Minutes 03-25-93MINUTES OF THE SPECIAL CITY COI~ISSION MEETING HELD IN COI~ISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON THURSDAY, MARCH 25, 1993, AT 5=00 P. M. PRESENT Arline Weiner, Mayor Jose Aguila, Commissioner David Katz, Commissioner Robert Walshak, Commissioner J. Scott Miller, City Manager James Cherof, City Attorney Sue Kruse, City Clerk I. OPENINGS A. Call to Order Mayor Weiner called the meeting to order at 5:05 P. M. B, Invocation - Moment of $tlent Prayer A moment of silent prayer was observed. C. Pledge of Allegiance to the Flag The Pledge of Allegiance to the Flag was led by Mayor Weiner. Mayor Weiner was honored by the presence of Commissioners Mary McCarty and Warren Newell. She thanked them for attending and stated that they have been a great help to the City of Boynton Beach. D. Agenda Approval 1, Additions, De]etlons, Corrections Motion Commissioner Aguila moved to table the selection of Vice Mayor until Vice Mayor Matson's return. Mayor Weiner passed the gavel to Commissioner Aguila and seconded the'motion. A roll call vote was polled by City Clerk Sue Kruse. The motion failed 2-2. Commissioner Katz and Commissioner Walshak cast the dissenting votes. 2, Adoption Motlon Commissioner Aguila moved to approve the agenda as presented. Commissioner Katz seconded the motion, which carried 4-0. E, Announcements 1. KatieAgulla's Birthday Mayor Weiner announced the sixth birthday today of Katie Aguila, Commissioner Aguila's daughter. - 1 - MINUTES - SPECIAL CITY COMMISSION MEETING BOYNTON BEACH, FLORIDA MARCH 25, 1993 2. Next Regular City Commission Meeting Mayor Weiner announced that the next regular City Commission meeting will be held Tuesday, April 6, 1993. II, PUBLIC AUDIENCE Wllda Searcy, 402 N. E. 13th Avenue, petitioned the City Commission for a high school on Old Boynton Road and Congress Avenue. On behalf of the City Commission, Corrmlssloner Nary McCartywished Mayor Weiner well. She stated that Mayor Weiner conducted herself with dignity during her term and brought a lot of dignity back to the City. She said the County loves Mayor Weiner very much for all she has done and she looked forward to working with Mayor Weiner in the future. Commissioner McCarty congratulated Edward Harmening and looked forward to working with him. She stated that he has been a very good representative of the City on the Municipal League. She believed it is going to be a very smooth transition for the City as far as the County Commission is concerned. She also congratulated Commissioner Katz and looked forward to working with him as well. Harry Romano, 417 Buttonwood Lane, spoke in response to Mrs. Searcy's comments. He asked if there are enough graduates from the eighth grade to warrant a high school. Mr. Miller answered in the affirmative. Eddie Mitchell, 329 N. E. 12th Avenue, stated he has enjoyed working with Mayor Weiner. He felt she has exemplified great qualities as Mayor of the City of Boynton Beach and has brought a great deal of pride to the City. He wished her the best of everything as she leaves.her office. He also congratulated Commissioners Aguila and Katz, and Mayor Harmening. He hoped the new Commission will not be divided but unified and that each member will work for the good of the City and for what is best for the citizens. NO ONE ELSE WISHING TO SPEAK, MAYOR WEINER DECLARED PUBLIC AUDIENCE CLOSED. III, NEW BUSINESS A, Canvass and accept general election returns from Tuesday, March 23, 1993 City Clerk Sue Kruse read the following results of the run-off election for Mayor, as certified by the Supervisor of Elections: Edward Harmening - 2,955 votes David Scott Floering - 2,131 votes Motion Commissioner Aguila moved to accept the results of the run-off election. PRESENTATION/ACKNONLEDGHENT AND APPRECIATION OF SERVICE TO NAYOR ARLINE NEINER A. Rer~rk $ Mr. Miller and Mayor Weiner approached the podium. It gave great pleasure to Mr. Miller to award Arline Weiner with a plaque on behalf of the City of Boynton Beach in appreciation for many hours of dedicated service to the C~.ty of Boynton Beach during her term of office as Mayor, 1991/1992. He stated it has been a privilege, as City Manager, to work for Mayor Weiner. In his eighteen or twenty years in government, he put her on the top of his list as one of the best Mayors he has had the opportunity to work with and thanked Mayor Weiner for this privi- lege. Mayor Weiner thanked her husband, Danny, for being incredibly supportive and said he has shared this part of her life in every way. She said it takes an enormous amount of information from staff on all matters facing the City for the Commission to do its job and that Scott Miller, Carrie Parker, and Wilfred Hawkins worked with her constantly and tirelessly to keep her up to date and knowledgeable about each and every issue affecting the City. She expressed her graditude to each of them. Mayor Weiner thanked Laura Widmer for helping her to be more articulate as she represented the City at public gatherings. Mayor' Weiner stated that Jim Cherof is one of the finest attorneys she has ever met and that his careful, legal advice has kept the City on the right track and out of expensive litigation more than a few times. She thanked the-Department Heads she had the most contact with who have been so helpful, namely, Virginia Farace, Grady Swann, Bill Sullivan, Chris Cutro, Sue Kruse, Chief Hillery, Chief Allen, Hugh McCaffrey, Charlie Frederick, Scott Biasie, Joe Sciortino, John Guidry, and Richard Staudinger. Mayor Weiner also thanked all the advisory boards for their~ecommendations. Mayor Weiner expressed her respect and admiration for Lynne Matson, Jose Aguila, and Ed Harmening. She wished them the best of luck during their terms of office. Mayor Weiner considered public service to be a privilege and thanked the citizens of Boynton Beach for honoring her with their support. She said her work for the City has enriched her life and she is proud of the,.~l'ngs we have accomplished together. V, ADHINISTRATION OF OATH OF OFFICE The Oath of Office was administered to Mayor Edward Harmening by City Clerk Sue Kruse. VI, SELECTION OF VICE HAYOR A, Selection Mayor Harmening welcomed the audience to the second half of the City Commission meeting and entertained nominations for Vice Mayor. -3- #INUTE$ - SPECIAL CITY 'CONNI$$ION #EETING BOYNTON BEACH, FLORIDA HARCH 25, [993 Motion Commissioner Walshak nominated Jose Aguila for Vice Mayor. Commissioner Katz seconded the motion, which carried 4-0. Mayor Harmening congratulated Vice Mayor Aguila. B, Administration of Oath of Offlce to Vice I~yor The Oath of Office was administered to Vice Mayor Jose Aguila by City Clerk Sue Kruse. VII, REMARKS A, I~m,yor Edward Harmenlng Mayor Harmening thanked all of those here today for participating in this spe- cial Commission meeting and particularly all those who worked so hard to see that he was elected. He assured everyone he would try not to fail them and make every effort to keep the faith and do what is best for the City. B, Vice Mayor ~ose Agulla Vice Mayor Aguila was very pleased that the citizens had enough trust and con- fidence in him to re-elect him. He hoped to perform even better during the next two years than he has in the last two. Vice Mayor Aguila stated that it has been a pleasure and privilege to work with Mayor Weiner and he was looking for- ward to working with Mayor Harmening, Commissioner Walshak, Commmissioner Katz, and Commissioner Matson, who he hoped heals soon and returns. Vice Mayor Aguila hoped it would be a productive two years with the help and guidance of the citi- zens. C, Co~mlssloner Oavtd Katz Commissioner Katz commended Arline Weiner for her years of service to the City. He hopes she continues to be involved and looked forward to serving with Mayor Harmening on the CommmissiOn. D.
