A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, APPROVING
THE THREE NEW JOB DESCRIPTIONS WHICH ARE
ATTACHED HERETO AND MADE A PART HEREOF;
EACH OF THE POSITIONS WERE APPROVED BY
THE CITY COMMISSION AS PART OF THE
REORGANIZATION OF THE DEPARTMENT OF
DEVELOPMENT AND ARE CURRENTLY FUNDED IN
THE 1997/98 BUDGET; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Commission hereby approves the three new job
descriptions, as outlined on the attached Composite Exhibit "A" for the positions
which were previously approved by the City Commission as part of the
reorganization of the Department of Development and are currently funded in the
1997/98 budget; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Commission of the City of Boynton Beach, Florida
does hereby approve the three new job descriptions, as outlined on the attached
Composite Exhibit "A" for the positions which were previously approved by the City
Commission as part of the reorganization of the Department of Development and
are currently funded in the 1997/98 budget;
Section 2. This Resolution shall become effective immediately upon
passage.

TRANSPORTATION PLANNER
Nature of work:
This is a technical position responsible for the analysis of traffic and transportation
related issues, conducting surveys, preparing studies and measures and providing
coordination for the Department of Development and the City of Boynton Beach. The
person in this position will be responsible to the Manager (Acting) of Engineering in the
Department of Development.
TaSk Statements:

Reviews plans submitted to the Department for a building permit in terms of traffic
impact, traffic circulation, parking and related issues.
Advises the Department staff and City Administration in all issues related to
transportation planning.
Conducts traffic surveys, origin-destination, trip generation, trip assignment,
network analysis, and parking studies.
Writes City Ordinances, regulations, and procedures related to transportation.
· Monitors consultant contracts related to transportation.
· Makes presentations to City Administration and general public on subjects pertaining
to transportation.
· Prepares and maintains databases for transportation planning.
· Performs other assignments given to him/her by Manager.
Education and Job Related Experience:
· Four year college degree from an accredited college with a major in transportation
planning/traffic engineering.
· Minimum of three years job-related experience in a government agency or a
consulting firm.
· Working knowledge of computer software for transportation planning and traffic
engineering.
· Working knowledge of basic traffic engineering and transportation planning methods
and techniques.
· Working knowledge of urban land use planning and its relatkm to transportation
planning.
· Ability to speak and communicate clearly and courteously.

Light Work: Exerting up to 20 pounds of fOrce occasionally and/or up to 10 pounds of
force frequently, and/or a negligible amount of force constantly to move objects.
Physical demand requirements are in excess of those for sedentary work. Light work
usually requires walking or standing to a significant degree. However, if the use of arm
and/or leg controls requires exertion of forces greater than that for sedentary work and the
worker sits most of the time, the job is rated for light work.
Types of physical demands usually associated with this classification:
Talking - Expressing or exchanging ideas by means of spoken word. Hearing -
Perceiving nature of sounds by ear. Seeing - The ability to perceive the nature of objects

ASSISTANT TO THE DIRECTOR.OF DEVELOPMENT
Nature of Work:
This is an administrative and financial position responsible for the coordination of all
financial and administrative work of the Department of Development in a supporting
role. The person in this position is solely responsible to the Department Director and
operates with the authority delegated to him/her by Director.
Task Statements:

Administrative Duties:
· Keceives, processes, distributes and files all written communication, letters,
memoranda, reports, etc. addressed to Department Director.
· Maintains all electronic and paper filing systems and logs for the Department
Director.
· Communicates with all Divisions of the Department and represents Director in
requesting administrative information and resolving administrative issues.
· Advises Director of administrative details relative to day-to-day functions of the
Department and of the City government.
Maintains the "Personnel" records of the Department staff.
Organizes the work program of the Department staff based on instructions, goals,
objectives and schedules given by Director.
Maintains the organizational structure of the Department.
Maintains all records of the City of Boynton Beach Planning & Development Board
and prepares its agenda.
Maintains the appointment calendar of the Director and calendar of important events.
Reviews and revises Department Administrative Procedures and Policy Manual as
needed.
Types letters, memoranda, reports, etc.
Executes special assignments given by Director.
Financial Duties:
· Requests, receives, and processes all payroll information from all Divisions of the
Department and transmits the information for payment.
· Prepares and maintains the budget for the Department.
· Keeps the accounts and other records for personnel services.
· Checks the accuracy of all payroll accounts and individual pay records.
· Maintains and crosschecks with the Department budget, the budgets of individual
Divisions and keeps ledgers.

Receives and reviews all time reports from Divisions of the Department and checks
against the authorized payroll.
Maintains accounting and other controls relative to journal entries, budget controls,
gross payrolls, revenue and expenditures.
Requests, receives, and processes all cash reports of fees collected daily from the
Divisions of the Department, secures the cash in Department safe and deposits with
City Finance Officer as instructed.
Prepares fmancial reports for the Department with data provided by the Divisions of
the Department.
Submits to internal and external auditors and makes all Department records available.
Operates electronic equipment and uses software necessary for accounting
procedures.
Keeps Director informed at all times about the status of Department budget and
ledgers.
Education and Job Related Experience:
Four-year college degree, preferably in Public Administration and/or Financial
Services, plus three years job-related experience.
· Exercises discretion, tact and independent judgement and has the ability to make
important decisions.
Demonstrates working knowledge of relevant legal and administrative issues,
procedures, rules and regulations concerning the Department and City
administration.
· Organizes work to use time effectively.
· Learns and adjusts well to new methods, situations, conditions and changes.
· Familiar with Planning, Zoning, Building, Engineering and Development
operations of the City.
· Organizes, coordinates and maintains complex accounting and record systems.
· Knows Federal and State banking laws and regulations pertaining to the disposition
of payment chedks.
· Maintains clear, concise and accurate records.
· Has working knowledge of Microsoft and other computer software programs used
by City administration.
· Can type 45 words-per-minute minimum on the computer.
· Has the ability to speak and communicate clearly and courteously.
· Has the discretion and reserve for handling large amounts of cash daily.

ECONOMIC RESEARCH ANALYST
Nature of Work:
This is a technical position responsible for the analysis and planning of Boynton Beach
economic development and its related issues. The person in this position will be
responsible to the Manager (Acting) of Community Redevelopment in the Department of
Development.
Task Statements:

· Prepares industry mix, economic base, input-output, export-import, regional
accounting studies describing the strengths, weaknesses and competitive advantages
of Boynton Beach and its economy in relation to other municipalities in Palm Beach
County and the South East Florida region.
· Prepares economic-impact and f'mancial feasibility studies for specific economic
and land development projects initiated by the Department and City Administration.
· Conducts economic surveys for special purpose projects.
· Prepares and maintains databases for economic development planning.
· Prepares economic development actions for the Comprehensive Plan and annual
economic programs of Boynton Beach.
· Contributes data and analysis to the industrial, commercial, tourism promotion
literature of Boynton Beach.
· Prepares and updates a Town Monogram containing factual information about
Boynton Beach for distribution to the general public.
· Performs other assignments given to him/her by Manager.
Education and Job Related Experience:
· Four year college degree from an accredited college with a major in economics.
· Minimum of three years job-related experience in a government agency or a
consulting fn'm.
· Working knowledge of computer software for economic development, data
processing, and spreadsheets.
· Working knowledge of basic economic research methods and techniques, such as
input-output, linear programming, and pro-forma financial analysis of land
development projects.
· Working knowledge of economic development planning procedures.
· Ability to speak and communicate clearly and courteously.
