R99-062RESOLUTION R99-~,,~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING WORK AUTHORIZATION NO. 7, AMENDING THE PROFESSIONAL SERVICES CONTRACT BETWEEN THE CITY OF BOYNTON BEACH AND CAMP, DRESSER & McKEE, INC., TO PROVIDE FOR A STORMWATER MASTER PLAN FOR THE SWALE AREAS IN THE CITY; PROVIDING AUTHORITY TO THE MAYOR TO EXECUTE THE AMENDMENT AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City entered into an Agreement for Professional Services with Camp, Dresser & McKee, Inc., on December 16, 1991, hereinafter "Agreement"; and WHEREAS, the AGREEMENT contemplated continuing engineering consulting services in conjunction with the development of a master storm water management program; and WHEREAS, Camp, Dresser & McKee, Inc., have proposed additional services related to development of a Stormwater Master Plan for the swale areas in the City; and WHEREAS, the City Administrative staff has made recommendations to the Commission supporting the expansion of services proposed by Camp, Dresser& McKee, Inc.; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The City Commission hereby confirms the foregoing whereas clauses are true and correct findings of the Commission necessary to support this Resolution. Section 2. The City Commission does hereby authorize the Mayor to execute an Addendum to the Agreement for Professional Services between the City and Camp, Dresser & McKee, Inc., to expand a scope of services as described in Engineering Services Work Authorization #7, dated April 1, 1999, a copy of which is attached hereto as Exhibit "A". ' I Section 3. Funding for the revised Scope of Services will be from the funds available in the 1996 Series Bond Issue and are capped as follows, unless amended by Resolution of the City Commission: Work Authorization #7 Not to Exceed $49,930 Section 4. Exhibit A City of Boynton Beach Stormwater ~Mnster Plan Swale Areas Scope of Services .April 1, 1999 The City of Boynton Beach (City) entered into a professional se,wices agreement ,~4th Camp Dresser and McKee, Inc. (CDI~f) to develop a Storrnwater Master Plan, assist .*.he Ci~ in preparation of an En~onmental Protection Agency (EPA) National Pollutant Discl~rge Elimination System ('NDPES) Municipa~ Separate Storm Sewer System (MS,t) permit application, and assist in implementation of facilities ~d funding. ,~ne Ci~ has requested this scope of sendces to develop the Sto~nw~ter Master Plan for the Swale Aress v,~ithin the corporate boundaries of the CiD' (S~udy mca). The Swale Area Study Area is shown on Figure 1, and is approx~imately 3400 a~es in size over 5 planning at'em. The City wishes to develop a swale mvemory, rehabilitation, and maintenance program along v4th an esthr~te ofta/lwater effects from the C-16 & E-4 Canals. The levels of detail for the eval~tions will include estimates cf swale storage and i:~fi!.~ration. The conduit systems in these areas (culverts, storm sewers, and ponds) will not be cvaluatcd' ~s pm-t of this scope of services. The purpose of this project is to develop ~,,vale rehabilitation imct maintenance program. Swale inventory, evaluation, and rehabilitation will include the existing swales in the stay area. Task I. Data Evaluation CDM will use the City's existing base map on Auto CAD to calculate the total mileage of swales on both sides of'the existing roadways. CDM will perform field investigation (r~vo site visits) to evaluate the condition of ~h~ swales by driving the study area streets to vet/fy swale locations. b) CDM will research SFWMD and LWDD databases to determine the proposed operating stages for the C-16 and E-4 canals during various storm events (i.e. 5-year 24 hour; year 72 hour; 25-year 72 hour). This information will be used to est/mate the potential for flooding along inland canal systems based on a projection of these stages to ex/sting topography. _Task_2_? Cost Pro_iections CDM will deter~_ine the level of maintenance or rehabilitation needed to allow the swale systems to function as originally intended. CDM will develop a swale cross- section for rehabilitation. Cost estimates per mile will be developed by CDM for basic maintenance, re-sodding, and major reconstruction, as appropriate. Pricing for re- sodding and reconstruction will be predicated upon the work being performed by private contr~tctors. The budget is not-to-exceed amount of $49,930, This includes labor and other direct ecs:s, CDM will invoice monthly based on estimated percentage complete.
