A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, APPROVING
AND SUPPORTING THE PROGRESS TRAIL PLAN,
CREATING A PUBLIC/PRIVATE PROGRESS TRAIL
PARTNERSHIP BETWEEN THE CITY OF BOYNTON
BEACH AND THE GREATER BOYNTON BEACH
CHAMBER OF COMMERCE; AND PROVIDING AN
EFFECTIVE. DATE.
WHEREAS, the City Commission of the City of Boynton, deems it to
be in the best interests of the residents and citizens of the City of Boynton Beach to
approve and support the Progress Trail Plan, which creates a Public/Private
Progress Trail Partnership between the City of Boynton Beach and The Greater
Boynton Beach Chamber of Commerce, to market redevelopment in the CRA area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. Each Whereas clause set forth above is true and correct and
incorporated herein by this reference.
Section 2. The City Commission of the City of Boynton Beach, Florida
does hereby approve and support the Progress Trail Plan, creating a Public/Private
Partnership between the City of Boynton Beach and the Greater Boynton Beach
Chamber of Commerce, as set forth in the attached Exhibit "A".
Section 3. That this Resolution shall become effective immediately upon
passage.

Attached is the original progress trail idea as proposed by Kathy Shaboytynskyj in September,
1998, and an .article from the Palm Beach Post from October, 1998.
Variations of the above individuals have been meeting since November 1998 at the direction of
the city commission. This public-private partnership has been charged with taking the idea and
determining the specifics for the trail. As of today, the kiosk will be doublesided and contain the
following types of information:
COMPONENTS OF A PROGRESS TRAIL STATION (Kiosk)
1) Story Board includes: Rendering of finished product, Time line of project, Architect &
General ContractOr. Public or Private Funding, (if public; City Commission Names,
Sources of Funding) and other interesting facts.
2) Mailbox #1 Brochure of entire Progress Trail/Boynton Beach Redevelopment Area
and Facts.
3) Mailbox #2 Update Sheet on specific project (this station)
4) Mailbox #3 Comment Cards/Sheets
5) Secure Deposit box for comments
The stations will include details about the following projects:

(1) 1913 Museum - public project
(2) Ocean Ave Promenade (Scully's, block) -public project
(3) Bob Katz's Oldest House & redevelopment-private developer
(4) 500 Block (both sides) Chris Francois, Bob Katz, Harvey Oyer - public and private
projects
(5) Bridge - D.O.T.- public project
(6) Marina- Private developer
(7) Port promenade -public project
Tentative timeline:
City sign permit approvals ASAP
Prototy~ placed in front of 1913 Museum by June 1-15.
Brochures printed courtesy of Palm Beach Post by July 15 (information needed
by June 15)
Rest of kiosks in place by August/September
To date the Progress Trail team has:
· Organized a public-private partnership to market the redevelopment through the
promotion of a Progress Trail.
· Determined the size, shape and general locations of Progress Trail Stations.
· Identified a supply source for the Kiosks, ~ cost $1800 - $2000.
· Secured a sponsor for 1 Kiosk, American Recycled Plastics
· Secured a sponsor for the design and publishing of Progress Trail brochures, Palm
Beach Post
· Identified the development area to be included on the brochures
· Recanted a volunteer to work on the map design, Angela Budang, Freefall Design
Resources
· Identified a source to manufacture the signs for each station, City of Boynton Beach
Sign Depot and Sun Sentinel as back up.
· Determined the Kiosks useable life for this project is 2 years and have suggestions
for their future use in the community (Total life expectancy for a Kiosk is gte .ater
than 20 years).
At this time the Progress Trail team would like to move forward and request the CRA
discuss and provide direction on the following issues:
I. Support of the Progress Trail plan and the specifics as presented above.

Funding of Progress Trail components
A. Stations ~ $1800 - $2000
Options:
1. Ask Chamber of Commerce to sell sponsorships for each station
$2000
2. Partially fund stations
3. Completely fund stations
B. Permit and Application fees for Kiosks
C. Marketing of Progress Trail (all estimates)
Kick off event $1000
Mailing expenses $500
Advertising Campaign ~ $1000/month
III.
CRA Involvement
A. Appoint a "point" person to monitor the Progress Trail team and
CRA informed Options: Staff Person and/or CRA Board Member
