WHEREAS, an extreme em~rg6ncy exists due to the
failure of machinery and other equipment in the water-works
system of this City, and,
WHEREAS, it is deemed necessary and expedient to
correct such situation without delay ........
THEREFORE [,E IT RE 0LVi)]D that this Commission be,
and it hereby is, clothem with full authority to do any and
all things necessary to place said waterworks system in
perfect working condition, includi~'~_g the employment of extra
labor and also the purchase of any n~w machinery or other
necessary equipment , without advertisi~-~g for bids on same.
