SATURDAY, JUNE 1, 1991 AT 8:45 A. M.

Mayor Weiner called the meeting to order at 8:50 A.M. and
announced it was a special meeting to consider the proposed
County ballot language and charter revisions
Palm Beach
re~arding the Countywide Planning Council.
The Mayor continued that as the Commission was aware, the
Palm Beach County Municipal League has taken a position in
opposition to the Countywide Planning Council. The League
feels the Countywide Planning Council has infringed by
broadening the powers they started out with on home rule.
It has been the League's position that while the Countywide
Planning Council started out to only deal with non-
jurisdictional inconsistencies, it has broadened its powers
to deal with environmental issues, housing, etc. which the
League feels rightly belong to the cities.
Mayor Weiner stated the previous City Commission took oppo-
sition to the Countywide Planning Council's concept of their
powers and it is felt this new City Commission should have a
chance to discuss and vote on it also, She advised that the
last City Commission voted unanimously to go along with the
Municipal League's position in opposition to the Countywide
Planning Council's powers.
City Manager Miller added that this meeting was called to
get the Commissioners' feelings and relay it to them before
the County Commission meets on June 4.
Vice Mayor Harmening agreed and commented about the
Countywide Planning Council wanting more. Commissioner
Matson added that she feels the Countywide Planning Council
is overstepping its bounds and feels we should vote against
the charter language.
Mayor Weiner commented further on not wanting to expand the
Countywide Planning Council's powers and how certain powers
rightfully belong to the cities.

Mayor Weiner then asked for a motion to limit the proposed
Palm Beach County ballot language and charter revisions
regarding the Countywide Planning Council. Vice Mayor
Harmening so moved, seconded by Commissioner Matson. Mayor
Weiner clarified that the motion was the City of Boynton
Beach is in opposition to the positions taken by the
Countywide Planning Council and against the proposed ballot
language for the county charter provisions. No discussion.
Motion carried 5-0.
The meeting was then properly adjourned at 9:00 A.M.
