INTRODUCTIONS JULY 15, 1996, AT 7:00 P.M. Carrie Parker, City Manager Sue Kruse, City Clerk Dale Sugerman, Assistant City Manager/Director of Human Resources Wilfred Hawkins, Assistant to the City Manager Tambri Heyden, Planning and Zoning Director Beth Bailey, Public Information Officer Mayor Taylor called the meeting to order atl7:17 p.m. He advised that Commissioner Bradley has a meeting at 6:30 p.m. and exl~ects to join us around 7:30 p.m. A! Mayor Taylor's request, everyone introduced themselves. / Al: this time, Ms. Shabotynskyj presented th~ City with the Chamber of Commerce's n¢w membership plaque, along with an updated street map of Boynton Beach and membership directories. The maps are tc~ b~e sold for $1.00. She thanked the City for being members of the Chamber of Commprce. Mayor Taylor suggested that Ms. Bailey~a~l~ertise in the monthly newsletter that these maps are available at the Chamber of Co~ nmerce and at the City. 2. CHAMBER PARTICIPATION - JUl .~ 4TH AND 5TH b MS. Shabotynskyj thanked the City for alit wlng the Chamber of Commerce to participate as the concession vendor on J ~ly 4th during the Tunes In Town. She also thanked the City for allowing the Chambe~ o~f Commerce to work with the City in cooperation with the United Way on July ~ tll With regard to the torch event, / Mayor Taylor felt the Chamber of Commerce and the City should work together on these kinds of events as one unit because they are trying to do the same things. This year, many people brought their own food with them because they remembered that. In addition, everyone was out on the road for the torch event. Ms. Shabotynskyj suggested that before the next Fourth of July, Boat Club Park and parking be looked at. She said people have told her that they have spent more time getting out of the parking lot than they did watching the fireworks. She would like to figure out how we can get more people into that park, since the event can only be as successful as the number of people that you can get in there. Mayor Taylor asked if the City had a trolley available to take people from City Hall to the park. City Manager Parker advised that the City only provided a trolley from the Boynton Beach Mall to the park. Mayor Taylor did not know how many people took advantage of that. Mayor Taylor pointed out that when the fireworks were over, the traffic could only exit north from the park. He said we need to figure out a way to allow the traffic to go south. Commissioner, Titcomb felt we did not draw as big a crowd as expected because Delray Beach drew a larger crowd this year because of all the publicity and because it was cancelled last year. Vipe Mayor Jaskiewicz stated that there are many people who have lived in our city for a number of years and do not realize that Boat Club Park exists. M~. Shabotynskyj asked if there are plans to develop that park. City Manager Parker advised that the master plan for the park has been done for almost three years. With thb addition of the County funding, it is going to be reworked once we get approval of where the boat ramps have to go. The plan is to put the boat ramps as close to the Bay Clbb as possible. M~. Shabotynskyj wondered if there is any way we could connect the two parks with a bolardwalk or something. City Manager Parker pointed out that people residing in the townhouses between the two parks wanted a second fence on both sides. MS. Shabotynskyj asked if there will be any other development of Boat Club Park. She po nted out that it contains a huge drainage area. City Manager Parker advised that th S area is a drainage area and an open play field for picnics, football, etc. 2 MINUTES CITY COMMISSION/CHAMBER OF COMMERCE WORKSHOP BOYNTON BEACH, FLORIDA JULY 15, 1996 Ms. Shabotynskyj pointed out that it is too Iow to use for anything during the wet season. ROUND TABLE DISCUSSION A. Staff Review of Visions 20/20 Qity Manager Parker provided the budget message, which highlighted the minor visions items that could be implemented in the near future. Mayor Tay or adv sod that a Task Force was appointed to prioritize everything that was g¢nerated at Visions 20/20, to put some time lines to those items, and to suggest fqnding sources, and to identify the items that we can start working on immediately. Items that are long term and are going to require substantial financing. This will give us something to work on continuously, and let us know where we are going. Mayor Taylor and Robert Hill appointed 12 members to this Task Force. They selected thiese members based on who has experience putting together a strategy plan, setting goals and meeting them, and who was able to commit their time. They did not go through a big exercise of choosing members because they did not want to lose any time. When the Task Force presents their report to the Commission, the Commission will have to decide on how to proceed. City Manager Parker advised the Task Force will meet again on July 25th. MS. Shabotynskyj and Stormy Norm of the Chamber of Commerce are on this Task FOrce. B. Neighborhood Specialist and Economic Development Positions Mr. Sugerman reported that six semi-finalists have been invited to be interviewed for the Economic Development Coordinator position. Only four have accepted the invitation at this time. Interviews are scheduled for Friday, July 26th, and Monday, July 29th. A panel of five individuals (City Manager Parker, Mr. Sugerman, Herb Kahlert of the Chamber of Commerce, Richard Tambone, and William Hukill, Director of Development of the City of Boynton Beach) will do the interviewing. Marina Development Edward Garcia's July 12, 1996 letter to Mayor Taylor was provided with the agenda. Mayor Taylor advised that Mr. Garcia has offered to develop the marina according to the plan he submitted in 1990. However, the lighthouse was removed and three restaurants were added. There will be shops along one side of the boat storage, and apartments over the restaurants and shops. Mr. Garcia intends to make the entire exterior of the boat storage to blend in with the restaurants and shops in a New England fishing village motif. (Conceptual drawings were displayed.) Mr. Garcia has no problem wlth making this a fishing village type atmosphere which the community seemed to want. He has done this in other areas. Mayor Taylor stated that any developer needs some sort of cash flow source. The boat storage would be Mr. Garcia's cash flow to offset everything else. M~yor Taylor said this plan is much more doable in the immediate future than the original concept with the 380 condos. It is doable in the next 18 to 24 months. Mr. Garcia wants to work in partnership with the City on this; therefore, he is asking the Ci!y to cooperate with him with regard to permit fees, etc. He listed the economic incentives in his letter. Mayor Taylor said the City may be able to accommodate some of the incentives. Mr. Garcia is supposed to present his plan for conceptual approval at the City Commission meeting tomorrow evening. If the Commission approves it, he wilJ go through the normal site plan process. With regard to the site plan, Mr. Garcia does no~ want to start from scratch. He wants fo modify his original site plan, and if approved, go through the normal process with a final site plan. Mayor Taylor reiterated that this can be done in the next coupte of years, and it could belthe catalyst to our downtown. He pointed out that we need someone to make that first investment so that others will follow. This is on a much smaller scale, but it is doable. Mr. Garcia sees this as Phase 1, and has already talked to Mayor Taylor about Phases 2, 3, and 4. Mayor Taylor stated that the community has waited for many years forlsomething to happen and if we do not take the first step, the others will never come. C°~missioner Bradley asked if Mr. Garcia is going to present more than the conceptual presentation tomorrow evening. City Manager Parker and Mayor Taylor advised that 5 MINUTES CITY COMMISSION/CHAMBER OF COMMERCE WORKSHOP BOYNTON BEACH, FLORIDA JULY 15, 1996 Mr. Garcia is not going to spend any more to do anything else until the Commission approves the concept. If they do, Mr. Garcia will return with a site plan. This costs money and he is not going to do it unless he has the Commission's approval. City Manager pointed out that the plan is fairly well detailed already. It is the 1990 site plan with the changes outlined in Mr. Garcia's letter, which are as follows: removal of the lighthouse and replacement with a restaurant of approximately 8,800 square feet addition of a convenience plaza adjacent to gas pumps reduction in size of raw bar to 1,200 square feet inclusion of 6,000 square foot restaurant at center of main shopping area the second floor will be a mix of office space and residential apartments and/or condominiums Mr. DeCanio pointed out that there has been financing difficulties in the past and asked what is different now. Mayor Taylor stated that Mr. Garcia has the money. He did not know whether Mr. Garcia intends to finance it entirely by himself or if he is going to go out and interest other people. Mayor Taylor pointed out that Mr. Garcia is a major developer who has done this in the past. COmmissioner Tillman wondered if the banquet room that was contained in the original plum could be phased into this plan. MS. Shabotynskyj asked if there will be a connection into that property from Boynton Beach Boulevard. City Manager Parker advised that Mr. Garcia has not shown that yet. Hqwever, one of Mr. Simmon's ideas was to connect the rear corner of the property. Mayor Taylor felt it would be desirable to do that. Mr. Bottcher recommended trying to fin~ a way to connect with Mangrove Park. Mayor Taylor advised him that Mr. Garcia ha~s talked about that. City Manager Parker advised that Janet Hall owns the property in between; therefore, Mr. Garcia cannot go through it without buying it or renting it from her. MS. Shabotynskyj advised that volunteers, including Barclay Garnsey and Bob Taylor, have been cleaning up that property on a regular basis. In addition, the Cit removed th~ debris that was cut down. However, it is Very overgrown and we need ~bushhog to get in there. She asked if the City would arrahge to do that or ask Mr. Garcia to do it. City Manager Parker advised that it was never trimmed down and is in its natural state; therefore, it is allowed to remain that way. 6 MINUTES CITY COMMISSION/CHAMBER OF COMMERCE WORKSHOP BOYNTON BEACH, FLORIDA JULY 15, 1996 D. High School Construction Expectations Ms. Shabotynskyj asked how the Chamber of Commerce can be of assistance with regard to this matter, Mayor Taylor advised that we are working on putting a Task Force together with the School Board to see if another plan can be devised. The School Board is in such a tdrmoil. At their last meeting, the Superintendent commented that even if they pass the tax in November, she was not ready to do anything with it because they do not have a plan. If they had the money right now, they do not know where they are supposed to put the schools because they have not worked on that and they do not have that plan. Therefore, this will not go before the voters until March at the earliest. Also, they have not worked out whether that would be for both concurrency and the tax or what. We have asked the Task Force to at least meet and see if we can keep the pressure on. Mayor Taylor did not know how the School Board can sit there for the next year or two and do nothing. They have to do something, and if they do, Boynton Beach should be the top priority. Atlthe meeting with the Commission and the School Board, a couple of the members wanted to work towards a solution with us to get something going to build a school. HOwever, a couple of the School Board members were not present. Perhaps we can work on those members to get their vote. The School Board is hesitant about dipping into any more of their COP funds; however, two-thirds of it is unused. Mrs. Gleason commented that they do not want to touch that unless their backs are up against the wall. Mayor Taylor stated that when you are 30 schools short and you do not know where the next dollar is coming from, your back is up against the wall. He felt they ne~ad to seriously reconsider their position. He thinks this is the message we should take forward. COmmissioner Bradley felt that, unfortunately, they will not experience having their backs up against the wall until thousands of parents complain about double sessions. They are talking about double sessions in elementary school. He thinks some of the School Board members are willing to sit and let the pressure build. He agreed with Ma~yor Taylor that it seems there were a couple of votes, at least, that we can count on. Commissioner Bradley said staff was going to look into the possibility of the turnkey notion. City Manager Parker stated that the Superintendent is in Maryland and is exl~ected., to return in a week. He suggested that we work on the School Board members who are cooperative and sympathetic toward oLir needs. 8 MINUTES CITY COMMISSION/CHAMBER OF COMMERCE WORKSHOP BOYNTON BEACH, FLORIDA JULY 15, 1996 Ms. Shabotynskyj suggested asking their staff to come back with a plan of their priorities. Vice Mayor Jaskiewicz said she asked them for this and Mr. Zabik said they were working on it. City Manager Parker advised that the School Board will vote on their budgets on July 29th and 30th. Commissioner Bradley liked the idea of bringing this issue to the level of public debate. He stated that if every candidate took the position that accountability is the number one issue and uses the example of how the City of Boynton Beach was promised a high school in 1986 and does not have one, the more that becomes a County-wide issue in all the district races, the heat will be on the incumbents. Commissioner Tillman suggested that the Education Advisory Board and the Chamber of Commerce invite the School Board candidates to hold a discussion forum. Ms. Shabotynskyj advised that the School Board election is going to be held on September 3, and that does not give us much time to put together a program. The Chamber of Commerce Committee does not meet again until the middle of August. Commissioner Titcomb felt this warrants a special meeting. Ms. Shabotynskyj will bring this matter to the attention of the Chamber of Commerce Committee. Vice Mayor Jaskiewicz reiterated that several people should attend every School Board meeting to speak on behalf of Boynton Beach. Ms. Shabotynskyj felt we could get volunteers from the Commission, the Chamber of Commerce, and the Education Advisory Board to do that. She pointed out; however, that elected officials get to speak ati6:00 p.m. and the general public has to speak at the end of the agenda, which can be very late. Mayor Taylor said we can go and keep hammering them on commitment. We can ask them how they expect the people of Palm Beach County to believe in their promises for the future if they do not live up to their promises in the past, and we can keep making it public at every School Board meeting. MS. Shabotynskyj said we are at a standstill and cannot move forward as a community until we get them to move forward. The only thing that is pending is Mr. Zabik's plan. She asked if there is anything else we can get in the works. City Manager Parker adv sed that we have made some presentations to the Schoo Bqard and their staff regarding how to get the school started now without waiting for the taR to be passed. Since that meeting, we have had two more proposals from individual 9 MINUTES CITY COMMISSION/CHAMBER OF COMMERCE WORKSHOP BOYNTON BEACH, FLORIDA JULY 15, 1996 developers who have offered to build a school and lease it back to the School Board. Therefore, the School Board has other alternatives available to them that would fit within their current budgetary constraints to start the school now. The school is ready to go in 60 days. Commissioner Bradley advised that we need to get it on the capital budget for this year. Once that is done, discussion can ensue about how to fund it. Ms. Shabotynskyj ppinted out that a draft of the School Board budget must exist if they are voting on it in two weeks. She said the Chamber of Commerce is plugging away and has representatives on every committee possible. City Manager Parker suggested calling and writing the individual School Board members. Vice Mayor Jaskiewicz suggested sending letters to the editors of the newspapers. Mayor Taylor felt it was a good idea to encourage a letter writing campaign. E. Extended Term Limits - Action Plan C!ty Manager Parker distributed copies of the Charter language that is going to be on ttle ballot in November. Mis. Shabotynskyj advised that the Chamber of Commerce supports extending the term limits and asked if they should develop an action plan to try to get the community to support it as well. City Manager Parker advised that the City is restricted from spending City dollars on influencing a referendum vote. The City can only spend dollars on informational pieces. Therefore, any ads, etc., need to come from the Chamber of Commerce or any other group. M~yor Taylor explained that the term hm~ts m Boynton Beach riaht now are two ears wl~ch were thought to be too short. We looked at the term limits in other cities and d~cided to ask the voters if they would be in favor of two 3 year terms· M~. Shabotynskyj asked if it is known how the voters feel about this. Mayor Taylor felt th~tt the people who may oppose it will be very vocal. Commissioner Titcomb pointed cLOt that it has been turned down by the voters in many cities. Commissioner Tillman feint the key to getting the people to vote in favor of extended term mits is to coimmunicate the positive points, namely, this will save the City money and will make the City government more stable and efficient. 10 MINUTES CITY COMMISSION/CHAMBER OF COMMERCE WORKSHOP BOYNTON BEACH, FLORIDA JULY 15, 1996 Ms. Shabotynskyj advised that the Chamber of Commerce will be having a legislative program on September 10th in cooperation with the Delray Beach Chamber of Commerce, and can talk about this at that time. If the City gives the Chamber of Commerce an information piece, they can circulate it and be available as keynote speakers on this topic. Ms. Shabotynskyj will turn this over to one of the Chamber of Commerce Committees to see if they can develop a plan. They can also provide information on this in their September, October and November newsletters to allow people to form their opinions. Commissioner Bradley advised that it should be clarified that the elections will be staggered because this came up when it was discussed at the City Commission meeting. City Manager Parker explained that assuming it passes, two seats (District II and District IV) would be up in the next election in March. They then would sit for three year terms. The following year, the Mayor, District I and District III would be up. They then wbuld sit for three year terms. Therefore, you never have a year when everyone is up foir election. M~s. Shabotynskyj advised that the Chamber of Commerce will work on this, but they need an information piece from the City. 4, NEW IDEAS/ISSUES Cgmmissioner Bradley asked if there is any chance that by November we would have a g~neraJ obligation bond ready. He was not saying that it should happen, but some people think we should strike while the iron is hot. He pointed out that since Visions, there is momentum and a lot is happening in the City right now. City Manager Parker advised that the first reading of the ordinance would have to be h~ld at the ast meeting in August. Vice Mayor Jaskiewicz felt we have to be very careful about informing the public on what we are going to use it for. We also need to gift their input and get them involved in it. COmmissioner Bradley asked how soon after Visions did Delray Beach go after a bond. MS. Shabotynskyj advised that it was longer than six months because it took six months ' r to p omote it. Mayor Taylor said you need to promote it well. Commissioner Bradley ag~'eed; however, he was afraid we are going to lose momentum. 11 MINUTES CITY COMMISSION/CHAMBER OF COMMERCE WORKSHOP BOYNTON BEACH, FLORIDA JULY 15, 1996 Commissioner Bradley suggested that everyone start thinking about this because March is just around the corner and he did not want it to go past March. Vice Mayor Jaskiewicz stated that we can start implementing some of our goals that do not require extra funds, and we can keep pointing out this was a result of Visions 20/20. Commissioner Titcomb suggested having a regular line item on the City Commission agenda for a Visions Update, and perhaps have the Visions Task Force report on what projects have been attributed to the Visions document. Commissioner Bradley felt this would also act as a stimulus to the Task Force. Jim Zengage said during Visions 20/20, there was discussion about recognizing p~'operty owners and businesses by presenting them with a sign. City Manager Parker suggested the sign be similar to a real estate sign with a heavy wooden pole. She advised that permits are not required. Mayor Taylor advised that the new playground does not have a water fountain and tl~ere is no place to get water on the weekends. City Manager Parker advised that the people can use the Civic Center, which is open on the weekends. Aisc, the Police Department lobby is open seven days a week, 24 hours a day. Commissioner Bradley suggested putting some signage up indicating that. Commissioner Tillman expressed concern for the children because they would have to cross the street to get to these facilities. Mayor Taylor suggested running a pipe out from the school to a water fountain outside. MS. Shabotynskyj asked if the City is still thinking about closing off 1st Street and if there is a master plan for the site. City Manager Parker advised that we have not pursued this because we are waiting to see what the plans are for the 1927 school after the 1913 school is rehabilitated. We are going to tear down the Civic Center and do a master plan for all three blocks. We have not decided what to do with the 1927 school. It !s going to cost $4 million just to rehabilitate it. 5. COMMENTS FROM STAFF, PUBLIC, COMMISSIONERS Ms. Shabotynskyj announced that the Cafe Barista on Ocean Avenue is now open from 7:00 a.m. to midnight. It is the City's first redevelopment project. She advised that the owner of the cafe has had a lot of struggles with redeveloping this property because it is old. There are many difficulties there, and it will be helpful when the Economic Development Coordinator is hired. She said this area is unique and we do not want to belnd the rules throughout the City. There will be entertainment at the Cafe Badsta this 12 MINUTES CITY COMMISSION/CHAMBER OF COMMERCE WORKSHOP BOYNTON BEACH, FLORIDA JULY 15, 1996 Thursday, Friday, and Saturday night. The owner plans to have entertainment there regularly. Ms. Shabotynskyj also announced that there will be a luncheon program at JFK's Rothman Center on July 26th at 11:30 a.m. Gary Heinz from the Business Development Board will be the guest speaker. He will talk about the $1.3 billion economic impact that is the spinoff impact of businesses, not the companies that locate in your community, but all the things that happen to all the businesses and to the surrounding communities. In August, the Police Chief of Boynton Beach, Marshall Gage, wilt be the guest speaker. He will talk about the future of the Boynton Beach Police Department. Ms. Shabotynskyj inquired about the Riverwalk project. Mayor Taylor advised that Walgreens will have new facades and a drive through window. The proposed Winn-Dixie will be the biggest, most modern Winn-Dixie in Florida. It passed Planning and Zoning and is coming before the City Commission tomorrow evening. There has been some talk about a restaurant being located between the bridge and the Intracoastal. Ms. Shabotynskyj asked if the City is planning construction on Ocean Avenue for street lights. City Manager Parker said that will start in three days. Ms. Shabotynskyj asked if the sidewalk is going to be widened. She said the owner of Cafe Barista was contemplating putting some tables and chairs out on the sidewalk. Mayor Taylor pointed out that as the Code now exists, it will cost her $2,000 per seat. Ms. Shabotynskyj pointed out that these seats would also be on the City's right-of-way. City Manager Parker advised that many of the Codes need to be redone, including the parking codes, utilities, and setbacks. Mayor Taylor advised that Planning and Zoning has been working on an overlay plan for the downtown to do those kinds of things that you cannot do anywhere else. City Manager Parker said we are recommending that a consultant be hired to do that plan because City staff does not have the time to do that. Ms. Shabotynskyj asked when this will be done. City Manager Parker advised that the Visions plan will identify what we need to farm out to other people, the time frames, and the cost estimates. There is $300,000 proposed in the budget to have some studies do;ne. The Commission needs to discuss this at the budget workshops next week. MS. Shabotynskyj inquired about the facade program. Mr. Hawkins advised that the City Commission put $50,000 aside to do a facade program. He explained that the 13 MINUTES CITY COMMISSION/CHAMBER OF COMMERCE WORKSHOP BOYNTON BEACH, FLORIDA JULY 15,1996 language is being finished up and an economic grant will be submitted through the COunty. He estimated these programs to be a couple of months away. Ms. Shabotynskyj asked if the businesses on Boynton Beach Boulevard would be eligible for those programs. City Manager Parker advised that everyone in the CRA would be eligible. Ms. Shabotynskyj intends to bring this up at the Boynton Beach Boulevard Association meeting on September 30th. Mr. Hawkins advised that those People who are interested having been keeping informed. City Manager Parker advised that we have a backlog of people who applied last year. They already did some improvements and are requesting reimbursement. Since they were in the pipelines, we are probably going to recommend that they be retroactive. City Manager Parker advised that a gentleman wants to open a bakery/deli shop in the old print store next to Harvey Oyer's building downtown. He would have a wholesale bakery in the rear and a retail bakery/deli in the front. She advised that all the people are interested in improving the buildings, not just moving into them. Ms. Shabotynskyj advised that the Delray Beach Community Redevelopment Agency is working on a plan for North Federal Highway, and asked if they are keeping us abreast. Msl Heyden answered affirmatively. In response to a question from someone in the audience, City Manager Parker advised that the intersection of Woolbright and 1-95 is on the five year plan. The County is goihg to expand Woolbright Road from 1-95 to Congress Avenue this upcoming year. They are adding more lanes, so there will be more concrete there. vice Mayor Jaskiewicz suggested that they re-evaluate the need to widen Woolbright Road since they have improved the intersection. However, City Manager Parker stated that!the County has taken in consideration the number of trips that will be generated on that road by future development in the west. 6.
