Minutes 04-30-92SPECIAL CITY COt4NISSION #EETING HELD IN CONNISSION CHAI4BERS, CITY HALL BOYNTON BEACH, FLORIDA, ON THURSDAY, APRIL 30, 1992 AT 5:30 PRESENT Arliine Weiner, Mayor Lynne Matson, Vice Mayor Jose Aguila, Con)nissioner Edwaird Harmening, Commissioner J. Scott Miller, City Manager James Cherof, City Attorney Shannon Burkett, Deputy City Clerk ABSENT Robert Walshak, Commissioner CALL TO ORDER Mayor Weiner called the meeting to order at 5:35 p.m. CitylManager Miller reported that the purpose of the meeting is to continue the discussion regarding necessary action for the proposed new high school site. Packets of information were provided for the Commissioners. CityiManager Miller and Grady Swann attended a workshop on Wednesday at 3:00 p.m. iwhere financing was discussed. Information regarding the workshop was pro- vided. Mr. Miller reiterated that the Commission directed staff to do more research regabding the differences of comparison of the Jog Road site and the Congress AvenUe site. He reminded the Commission that a comparison was done to the best of s~aff's ability in the short period of time offered. Of all the items investigated, traffic is questionable because it was not possible to get all of the necessary information which was needed from the County. Carrie Parker reviewed the packet of information with the Commission. The packet contains a letter from Mr. Schroeder, the Klatts' attorney, wherein the Klatt's position was described. In discussions with Mr. Schroeder this morning, Ms. Parker reported that the Klatts' are willing to discuss this situation with the City and the School Board and understood no indication was being made with regard to future promises about rezonings. They are interested in how the City will provide traffic improvements as well as water and sewer improvements which might assist their site. - ! - #INUTE$ - SPECIAL CITY COHliI$$ION BOYNTON BEACH, FLORIDA APRIL 30, 1992 In discussions with the School Board, they are interested in only sixty (60) acres. That would leave forty {40} acres remaining at the Congress Avenue site. Ms. iParker stated that she attempted to verify the comparisons from two sources. UnfOrtunately, on some of the items, only the School Board information was avai!lable. Utiliity comparison The iutility comparison was verified by the School Board and County. The water andisewer costs at both sites would be comparable. Also, County utilities has no Plans to contribute any funding to the cost of'the improvements on Jog Rog. Par~s and Recreation Charles Frederick discussed these amenities with the County and Ms. Parker verified the findings with the School Board. The County has no plans to construct a pool on the Jog Road site and they are not interested in construct- ing ia pool at the Congress Avenue site. There have been discussions regarding a for~y-acre regional park in close proximity to the Jog Road site. That would allow the County and School Board to enter into a joint-use agreement for the fielids. Carrie Parker feels the County will put a regional park in this area regardless of whether or not a school is located on Jog Road. Traffic Traffic is the main impact between the two sites. The School Board sees traffic as ihe main problem with the Congress Avenue site. This information was not verified with the County. The School Board has indicated that the County in- forned them the Jog Road site will only need a turn lane which they plan to func. This determination is based on the fact that the County has agreements wit~ developers in the area to finance the required traffic improvements. If the school is constructed prior to the developments, the County would have to work with the School Board and developers to coordinate the improvements. At thisl time, the School Board does not anticipate funding any traffic improvements on Nog Road. The Congress Avenue site would require approximately $1 million in impaovements. Soil The gene map, Schc Conditions School Board is in possession of maps for both sites. The maps are very ral and do not indicate any problems at Jog Road. On the Congress Avenue there is a small notation which states some areas may contain muck. Ms. iParker reported that we are now looking at a soil situation which needs to be further investigated and traffic improvements which would not be required on Oog iRoad. The School Board is also evaluating the population of citizens and theiproximity to existing schools. A comparison of the distance from the two sites was prepared by staff. CoFrmissioner Harmening asked if any information was available regarding the den- sitE of children in the high school age group within the City of Boynton Beach. Mr. )Cutro reported that the information is available, but was not available at this meeting. The two- the Mr. thaF School Board further mentioned the population of the citizen group within a mile radius. Even though there are vacant parcels on Jog Road, they feel growth potential is single family with children in that area. Schroeder, the Klatts' attorney, was present in the audience. Mayor Weiner ked him for his letter regarding the Klatts' position and stated it was hel.ful to know that the Klatts are keeping an open mind. She further stated that she hoped the City and the Klatts would be able to reach a mutual under- start!ding in the future. Ms. Parker asked for clarification as to whether or not the Commission is still interested in pursuing a monetary allotment to the project. Mayo was The the sue seri the not the r Weiner explained that the consensus of the Commission at the first meeting to go forward with the high school and commit some dollars to the project. Commission is in agreement that the high school is something they want for City. Vice Mayor Matson reiterated her motion of the first meeting to put- the Congress Avenue site. Mayor Weiner said that the Commission is still ous about going forward with this process and coming to an agreement about commitment of money to help advance the high school. That dollar figure has as yet been established. It was agreed this would be the statement made to School Board if discussions of the new high school arose. Wilfred Hawkins clarified that this includes the partial abandonment of 12th and 13th Avenues. There have discussions regarding a joint-use agreement for the facilities at Wilson , Wilson Center and the baseball field. Commissioner Harmening would have ~jection to a joint-use agreement if they contribute their share to the tenance of those facilities. -3- NINUTE$ - SPECIAL CITY BOYNTON BEACH, FLORIDA APRIL 30, 1992 Mayor Weiner reminded staff that there have been no discussions regarding acquisition of homes and relocation, and the City is not in a position to discuss that subject. Mr. Hawkins stated there will be discussions about aban- donment of City-owned property and the possibility of the City providing City- owned land as far as those people being able to relocate somewhere. Ms. Parker stated that there are still some City-owned lots available next to the old sewer plant where the in-fill housing project is located. No dollars will be pro- vided.
