T know there is no response have to be given tonight and T have some questions :I'd like to direct to Mr. Cherof, and T beg your indulgence if he's able to answer them ! would like him to be able to. T called him yesterday and gave him my questions in advance so he could prepare for them. T'II be real close to three minutes, Mayor, thanks. IVlr. Cherof. Some concerns I have is that the situation with the CRA and the City Commission are the same and they wear two different hats and sometimes T wonder what hat they're wearing when they make decisions and what ~ want to know is, on Wednesday's decision, sitting as the CRA, when they made the decision about the ~ntracoastal Park Site, is that valid or does that have to come back up under a City Commission meeting and whether it be the same vote or not, does it have to do that? That items needs to be returned to the City Commission for the decision. The City owns the :[0 acres. The CRA does not own land in that vicinity. Tt does have the right to establish some policies with regard to redevelopment in all of the central - all the Community Redevelopment District, but the City Commission is the only body that can decide what happens to the property. Um, okay. Knowing that, that the City Commission makes that vote, um, on June 23, 1992, at a regular - special City Commission meeting, T'd like to read a motion that was made. Commissioner Harmening moved to approve the preliminary master plan as presented tonight. Commissioner Walshak seconded the motion which carried 4-0. Commissioner Aguila was not yet present. And this was a special Commission meeting to strictly deal with three parks that were going to be built sometime later in the future and that motion referred to the Intracoastal Park Site at that time. Um, my question regarding that is, is, is that a standing, binding thing? Does this Commission have the right to just overturn what that was done. Each new Commission that is elected has the right to reconsider and review previous decisions that have not been implemented and in many cases, even decisions that have been implemented, and they can modify or reverse those decisions. Okay. Just got a few more. T won't be too long. There's a lot of lawyers in Florida and around the country and interpretation of words could, if enough money goes to a lawyer, he could interpret anything that T want him to say. Tt was quite evident with President Clinton over the word "is" this past year. But T want to read Section 152 from the City Charter, and it says, and :[ won't read the whole part. T'II just read the first little sentence here: Ordinances adopted by the referendum vote can be amended or repealed only by a referendum vote. Verbatim Excerpt - City Commission Meeting August 17~ 1999 - Public Audience Cherof: Black: Broening' Black: Broening: With regard to what we're talking about the Tntracoastal Park, T as a lay person reads that and says, Oh, wow, it has to go to referendum for it to change to be a mixed use facility. Would T be wrong in thinking that? Tt's a difficult question. A lot has happened. Home rule went into effect in 1974 and at the effect of quoting the Attorney General who was asked this question, ! think in '79, from one of the previous City Attorneys here, had the affect of either nullifying that provision of the Charter, or at best, converting it to an Ordinance which would not have the same binding effect of a Charter provision. Just want to turn your attention to, T guess I want to stop and think for a minute. There's been a - when we think about that referendum back in 1988, it's a monumental task to get somebody to spend a little over $2 million on anything, whether it's in this City or any other City. To get that ground swell of support is amazing. And the last 10 or 11 years, there's been a lot of different meetings. There's been plan-a-park sessions; there's been special CRA meetings; special City Commissions. Neighborhood associations have gotten together - all over this issue of this Tntracoastal Park. Tn the election that year, there, was over 5,700 votes cast and that was 11 years ago. Today it's rough to get 5,600 votes cast in election. Tt was a very important topic for years in our City. ! don't know if you noticed at the CRA meeting on Wednesday; there were former Mayors wives here. That was a part of their life when their husband was the Mayor. Tt was a big thing. There were thousands of dollars spend; thousands of hours. :It was a total community effort there. And ! just want to read the Comprehensive Plan - just a brief article. Policy 5.1.6: By 1995, the City will provide additional access to the :[ntracoastal Waterway, maintain existing beach access through the City's Oceanfront Park and provide access facilities consistent with a Coastal Management Element. And there was a follow-up support document to that that says: The :[ntracoastal Purchase Site: An undeveloped parcel of land which totals 10 acres has recently been approved for public acquisition through a bond referendum. Although it is located adjacent to the Tntracoastal Waterway, less than 300' north of the existing Boat Club Park, waterfront parks and facilities are needed to supplement the limited supply of beachfront parks. This site is financially feasible, should be developed in the mid-term and be developed for a facility similar to the Boat Club Park. Contingent upon the demand at the time of development, this site might be considered as an alternative location for an amphitheater that was previously planned for the Congress Avenue Community Park. Tt also says a joint public/private venture would also be a possibility on this site. Could you summarize, please. Yes. T would appreciate that. 2 Verbatim Excerpt - City Commission Meeting August 17, 1999 - Public Audience Black: Myott: Collins: Thirty seconds. Just in closing, we have a representative type of government here in Boynton. For 11 years, many different groups of people have worked on this park. As ! stated, there was former Mayors' wives in the audience. ! feel the majority of people want that park. T think you should step up to the plate and do the right thing and that's continue with the park. If you now think they could serve a better use today, then please let the people you represent make that decision by putting on the referendum. Cause I've had a lot of phone calls, and in my opinion, if you don't do the right thing that the citizens want then I, myself, and a group of people will put it on the referendum in November. Thank you. Steve Myott, 3012 Fernwood Drive, Boynton Beach, member of the Planning & Development Board. I'm also an architect and I work for developers all the time. That's how I make my living. I'm here to speak in favor of maintain the 10 acres at Gateway and Federal as a park site. I don't think it needs to be a park today, but I think you need to take it off the block in trying to sell it. And the reason for that is I voted in that election 11 or 12 years ago and I don't know how many of the Commission was even here then. It was one of my first, you know, decisions to get involved and work towards something in the City. So it" important to me. I voted for it. I voted to spend my portion of the $2 million and I do not expect that land to be changed --the intent of its use in anyway without me voting on it again. I think that's, that's pretty clear. That's how I feel about it. I'll also - I'll do whatever I have to do to make sure that that happens. I don't, I don't give the government a hard time about anything, you know. I try to do my part. But I'm serious about this. I don't think you need to worry about making such a drastic move. I'm on the P&D Board and every other week, we approve many, many thousands of dollars to go into the City's tax coffers. It's happening at a really good rate. You know, the money that you don't think we have is gonna come, but it's gonna take time and, you know, that, that piece of land is so unique. That piece of land is world class and that could be a world-class park. Really, these mixed-used developments are pretty much a dime a dozen these days. So, you know, you might get couple hundred thousand in taxes, maybe a half million in taxes, but the access to the view that you have from that land cannot be matched at any price. And I urge you to reconsider what you're trying to do as a CRA and vote against it when you're acting as a Commission. So, take a look at the 20/20 Plan, what it says about that piece of land. It's a gem. Let's preserve it and I ask the City residents to assist Bruce and myself and anyone else (three inaudible words). Thanks very much. Good evening, Mayor and Commissioners. My name is Betty Collins, Chairman of the Senior Advisory Board. Apparently, the request of the Senior Advisory Board to be on tonight's agenda was declined by the Manager's Office. Before making my opening statement, permit me to publicly acknowledge receipt of copy Memorandum 99-87 dated August 6th from the City's Leisure Service Department relative to Wilfred Hawkins and that T have one comment for that. Before most of the Leisure Services Department Were born, all of the members of the Senior Verbatim Excerpt - City Commission Meeting August :t7, :t999 - Public Audience Advisory Board understood that not only were collaboration and cooperation elemental to successful and human endeavor, but also understood that walking the walk was much more convincing than talking the talk. ! am dismayed and deeply disappointed that Melody Green, Recreation Supervisor, persists in her denial that T advised Carolyn Sims that T would not be there on the 23rd. The public representation has inferred that ! arbitrarily or negatively did not attend the meeting is a gross misrepresentation of the truth and we would not be here tonight if we hadn't been burned in the past. After five years of planning and preparing for a Senior Center, we were told by the Department of Recreation that their programs were adequate. The fact of the matter is that the Senior Advisory Board, at its own expense, and at its own time, and providing its own transportation, was the only agency responsible for purchasing and serving refreshments one afternoon a month - the only afternoon the department could make available for its more than its adequate and satisfactory senior program. By the following year, the department made the Madsen Center available for senior activities under our care. (Changed tape and continued with Ms. Collins speaking.) When the room at the Civic Center was no longer provided for seniors, City Hall in the Hall was offered to us. However, seniors could not use the restroom. We were informed that the restrooms were for staff only. Seniors love Bingo so the advisory board had donated a state-of-the-art Bingo machine and all the cards. The donation wasn't accepted. Tt is a game of chance and we had to get it out of there which - it's over 6' so it's very heavy equipment. At this point, ! don't know where it is. We could not bring it here every week, so we didn't pick it up. The Senior Advisory Board strenuously objects to being directed. By its own admission, the DPR cannot explain how the advisory board could perceive being directed. Let me explain. The DPR directed the purchase of 72" round tables which is unthinkable in a senior environment. This purchase was never called to our attention from Day One. After assuring the advisory board the chairs and tables, suitable for seniors, would be purchased, the department directed the purchase of 96" leather sofas and' with any evidence of awareness that a 96" leather sofa is unusable for seniors. Just trying to get up without holding on is something. To this day, the department continues to insist that vouchers, cards and tickets would have to be purchased by seniors at City Hall to meet their coffee and donuts cost. This requiremer~t is impractical as much as the sofa and the tables. The Federal Government requires that donation boxes be available, this is quoting from the Older American Act, to accommodate those seniors who wish to be served a meal at the center. The Leisure Services directed no donation boxes be permitted and we disagree. The Senior Advisory Board opposes the inclusion of a thrift shop at the center. The DPR directs that it be part of the center and the Senior Board (indiscernible word) this direction as unwise especially since money shouldn't exchange hands. The combinations from the DPR that consistently (inaudible words) !n order for this to be a first- class senior center, which we want, going and following all the Older Americans Act, what we need to see is an operational budget, a policy concerning the Verbatim Excerpt- City Commission Meeting August :[7, :[999 - Public Audience Stranahan: collections of money, approved bus schedules, not this starting before 9 o'clock; someone told me today that they were told they were told that they were going to be picked up at 7:30 in the morning; a program for the training of volunteers, a dress code for volunteers, job descriptions for volunteers and City staff; a policy regulating the admission of seniors who reside outside the City, a 'policy regulating requests for outside services and organizations who wish to serve seniors, a policy regulating requests from bridge clubs transferring from IVladsen Center, a policy regulating the use of equipment and services available at the center, a policy regulating maintenance and housekeeping responsibilities, a policy regulating the handling of spillages and accidents (You've got to get that cleaned up right away); a policy regulating the security of the building and its occupants; a policy regulating the times availability and closings; a monthly calendar at least for the first month; a publicity brochure announcing the opening and invitation list for the grand opening; a copy of the first newsletter; a copy of approved Certificates for Tnsurance; a complete detailed program of the Older Americans Act which represents the cornerstone - a foundation of the whole operation; a policy regulating unwarranted and unwanted behavior; policy regulating the use of computers and a statement of reevaluation of the goals and responsibilities of the Senior Advisory Board. In response to an allegation made by the Department of Leisure Services, senior centers throughout the country typically are supervised by the Recreation Department. Over the past five years, we've corresponded with 15 other centers in this City. They're all under Human Services, City services, or under senior agencies. We agree on the acceptability of the foregoing and appropriate documents we've considered entertaining plans for a grand opening. It's only about six weeks away. :In the meantime, thank you. Mr. Mayor, Commissioners and all present. Ym Peggy Stranahan, Vice Chair, Senior Advisory Board. ! am here this evening in an advisory capacity and would like to see the status of the Senior Advisory Board changed. First, T would like to say that being on this board has had its ups and downs but did accomplish getting the City bus system working in a feasible manner. We also strived for a long time to bring about the need for a senior center and due to our enduring efforts, we did convince the City that a center was something that would prove worthwhile and when the City purchased the Lucille & Otley property, we started to visualize a dream come true. However, this dream is slowly taking place. The project was placed under the Leisure Services Department/Parks and Recreation Department and there has been a conflict of communication between this group and the Senior Advisory Board. Each has made some suggestions and contributions, but a lot of it has been preliminary and finalization has not always been in the forefront. Being in an advisory capacity kind of gives the Leisure Services Department an upper hand on decision making and it becomes a matter of "you said'; "T said'; "we said" and nothing is being solved. There are many other issues than buying items for the center. Verbatim Excerpt - City Commission I~leeting August 17, 1999 - Public Audience Rossi: [ am sure if you listened to Betty's address, you will realize all the various policies that need to be fulfilled. Most important, of course, is obtaining volunteers. There was to be a joint meeting of volunteers acquired by Steve and our board. However, we were never informed of this meeting and since it is very important to have volunteers, we propose to have a meeting with the volunteers on our list on Thursday, August 26th. Hopefully this can be coordinated with Steve and registration with RSVP under Herb Stevens. Naturally, this has to be done as soon as possible as we need these volunteers to let the "powers to be" become aware of their volunteering interests and the time they can spend administering to the Center's needs. It must be done now. T didn't realize that when ! wrote to the Mayor and expressed my views on various aspects regarding the senior center it would open "a can of worms" so to speak. In essence, ! am glad I did, but it will not accomplish anything unless we can all get along and communicate in a mature and reasonable manner. An important issue here is that the Leisure Services Department is using some very preliminary data suggested by the Senior Advisory Board. And I do mean preliminary. To see this data being used as an example of what we would like to have or to be used at the center has been discouraging and demoralizing. Enough is enough. In closing, I would like to state again that ! would hopefully see the status of the Senior Advisory Board changed. As an advisory board, we have fulfilled our capacity and it would be in the best interest for our board to be able to continue to devote our services to the senior center. Therefore, we would hope that we could be known as the "Senior Center Board'; "Senior Center Administrative Board, or a title suggested by the Mayor and Commissioners. We feel as seniors, we would do a good job of overseeing the center and be able to coordinate all efforts with a qualified leader. Our interests are in making this center an outstanding one and one that the City of Boynton Beach will be proud of. As an advisory board, we have worked long and hard and want the dream that we envisioned work for the good of all citizens of the City of Boynton Beach. Thank you. My name is Enrico Rossi, 625 Whispering Pines Road in Boynton Beach. I want to thank the Commission for the opportunity to speak on a matter which is very dear to me - the Intracoastal Park. There has been a lot of discussion about the park and relative to whether the City can or cannot take the action that we're headed for - at least three members of the Commission are headed for. But there's one question that has been overlooked entirely and that is whether or not it's morally correct. Morally correct to go ahead and tamper with the piece of land that was acquired through a referendum vote sometime ago. This, to me, is immoral. This is a subject which requires (inaudible words) in my estimation. To make it short is this. You've got a lot of hurdles to cross before you even get to the point where you can find this so-called joint venturist on this piece of property and these hurdles are hurdles which ! don't even think we need to spend the money to surpass in my estimation because you have the hurdle of Verbatim Excerpt - City Commission Meeting August 17, 1999 - Public Audience Fisher: BenneJ: getting the Comp Plan approved. In talking with the Treasure Coast Planning Council, that's not an easy matter. The City's got to submit a Comp Plan by the end of the year and [ imagine you got to modify that piece of land. T don't know if you're going to have the opportunity to modify it for some other use. But that's a hurdle you gotta cross and you're going to make the recommendation to DCA and DCA is gonna say, Hey Boynton Beach, you don't have enough recreation as it is. What are you tampering with this piece for? Meantime, we're soliciting, soliciting people to come in with plans to develop this jointly and ! understand further on this thing that staff was told, hey, why don't you go ahead and propose a plan that shows how a developer may develop it and how it would fit into our scheme in the public matters. Which is ridiculous in my estimation for us to go ahead and prepare a plan for development and say what do you think about this? The more you think about this, the more stupid it sounds. We're heading in a direction which is really intolerable and to top it all off, it may be a situation in which it gets to DCA and DCA says, hey, the recreational needs are lacking here and therefore, you might be up against some tight funds, funding situations that may be restricted by. The whole process, it seems like it's bizarre frankly. T thought it was a joke when :[ first heard that somebody was gonna do this, but now it's coming into something serious and T want the City to take it seriously. Thank you. Hi there. What T wanted to talk about tonight was the park issue also. ~[ work in business and :I'm a manager also. business, T'm fighting battles everyday and [ win some and Ym gonna lose some. That's part of what T do, but the main thing is gotta win the war at the end of it all. All right? Now as a good manager, we understand that and we also understand as a good manager that once in awhile, we've got to think outside of the box. How does this one decision :I'm making as a manager affect the next 10 projects ! gotta get done this year? Now, an example would be Wal-Mart several years ago. Okay, he probably went to his accountants and said, hey, T'm gonna take back merchandise from my customers they didn't buy in my store cause in the long run it's gonna make sense. Well the accountants probably said it doesn't make financial sense. We can't do it. Well, T wouldn't mind being adopted by Sam Walmart today and be his son because it did make financial sense. All right? We're all working on projects. IVlost of you had shovels in your hands standing right next to me building something down the street here. We work with you - you work with us. We're all working on all the same projects and there's a bigger picture here to look at. Does it make more financial, you know, sense in this particular case? Probably, but the big scheme of things and when you look at the big picture, it affects a lot all the way down the road. All right? We're not in this for a short-term gain. We're in this cause :[ got a 30- year mortgage. Okay? ! don't plan on moving. We're all in this for the long- term and hopefully, when y'all go to vote on it, you think outside of the box not just this one issue, l't's the whole big issue. Thank you. Dave Katz, 742 NW 11th Street, Boynton Beach. At the recent CRA meeting, I feel the leash came off our elected officials, especially the Mayor and Mr. Tillman. Of the three who voted to allow commercial and residential development on the Intracoastal Park parcel, two of you, Mr. Broening and Mr. Sherman, didn't even live in Boynton at the time of the referendum. I don't know, maybe even Mr. Tillman wasn't living here either. For Mr. Tillman to suggest that the people of Boynton Beach don't understand or know what the definition of a park should be is absurd. What the citizens do know is not what SOMA Development Corporation would have us think a park should be. And who is SOMA Development. This is the company that wants to develop the Intracoastal Park. SOMA. That is SOMA. Is MA Mike Arnold? Is the SO Susan Ordway? If so, is it the same Susan Ordway who gave $500 to Mr. Broening's mayoral campaign. Yes, it is. Well, it shows you where it's coming from. At the same meeting, there were several people who wanted to voice their thoughts about an Tntracoastal Park and its proposed development. Mayor Broening was quoted in the paper as saying "they're comments at this point do not matter". Mr. Broening, it is hard to believe that as an elected official you would say this when there are people who want to voice their opinion on an issue. But in your case, :[ can understand why. When you were elected in the run-off against Mr. Washam, only 13% of Boynton's registered voters cast ballots. You got just a little over half of these votes. So only 6.75% of Boynton's registered voters wanted you. Not an overwhelming mandate. You only carried six of 26 precincts and if the Hunters Run precinct was not there, you would have lost by some 200 votes. Tf only 132 people had voted the other way, the City would have had Mayor Washam. My point is that no matter what the forum, the setting or conditions, the Mayor, as the chair, should always permit public input on any issue at any time because this Commission or any future Commission do not justify the people. The people justify you - the Commission. Hi, I'm .lane Hasty and Ym a Boynton Beach senior and T've been working with seniors for five or six years. And [ just wish to echo the sentiments of the two ladies who spoke that it should be a senior board who organizes and schedules for a senior center. T do appreciate the work of Betty Collins and Peg Stranahan because they have been working at this for five or six years. Thank you. Dee Zibelli, 440 Ocean Parkway, Boynton Beach, Florida - T think what was missed here before is speaking about the referendum in 1986-87 slash 87 was the fact that the $2.4 million at that period of time, if anybody remembers back then in Boynton Beach, or really, over the country, we had a bad recession. We had bad stuff. T know [ lost a lot of money in the stock market. That was a bad time. And for the people of this City to even at that point in time say yes we want to buy that property for $2.4 million, that was a big decision for the people to make at that specific time. Also, when it was sold as the bond, it was sold it says in the bond, that it was for a park. When it was advertised in the newspapers, it was advertised in the newspapers as a park. Unfortunately, whoever the gentleman was or the attorney was who made up the ballot question, did not put that on the ballot question which, of course, leaves us again, as T have said previously, as a, you know, as a moral issue now and T would agree that it should go back to referendum. T think that would be satisfactory to everyone and T just think that it would be more satisfactory. Also, the comments being made by, ! know, one particular Commission at times here saying we don't have any money, we don't have any more. You know, like we're broke, we don't have any money. We have to sell that property. Well, if we don't have any money, ! would suggest that in this year's budget we do the right thing. And ! have been asking for this from ! would say, the early 80s, to have an audit and not just that yearly audit that you have. But an auditor, an internal auditor come in as they did in the City of West Palm Beach and find out exactly where the money is. [ think that would be very satisfactory to the people because to hear that said on the dais several times, gives a little nervous feeling. Well, where is it all going? What's happening here? And T just think that it would be a, it would be a very good --it would bring out knowledge to the City. Thank you. Edward Tedtmann, 869 NW 8th Avenue, Boynton Beach. Uh, Mayor Broening, you stated in a previous Commission hearing before this City Manager search commenced that the criteria for City Manager would be a graduate degree in Public Administration. Now T understand that a national search firm was brought in to be used for an unbiased national search which became an amalgamation with the City Personnel Department bringing Tnterim City Manager Hawkins into the final five candidates, uh, competing with candidates that have Masters and Ph.D.s. Mr. Hawkins has, has two Associates Degrees. Urn, my concerns put me into a conflicting situation with Mr. Hawkins. T don't mean to do that. T like Mr. Hawkins personally, but T have concerns that this position requires a graduate degree and, um, these concerns go back further to a Commission meeting sometime ago when Commissioner Tillman tried to get Mr. Hawkins approved for this position by opening it up for a vote without the, urn, without this being on the agenda. We got five candidates and T want to see, see a City Manager who can be, who can act independently. And we want to address the water pressure issue on our street, You know, our road, our road is probably 50 or 60 years old and it's done in galvanized steel and we're trying to fix up the neighborhood. First, going back to the question of the Intracoastal Park. The Mayor T thought was opening up the floor for comments on new issues at the CRA meeting. I had an issue for you to consider. I'm sorry you did not follow through with that opening that I thought you were making. My comments are in reference to the Tntracoastal Park property we have. T speak this evening and it's going to be a surprise to many but I gave it considerable thought. T've been a businessman, this year it'll be 50 years T've been a head of a business and T'm approaching this from a business sense. The City should be run with a business in mind. That's the purpose of the City, not to lose money. And the only way we're going progress is by taking that particular approach - the business sense. This property, as T looked at it, (inaudible words) T said to myself, now T can imagine developing this property for a park. We like to have youngsters come down. But here we have a piece of property way down in the northeast corner and T can envision youngsters from the other side of town, say the southwest corner, trying to get down to this park. Tt's not going to be too practical. That's one of the thoughts T had in mind. The other was Mr. IVlayor, as a good alternate, we should have neighborhood parks. And T know from my experience that neighborhood parks, although not too large, should be the proper solution. Then again, many have never brought up one park that we do have, and that's the Kiwanis Park. T call it the Kiwanis Park almost opposite 23rd. How come nobody ever thought about developing that park to make good use of that. Tf we have an opportunity for this City to progress and we're talking about this City should progress and we're looking for leadership here to bring this progress. THERE ARE MANY OTHER ISSUES THAN BUYING ITEMS FOR THE CENTER. I AM SURE IF YOU LISTENED TO BETTY'S ADDRESS YOU WILL REALIZE ALL THE VARIOUS POLICIES THAT NEED TO BE FULFILLED. MOST IMPORTANT, OF COURSE, IS OBTAINING VOLUNTEERS. THERE WAS TO BE A JOINT MEETING OF VOLUN- TEERS ACQUIRED BY STEVE AND OUR BOARD. HOWEVER, WE WERE NEVER INFORMED OF THE MEETING AND SINCE IT IS VERY IMPORTANT TO HAVE VOLUNTEERS WE PROPOSE TO HAVE A MEETING WITH THE VOLUNTEERS ON OUR LIST ON THURSDAY, AUGUST 26, 1999. HOPEFULLY THIS CAN BE COORDINATED WITH STEVE AND REGISTRATION WITH RSVP UNDER HERB STEVENS. NATURALLY THIS HAS TO BE DONE AS SOON AS POSSIBLE AS WE NEED THESE VOLUNTEERS TO LET THE "POWERS TO BE" BECOME AWARE OF THEIR VOLUNTEERING INTERESTS AND THE TIME THEY CAN SPEND ADMINISTERING TO THE CENTER'S NEEDS. IT MUST BE DONE NOW! I DID'T REALIZE THAT WHEN I WROTE TO THE MAYOR AND EXPRESSED MY VIEWS ON VARIOUS ASPECTS REGARDING THE SENIOR CENTER IT WOULD OPEN "A CAN OF WORMS" SO TO SPEAK. IN ESSENCE I AM GLAD I DID BUT IT WILL NOT ACCOMPLISH ANYTHING UNLESS WE CAN ALL GET ALONG AND COMMUNICATE IN A MATURE AND REASONABLE MANNER. AN IMPORTANT ISSUE HERE IS THAT THE LEISURE SERVICES DEPARTMENT IS USING SOME VERY PRELIMINARY DATA SUG- GESTED BY THE SENIOR ADVISORY BOARD. AND I DO MEAN PRELIMINARY! TO SEE THIS DATA BEING USED AS AN EXAMPLE OF WHAT WE WOULD LIKE TO HAVE OR BE USED AT THE CENTER HAS BEEN DISCOURAGING AND DEMORALIZING. ENOUGH IS ENOUGH. IN CLOSING I WOULD LIKE TO STATE AGAIN THAT I WOULD HOPEFULLY SEE THE STATUS OF THE SENIOR ADVISORY BOARD CHANGED. AS AN ADVISORY BOARD WE HAVE FULFILLED OUR CAPACITY AND IT WOULD BE IN THE -4- BEST INTEREST FOR OUR BOARD TO BE ABLE TO CONTINUE TO DEVOTE OUR SERVICES TO THE SENIOR CENTER. THEREFORE WE WOULD HOPE THAT WE COULD BE KNOWN AS THE "SENIOR CENTER BOARD," SENIOR CENTER ADMINISTRATIVE BOARD," OR A TITLE SUGGESTED BY THE MAYOR AND COMMISSIONERS. WE FEEL AS SENIORS WE WOULD DO A GOOD .IOB OF OVER- SEEING THE CENTER AND BE ABLE TO COORDINATE ALL EFFORTS WITH A QUALIFIED LEADER. OUR INTERESTS ARE IN MAKING THIS CENTER AN OUTSTANDING ONE AND ONE THAT THE CITY OF BOYNTON BEACH WILL BE PROUD OF. AS AN ADVISORY BOARD WE HAVE WORKED LONG AND HARD AND WANT THE DREAM THAT WE EN¥1SONED WORK FOR THE GOOD OF ALL CITIZENS OF THE CITY OF BOYNTON BEACH.
