Hancsak, Town Clerk Chris Edwards, City Attorney CALL TO ORDER Mayor Taylor called the meeting to order at 2:08 p.m. DISPOSITION OF CITY-OWNED PROPERTY IN OCEAN RIDGE At the last meeting, the desires of each community were discussed. Based on those discussions, Charles Frederick, Parks and Recreation Director, drafted the City of Boynton Beach's proposal for use of the City-owned property adjacent to the Ocean Ridge Town Hall. A copy of this proposal was distributed and reviewed by Mr. Frederick at this meeting. Mayor Stamos displayed a sketch of the Town of Ocean Ridge. He felt there is a misconception about how much property is available in Ocean Ridge for public use. He stated that Ocean~ Ridge has more public use than Manalapan, Gulfstream and Delray Beach, and Pointed these areas out on the sketch that was displayed. He pointed out the small parcel that the Town Hall is built on and the parking lot and stated that it has been that way for years. He stated that Ocean Ridge might own that property because it has used it for years and because there is no beach parking On it now. MINUTES CITY COMMISSION WORKSHOP MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 5, 1997 He referred to the major beach renourishment program that everybody in Boynton Beach is going to enjoy and stated that that was done by a tremendous effort on the part of the Commission of Ocean Ridge and others, He stated that the park owned by Boynton Beach is going to benefit from that renourishment program. He explained the Commission of Ocean Ridge's proposal. Ocean Ridge owns 50 feet of oceanfront property on the south end of the park where Boynton Beach's park is. It is a green area and the people of Boynton Beach have been usin9 it for years. It is an easement area for public use. The Commission of Ocean Ridge offered to give the City of Boynton Beach that parcel of property. According to Commissioner Bridges, the City of Boynton Beach can put an additional 23 parking spaces on that parcel of property. The Commission of Ocean Ridge would be willing to allow public parking on the other parcel, and 30 parking spaces on the other side adjoining the Town Hall, which they offered to develop with their money. It would not cost Boynton Beach anything. However, in order to spend their money on it, Ocean Ridge would have to have ownership of that property. They were willin9 to purchase the parcel to the north of the Town Hall. They did not want to get into a legal hassle or let the property sit for years and not be used Commissioner Kateel explained the concept of trading the two parcels of land for the 50 feet of oceanfront properzy. This would give the City of Boynton Beach additional access for their citizens. Additionally, in order to resolve the situation that the City of Boynton Beach has with /ts parking, Ocean Ridge would guaranty so many spaces developed on the south side or north side of the property for the City of Boynton Beach [o use. He felt this is a win-w~n proposition because based upon the last meeting, the primary concern was parking. Therefore, if Ocean Ridge assures the City of more parking than they would otherwise get with the use of that 50 feet of oceanfront space: that should satisfy the City of Boynton Beach's needs and at the same time satisfy Ocean Ridge's needs by enabling them to develop that parcel of property to the needs of Ocean Ridge. The City of Boynton Beach can do what they want with the 50 feet of oceanfront property. They dO not have to put parking there. However, there is room there for 23 spaces. Ocean Ridge would pay for the development of the parking on the property on the west side of A1A and guaranty the City of Boynton Beach access to it. Commissioner Jaskiewicz asked if Ocean Ridge has ever considered using that 50 feet of oceanfront property for their own private Ocean Ridge Beach. This would less necessitate the need for the City of Boynton Beach to expand its property because many of he Ocean Ridge residents take advantage of the parking and the beach. 2 MINUTES CITY COMMISSION WORKSHOP MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 5, 1997 Commissioner Kaleel stated that if this proposal were not accepted, Ocean Ridge would do something with that parcel of land. He did not feel that the residents of Ocean Ridge use Boynton Beach's parking lot to the extent that the citizens of Boynton Beach or others use it. The residents of Ocean Ridge do not have the need to use it as much as the residents of Boynton Beach do. A majority of the residents live on the north side of Ocean Ridge and live in walking distance of the beach. In addition, they all have walking easements and beach dghts along the beach On the south end of the property, people go to the south end of Ocean Ridge along old A1A. Ocean Ridge does not have the same need for that parking as Boynton Beach does. Commissioner Bradley asked if the 50-foot parcel has been appraised. Attorney Cherof advised that it has been appraised at $345,000 and is zoned for residential. Commissioner O'Hare felt the lot would probably be more valuable if Boynton Beach took it and used it for the public good. He pointed out that it is adjacent to Boynton Beach's park and 23 parking spaces could be put there. Commissioner Kaleel advised that the parcel north of the Town Hall was valued at $160.000, and the parcel south of the Town Hall was valued at $105.000. Vice Mayor Titcomb inquired about the square footage between the south lot and each adjacent lot Commissioner Kaleel advised that the City of Boynton Beach would be able to put 23 parking spaces on the east side and about 30 on the west side. for a total of 53. Under Boynton Beach's proposal, Boynton Beach would only get about 30 spaces. Ocean Ridge's proposal allows Boynton Beach to get more spaces and gives them an oceanfront parcel. Vice Mayor Titcomb referred to the south lot and asked if Boynton Beach would have deeded access to those parking spaces if Ocean Ridge were to develop them. Commissioner Kaleel advised that there would be an interlocal agreement, deed access, or whatever the attorneys work out. Ocean Ridge would develop the property to suit its needs and would guaranty Boynton Beach 30 spaces. Ocean Ridge did not want to be restricted in developing that land for its need. Commissioner Kaleel felt Ocean Ridge's proposal is a win/win proposJtion because Ocean Ridge will guaranty Boynton Beach access and use of the spaces that Boynton Beach requires, plus additional spaces. In addition, Boynton Beach would be getting additional value for the citizens of Boynton Beach. Commissioner Tillman was not amenable to tearing out a landscape berm to put in parking. 3 MIN UTES CITY COMMISSION WORKSHOP MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 5, 1997 Mayor Stamos pointed out that the park is in the Town of Ocean Ridge and falls under the codes and zoning regulations of the Town of Ocean Ridge. Therefore, [he Commission of Ocean Ridge can approve parking spaces on that property. The City of Boynton Beach would not have to spend a nickel. Ocean Ridge is offering is give the City of Boynton Beach the property and develop a parking lot on the west side Commissioner Kaleel added that Boynton Beach has the option of developing the east side. Mr. Frederick pointed out that the City of Boynton Beach could get a lot more than 30 spaces on all of the property. Mayor Stamos pointed out that the City of Boynton Beach would need the Ocean Ridge Commission's approval for metered parking. He was not in favor of metered parking. Commissioner O'Hare pointed out thal Boynton Beach's population is growing and this is an opportunity to obtain another 50 feet for the future citizens of Boynton Beach If a house is built there, it will never be available again. He also pointed out that previous Commissions in Ocean Ridge have outlawed commercial development. He wondered if it would be considered a commercial enterprise if Boynton Beach developed the lot to the south of the Town Hall for parking and put in meters. Vice Mayor Bridges addressed the total parking that could be available around the Town Hall. We could get 38 spaces on the south side of the Town Hall, planning it properly with a 15-foot landscape buffer for the people. We could get 37 spaces on the north side. and 16 in the rear of the Town Hall. Commissioner Bradley advised that the purpose of the meters was to regulate the parking. Discussion ensued regarding how to regulate the parking. It was decided that this is not a major issue and can be dea rt with in the future. Mayor Taylor pointed out that the Town Hall could be expanded by making it a two-story building. City Manager Willis pointed out the City of Boynton Beach made it clear at the last meeting that we were not interested in the parcel on the east side of A1A to the south of the existing park. It is a buffer and is not an appropriate parcel for parking. Mayor Stamos was totally against metered parking. 4 MINUTES CITY COMMISSION WORKSHOP MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 5, 1997 Both Commissions agreed that they need to further review both proposals among themselves. In addition, they both agreed that the underground gas storage tanks must be removed. Mayor Taylor offered to sell Ocean Ridge the north side to do with as they please. However, he advised that Boynton BeaCh wants some parking on the south side. Commissioner O'Hare pointed out that if Ocean Ridge retains ownerShip of the beachfront parcel, it might not remain a green buffer. Mayor Taylor suggested the Mayors contact each other and advise each other of what each COmmission come up with and, if necessary, another meeting can be called to work out the details.
