City Purchasing Agent is hereby
authorized to negotiate and make such purchases, subject
to the approval of each smch purchase by the City Council,
which approval shall be deemed granted upon the informal
initialing of the voucher for payment of such purchases
by a majority of the members of the City Council.
2. That in connection with the purchase of any item or items
to be utilized by the City of Boynton Beach, Florida, in the
exercise of its municipal functions and duties, exceeding
$100.00 in value, the practice of full cempetitive bidding
shall be followed and the City Purchasing Agent shall be
authorized to make such purchases only after the City Council
has, in a Regular or Special Meeting, considered all bids
submitted, authorized and approved such purchases, and has
directed the Purchasing Agent to make same.
3. That the purpose of this resolution is solely to clarify
and delineate the duties and powers of the City Purchasing
Agent and is in no way intended to restrict or enlarge said
duties as set forth in Section 64 of the Municipal Charter
of the City of Boynton Beach, Florida.
