R 04- 1 ~ 0% A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, OPPOSING THE PROPOSED FLORIDA POWER & LIGHT TRANSMISSION LINE ROUTES ALONG WOOLBRIGHT ROAD FROM THE WESTERN CORPORATE LIMITS OF THE CITY EAST TO CONGRESS AVENUE AND ON CONGRESS AVENUE SOUTH TO THE CORPORATE LIMITS OF THE CITY; ENCOURAGING FLORIDA POWER & LIGHT TO EVALUATE OTHER ROUTES FOR THE PROPOSED TRANSMISSION LINE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Florida Power & Light desires to construct a new 230-kilovolt :ransmission line connecting the Corbett Substation in western Palm Beach County to the 3ermantown Road Substation located in Delray Beach and to the Yamato Substation located n Boca Raton; and WHEREAS, the proposed transmission line will require construction within existing ;treet rights of way, existing Florida Power & Light utility easements, and within new routes :hat may require the acquisition by Florida Power & Light of additional property easements; tnd WHEREAS, Florida Power and Light has published its preferred route of the :ransmission line, which includes, within the City of Boynton Beach, the construction of a ~ew transmission line along Woolbright Road from the westerly corporate limits to Congress hvenue and then south on Congress Avenue into Delray Beach; and WHEREAS, both of these routes along Woolbright Road and along Congress a, venue have significant numbers of residential properties located either adjacent to, or within ;ight of, the proposed transmission line; and ;:\CA\RESO~Legislative ActionsXFPL Transmission LineJRL. doc '/15104 WHEREAS, the proposed route along Congress Avenue may result in a constriction )f public right-of-way, and therefore, could potentially impact pedestrian safety in an adverse nanner, with the walking routes for grade school students attending Crosspointe Elementary ;chool being particularly impacted; and WHEREAS, Florida Power & Light already has in place existing powerline facilities n public rights-of-way and easements along Boynton Beach Boulevard, Old Boynton Road, ~W 8th Street and within portions of Golfview Harbor; and WHEREAS, the City of Boynton Beach is desirous of coordinating with Florida ~ower & Light the location of the new proposed transmission line with Florida Power & ~,ight to minimize the impact on the City of Boynton Beach, its residents, and businesses; and WHEREAS, the City Commission of the City of Boynton Beach finds it to be in the )est interest of the public health, safety, and welfare to lessen the community impact tssociated with the addition of transmission lines by opposing the Florida Power & Light )roposed route for a new transmission lines along Woolbfight Road and Congress Avenue in ~avor of the utilization of existing powefline routes and facilities by Florida Power & Light; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF FHE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The foregoing "WI-[EREAS" clauses are true and correct and ~ereby ratified and confirmed by the City Commission Section 2. The City Commission of the City of Boynton Beach opposes the )roposed Florida Power & Light Transmission Line Routes along Woolbright Road from the Yestern Corporate Limits of the City of Boynton Beach east to Congress Avenue, and on 2ongress Avenue south to the corporate limits of the City into the City of Delray Beach. ,:\CAX, RESOkLegislative ActionsLVPL Transmission LineJRL.doc /15104 Section 3. ~ther route locations, The City Commission encourages Florida Power & Light to evaluate Section 4.
