R06-027 " I RESOLUTION NO. R06-0a,1 2 3 A RESOLUTION OF THE CITY COMMISSION OF 4 THE CITY OF BOYNTON BEACH, URGING 5 I MEMBERS OF THE FLORIDA LEGISLATURE TO 6 SUPPORT THE FOLLOWING ISSUES DURING THE 7 2006 LEGISLATIVE SESSION. 8 9 WHEREAS, as Florida's population continues to increase, cities are challenged to 10 meet the service demands and infrastructure needs to account for new growth; and 11 12 WHEREAS, a majority of Florida's municipalities have experienced negative 13 impacts to the infrastructure, housing stock and employment base from a series of natural 14 disasters in the past two years; and 15 16 WHEREAS, the state has imposed greater accountability in comprehensive planning 17 and fiscal feasibility standards on municipalities; and 18 19 WHEREAS, Florida's municipalities are dependent on other governmental entities 20 for financial stability and presently the state, counties, and school districts, control every 21 funding source that has been authorized for implementing growth management capital 22 improvements and complying with concurrency requirements; and 23 24 WHEREAS, municipal self-determination and local self-government are constantly 25 under attack from a variety of public and private interests; and 26 27 WHEREAS, the role and function of municipal government is constantly evolving 28 from new demands from its citizens and businesses. 29 30 31 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF 32 THE CITY OF BOYNTON BEACH, FLORIDA THAT: 33 34 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 35 being true and correct and are hereby made a specific part of this Resolution upon adoption 36 hereof. 37 38 Section 2. That the City of Boynton Beach urges Governor Jeb Bush and members of 39 the Florida Legislature to support legislation as part of a comprehensive legislative reform 40 package that: 41 42 . Preserves municipal autonomy and protects the fundamental right of voluntary self- 43 government. 44 . Provides municipalities alternative funding options for the purpose of responding to 45 impacts of declared disasters. 46 . Preserves municipal tools for community redevelopment and urban revitalization. Provides a dedicated and recurring revenue source for municipal transportation projects. . Preserves dedicated funding for local affordable housing programs. . Provides for an equitable distribution of fines and fees from criminal violations such as driving under the influence of alcohol or other chemical substances. . Provides a comprehensive and uniform workers' compensation system. Section 3. That a copy of this resolution shall be provided to Governor Jeb Bush, Senate President Tom Lee, House Speaker Allan Bense and members of the Florida Legislature.
