Vice Mayor Ferguson called the meeting to order at 10:00 a.m.
Informational Items by Members of the City Commission
City Manager Bressner informed the Commission that Mayor Taylor had received a
complimentary letter regarding City services. The Mayor would probably read it into the record
at the Commission meeting.
III. Announcements, Community & Special Events, & Presentations
City Manager Bressner requested that the Commission meeting scheduled for April 6, 2004 be
changed to April 7th because of Passover. This change would be noted on the agenda under
Announcements.
A presentation regarding the citrus canker eradication program was also added to the agenda.
City Attorney Cherof said that he would provide a copy of the Supreme Court opinion
concerning this topic to anyone who wanted it.
VZ.B.1. Award the "THREE YEAR CONTRACT FOR BANKZNG SERVICES," RFP #008-
14:L0-04/C3D to BANK OF AMERICA with an estimated annual expenditure of
$24,588 (Proposed Resolution No. 04-0:L7) (TABLED ON 02/03/04.)
Vice Mayor Ferguson will remove this item from the Consent Agenda on February 17th for
comments.
VZ.B.3. Approve a "piggy-back" of the CXTY OF PALM BAY, BZD #23-0-2002/GG to
A(~UZFER MA:~NTENANCE AND PERFORMANCE SYSTEMS, XNC. for WELL
REHABZLXTAll:ON SERVXCES with an estimated annual expenditure of $300,000
Dale Sugerman, Assistant City Manager, explained that these are existing wells. The screens
would be cleaned and the gravel packing would be replaced. They would then get a higher
withdrawal rate from the wells.

V[.C.3. Proposed Resolution No. R04- Re: Contractual agreement
with St. John's Missionary BapUst Church and the Boynton Terrace Neighborhood
Association under the City's Neighborhood Assistance Program (NAP) for the
ongoing maintenance of landscaping and irrigation improvements of North Seacrest
Boulevard in the areas identified in an approved NAP project - project cost of
$10,760
City Manager Bressner said that this agreement was modified. Wilfred Hawkins, Assistant City
Manager, explained that there was just some language that needed to be changed because
Seacrest Boulevard is a County right-of-way. However, there is no reason to involve the County
at this time because there is no work to be done in the right-of-way.
Vice Mayor Ferguson thought that the grant maximum was $5,000. Dan De Carlo,
Neighborhood Specialist, explained that there were three neighborhoods involved in this
project.
VT.D.1. Venetian Villas (NWSP 03-021), South side of Southwest 23~ Avenue (Golf
Road), approximately 600 feet east of Congress Avenue - Request for new site plan
approval for 50 fee-simple townhomes on a 4.69-acre parcel in an R-3 zoning
district ('RETABLED BY' ¢OHH.r$$[ON ON 02/03/04,)
City Attorney Cherof said that this item was previously tabled at the developer's request. He
has not received any communication that they are ready to move forward. He will follow up
with the developer's attorney.
VI.F. Approve a donation of $4,000 to the Boy Scouts of America from the
forfeiture fund
Commissioner McCray questioned whether these were scout troops from the City or the County.
City Manager Bressner said that he would provide an answer.
VT,K. New item
An additional Consent item was added concerning the release of a cash bond for Motor City Car
Wash. City Manager Bressner had held this up pending staff review of some off-site parking
issues with the employees of the car wash. He was advised that even though that might be an
issue, he could not hold up the release of the cash bond. This would have to be dealt with by
Code Compliance and the Development Department.
ZX.A. Commission consideration of the Basis of Design Review packet
information for the West Water Treatment Plant Expansion bid phase (TAB£EZ) TO
02/.~ 7104)
City Manager Bressner requested that this item be tabled again to resolve some issues with the
engineering firms regarding work performance.
D(.C. Proposal from Post, Buckley, Schuh & Jernigan, :~nc. (PBS&.]) in the
amount of $16,655 to prepare a condition assessment report of the Woman's Club

Commissioner McCray felt that the City was becoming facilities heavy now that it is considering
building at the Intracoastal Park. He wondered whether there was a need for this assessment.
City Manager Bressner thought that was a good point. Staff followed through on getting the
proposals based on prior Commission direction a year ago. City Manager Bressner explained
that this staff work is lagging behind some policy changes by the Commission as to
authorization of the Intracoastal Park Club and the expansion of the Senior Center. There were
conversations with the Woman's Club a year ago regarding this. This was part of due diligence
if the City were to enter into a lease with them. The basic question now was whether there is
an interest in moving forward with this.
It was the consensus of the Commission to remove this item from the agenda. It would be
discussed at the Commission's retreat.
X.E. Proposed Ordinance regarding granting to Florida Power & Light Company
an electric franchise agreement for the period of thirty years from the date of
acceptance (TBA)
Diane Reese, Finance Director, recommended that this item be pulled from the Future Agenda
since it would not be looked at until 2006.
X.H. Discussion regarding Advisory Board Consolidation
It was noted that the currently proposed ordinances only deal with the quasi-judicial boards.
Therefore, it was the consensus of the Commission to change the title of this Future Agenda
item to "Discussion regarding Non Quasi-judicial Advisory Board Consolidation."
X.]. Old High School - what needs to be done to allow people into the school
City Manager Bressner noted that the tenting of the school would be under the $25,000
threshold. He would be talking with Dr. Scary next week to discuss the clean up and will have
some information for the March 16t~ Commission meeting.
XTT.B.4. Proposed Ordinance Re: Amending Chapter 2 of the Code of
Ordinances to add a new Article X/T entitled (~uasi-Judicial Boards; establishing a
procedure for creation~ consolidation and abolishment of quasi-judicial beards;
appointment of members to quasi-judicial boards; board duties and responsibilities
and terms of board members
Commissioner McCray asked whether this was the ordinance he had questioned previously
regarding the absenteeism language. City Attorney Cherof replied that it was, and the
language as drafted is still there. City Attorney Cherof said that if the Commission wishes to
change this, there would need to be an amendment between the first and second readings of
the ordinance.

Ordinances, amending the procedure for the appointment of the chair and vice chair
of the Community Redevelopment Agency

Vice Mayor Ferguson understood that this ordinance would enable the Commission to appoint
or reappoint the CRA Chair and Vice Chair to take effect as of April of this year.
X:[:[,C, Resolutions
Two proposed resolutions regarding Zoning in Progress were added to the agenda. City
Manager Bressner stated that one is a Notice of Intent regarding the Land Development
Regulations for the Mixed-Use High and Mixed-Use Low intensity districts. This would cover
areas 2, 3 and 4 in the Federal Highway Corridor, which are south of the C-16 Canal to
approximately Woolbright Road.
Quintus Greene, Development Director, announced that in connection with this Zoning in
Progress, staff would be requesting that Public Hearing item VIII.D (Mixed Use Code Review)
be tabled until March 16th. Since this item was noticed for a public hearing, City Manager
Bressner recommended that it not be tabled but that testimony be taken and then continue it to
a date certain.
Other
City Manager Bressner distributed a letter from the Greater Boynton Beach Sister Cities
Committee, Inc. requesting funds for a Young Artists' Competition. A copy of the letter is on
file in the Office of the City Clerk. He explained that Mayor Taylor was interested in using
Community Investment dollars to fund the $795 requested, and he might be requesting this on
the Consent Agenda.
There being no further business to be discussed, the Agenda Preview meeting properly
adjourned at 10:25 a.m.

The Greater Boynton Beach Sister Cities Committee, Inc. is sponsoring a Young
Artists Competition for middle and high school students to select one entry for
submittal to the International Sister Cities Organizatior~ This year's theme is:
"Coming Together To Build a Better I~orld".
Local awards will be presented to first, second, third place, and "People's Choice"
winners in both the middle school and high school categories. The awards are as
follows: $200 first place, $150 second place, $1 O0 third place and $50 "People's
Choice". One winner fi~om Boynton Beach will be selected for submittal to the
Sister Cities International competition. Sister Cities International will then select
10 winners fiom these entries who will each receive a $300 award.
If you have any students in your class (ages 13-18)- who wish to enter the com-
petition, they must submit their work to you by Wednesday, March 10, 2004 for
judging. Selected artwork will be exlu'bited in the 1913 Schoolhouse Children's
Museum fi'om March 16th to April 16, 2004. The winners will receive their cash
awards at a reception and awards presentation at the Schoolhouse Children's
Museum on Friday, April 2, 2004 fiom 6:00 P.M. - 8:00 P.M.

The Greater Boynton Beach Sister Cities Committee, Inc. is a not-for-profit tax
exempt Florida corporation, formed to promote fi'iendship and understanding bet-
ween the citizens of the Greater Boynton Beach area and our Sister City in Qufu,

all parts of the world to express, through original artwork, their concept of the

Young Artists Competition 2004
Purpose
To encourage youth (ages 13 to 18) from all parts of the world to express, through original artwork, their
concept of the Sister Cities Mission through the competition's yearly theme.
Theme
The theme for the 2004 Young Artists Competition is "Comln~ Together to Build a Better World".
Using this theme, artists are limited only by their imagination. Students are encouraged to explain their
thoughts and feelings in exploring the theme. Only new pieces, inspired by this theme, are acceptable.
Rules and Guidelines
Who May Enter
Each participating student artist must be between 13 and 18 years of age (at the time of entry submission,
March 10, 2004).
Medium & Specifications
· Watercolor, oils, acrylic, poster paint, pastels, pen & ink, charcoal, photography of mixed media (two
dimensional only) as well as computer generated art are the only acceptable mediums for entry.
· Artwork must be on paper, posterboard or canvas, no larger than 24" x 30" (60em x 75em) including
mat work and must be mounted on foam core mats. Soft paper, unmounted or framed entries are not
eligible.
Entries
· All entries must be the original design and artwork of the student. Parents, friends, teachers or others
must not assist the artist. Only new pieces inspired by the theme are accepted.
· A signed and completed ENTRY FORM must accompany each entry.
· All artwork must be submitted to teachers by 3:00 P.M., Wednesday, March 10, 2004. All entries
must be received at the 1913 Schoolhouse Children's Museum, 129 E. Ocean Avenue, Boynton Beach
Fl by NOON, March 12, 2004.
Awards
· Awards will be presented to first, second, third p!aee and "Peoples' Choice" winners in both the high
school (grades 9-12) and middle school (grades 6-8) categories. The awards are: $200 first plac~
$150 second place, $100 third place and $50 "Peoples' Choice". A reception and awards presentation
will be held on Friday, April 2, 2004, 6:00-7:00 P.M. at the 1913 Schoolhouse Children's Museum.
· All selected entries will be exhibited at the museum March 16 through April 16, 2004.
Return of Entries
One winner will be selected for submittal to the Sister Cities International Young Artists Competition. All
other entries will be returned to the artist's school on April 19, 2004.

Jerry,
Pursuant to our telephone conversation, at our Young Artists' Competition
meeting yesterday, it was decided that the judging will be on Saturday
afternoon, March 14th at the Library (pending confirmation from Virginia
Farace). The exhibit, to be held at Schoolhouse Children's Museum, will run
from March 16th through April 16th with an awards reception scheduled for
Friday,
April 2nd, 6-8 P.M. which we certainly would like you to attend.
As I mentioned, 5 schools have responded, indicating a total of 118 student,
art entries - and we're still waiting to hear from Boynton Beach High
School! We think it's going to be a great event for the community. We've
also translated and submitted the information to Qufu with hopes of
receiving some entries from students there as well.
The other judges are Rick Beau Lieu, The Neighborhood Gallery, and Ginny
Foot, The Art of Framing.
Rick and Heather Spillane, City's Art Center, are drawing up the judging
criteria and scoring sheets.
