O90-22 ORDINANCE NO. 90-~ AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, PROVIDING FOR CREATION OF THE COMMUNITY REDEVELOPMENT ADVISORY BOARD FOR THE CENTRAL BUSINESS DISTRICT (CRAB-CBD); PROVIDING FOR POWERS AND DUTIES; PROVIDING FOR APPOINTMENT AND REMOVAL; PROVIDING FOR TERMS; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AUTHORITY TO CODIFY; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. WHEREAS, by Ordinance No. 90-~/ the City Commission of the City of Boynton Beach, Florida, created one Community Redevelopment Agency for said City; and WHEREAS, the City Commission of the City of Boynton Beach Florida, desires to form an Advisory Board to make non-binding recommendations to the Community Redevelopment Agency for matters relating to the Central Business District; and NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1. There is hereby created a five (5) member Community Redevelopment Advisory Board for the Central Business District (CRAB-CBD) to provide recommendations to the Community Redevelopment Agency for matters relating to the Central Business District. Section 2. The CRAB-CBD shall have the power to issue non-binding recommendations to the Community Redevelopment Agency on matters specifically referred to it by the Community Redevelopment Agency. The Community Redevelopment Advisory Board for the Central Business District (CRAB-CBD) shall have no other powers or responsibilities unless specifically granted or assigned by the City Commission of the City of Boynton Beach. Section 3. The Community Redevelopment Advisory Board for the Central Business District (CRAB-CBD) shall serve at the discretion of the City Commission of the City of Boynton Beach. The City Commission of the City of Boynton Beach, shall appoint five (5) members to serve on the Community Redevelopment Advisory Board for the Central Business District (CRAB-CBD). Appointments Page 1 of 2 to the Board shall be made by the City Commission. Each member shall be appointed for a one (1) year term and may upon majority vote of the Commission be reappointed for consecutive terms. Section 4. All administrative staff and any other staff support for the Community Redevelopment Advisory Board for the Central Business District (CRAB-CBD) shall exclusively be provided by the City of Boynton Beach Department of Community Improvement under the direction and supervision of the City Manager. Section 5. That all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. Section 6. Should any section or provision of this ordinance or portion hereof, any paragraph, sentence, or word be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the remainder of this ordinance. Section 7. Authority is hereby granted to codify said ordinance. Section 8. This ordinance shall become effective immediately upon passage. FIRST READING this 17th day of July, 1990.
