City Manager Bressner began the agenda review a~'t:05 p.m.
Commissioner McCray requested that an item be added under announcements - Candidates
Forum, demonstration of the voting machines and informational presentation regarding the
General Obligation Bond :Issue - Wednesday, October 22, 2003, 7:00 p.m. at St. John
Missionary Baptist Church
City Manager Bressner announced that Patti Hammer resigned from the Code Compliance Board
and there were applicants for this Board. l:t was noted that there were openings on the Library
Board and the Recreation & Parks Board as well.
V.B.6. Award the "RE-KEYZNG VAR[OUS CZTY FACZLZI'[ES,' Bid #078-2511-03/C.1D
to CK's LOCKSHOP AND SECUR[TY of Boynton Beach, Florida, in the amount of
$44,724
Vice Mayor Ferguson requested that this item be reworded to state that the City was re-keying
690 locks and saving $58,000 over the budgeted amount.
V.C.8. Proposed Resolution Re: Approving a revised Recreation & Parks
Department Revenue Policy Manual and Fee Schedule
Commissioner McCray asked whether staff would have the authority to increase fees without
the approval of the Commission.
Wally Majors, Recreation & Parks Director, explained that there were ranges for some
programs, such as summer camp. This allows the administration to adjust the fees every year,
as necessary, to cover expenses. :It does not affect the tennis membership fees that were
approved by the Commission.

City Manager Bressner requested that the Development Department prepare a matrix for these
requested variances, explaining what the code requires and what relief the applicant is
requesting. When the matter previously came before the City Commission, the Commission
gave approval to the concept of adding a modest addition to the gas station for the purpose of
providing a rear storage area. This would require a variance because it is an expansion of a
non-conforming use. The other issue was the access for the car wash facility and that
necessitated some setback variances.
Assistant City Attorney Cirullo explained that these items could be heard together but must be
acted upon separately at the Commission meeting.
V.[. Approve amendment to condition #40 of the Development Order for the
Arches mixed-use project (NWSP 03-002) approved by the City Commission on 3une
3, 2003
Assistant City Manager Sugerman noted that the agenda should be changed to state
"amendments to conditions #40 and #41." Nancy Byme, Assistant Development Director,
explained that the agenda cover sheet was not correct. It should state 315 seats. Ms. Byrne
will prepare a revised agenda cover sheet.
V.K. Approve summary change order for Intracoastal Park project to DiPompeo
Construction Corporation in the amount of $135,065.53, thus making the final
contract cost not to exceed $2,044,065.53
Vice Mayor Ferguson felt that since this was 7% over the entire bid and there was a 10%
contingency, there was a savings and that could be reflected on the agenda.
ZX.A. Discussion of Marina Development Agreement (Tabled on $/20/03)
City Manager Bressner informed the Commission that the City is still waiting for the Marina
developer to review the final language revisions. The sticking point is that the developer was
insisting that the City pay a portion of the maintenance expenses on the parking deck.

City Manager Bressner noted that this item would be deleted on the November agenda if the
Texaco variances are approved.

and Traffic, Sec. 14-5 to include "Storage," creating new subsections (4) and (5),
and providing for the prohibition of parking or storage of vehicles in the public
right-of-way or within five feet of the public right-of-way

Commissioner McCray explained that he had requested this because in his district, people are
parking cars under tarps on the right-of-way and they cannot be seen because the reflectors
are not visible.

Incentive Program
Re: Establishing a limited Early Retirement
City Manager Bressner noted that the actuarial impact study was just received today and it will
become an attachment to the ordinance. He explained that after the first reading of the
ordinance, it would be submitted to the State Department of Insurance to be reviewed for
sufficiency. The second reading would occur on November 5th.
There being no further business to be discussed, the Agenda Preview meeting properly
