Minutes 03-30-93 MINUTES OF SPECIAL CITY ~OMMISSION MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON HONDAY, MARCH 30, 1993, AT 6:30 P. M. PRESENT Edward Harmening, Mayor Jose Aguila, Vice Mayor David Katz, Commissioner Robert Walshak, Commissioner Carrie Parker, Assistant City Manager James Cherof, City Attorney Sue Kruse, City Clerk Mayor Harmening called the meeting to order at 6:33 P. M. in accordance with Section 56 of the City Charter of the City of Boynton Beach. Reconsider request submitted b~ the Optimist Club of Bo~nton Beach to hold their First Annual Carnival at the southeast corner of Woolbrlght Road and COrporate Drive Mayor Harmening entertained a motion. Notion Vice Mayor Aguila moved to approve the request submitted by the Optimist Club of Boynton Beach to hold their First Annual Carnival at the southeast corner of Woolbright Road and Corporate Drive. Commissioner Walshak seconded the motion. Vice Mayor Aguila pointed out t'hat all the conditions, times, and department concerns that have been discussed shall apply. The motion carried 4-0. In response to Mayor Harmening, James DeLand said the insurance endorsement for the new site will be faxed to,the CitY tomorrow, along with all other documents. II, Clt~ Bulldlng Clean Up A, Approval to contract wtth Clayton Environmental Consultants to prepare microbial remedlatton not to exceed $13,200 Ms. Parker advised that the City contracted with Clayton Environmental to do sampling and provide a report, which the Commission received last week. Approval is now being requested that Clayton Environmental be permitted to use their test results to prepare specifications for cleaning each room. Vice Mayor Aguila stressed that this should be a thorough, all encompassing project. Commissioner Katz referred to the consulting services terms and conditions pre- pared by Clayton Environmental Consultants and asked Mr. Cherof if he sees any loopholes. Mr. Cherof said he can add limiting language to the contract. Ms. Parker requested approval tonight to prepare a contract, and stated that the actual contract and a resolution will be presented to the Commission at their next meeting. - 1 - ~INUTES - SPECIAL CITY COMMISSION MEETING BOYNTON BEACH, FLORIDA MARCH 30, 1993 Motion commissioner Walshak moved to approve such a contract with Clayton Environmental Consultants. Commissioner Katz seconded the motion. Ms. Parker advised that the current fund balance in the General Fund Contingency is $5,931. She recommended that this project be funded from this fund and that that remainder come from the CIP Fund. The motion carried 4-0. Motion Commissioner Walshak moved to pay for these services as set forth by the Assistant City Manager. Vice Mayor Aguila seconded the motion, which carried 4-0. Authorize Dr, Hodgson of Connecticut Health Center, Occupational Medicine, to evaluate the results of the microbial reports and report on the potential hazard Ms. Parker advised that this evaluation will probably cost $1,500 to $2,000 and is additional protection for the City. Vice Mayor Aguila asked why the City is using someone from Connecticut. Mayor Harmening advised that Dr. Hodgson is one of the leading people in his field. Motion Commissioner Walshak moved to approve Item II.B to authorize Dr. Hodgson to evaluate the results of the microbial reports and report on the potential hazard. Vice Mayor Aguita seconded the motion, which carried 4-0. III, Discussion of changl~ date of regular City Commission meeting of April due to Passover Ms. Parker advised that the attorney for the firefighters agreed to reschedule the impasse hearing from Thursday, April 8, 1993 to Monday, April 26, 1993, at 7:00 P. M. Motion Vice Mayor Aguila moved to reschedule the regular City Commission meeting from Tuesday, April 6, 1993 to Thursday, April 8, 1993, and to reschedule the fire- fighter impasse hearing from Thursday, April 8, 1993 to Monday, April 26, 1993.
