R 06-01f 1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, ACCEPTING THE PALM BEACH COUNTY EMERGENCY MEDICAL SERVICE GRANT PROVIDING FOR THE PURCHASE OF AN ALL TERRAIN AMBULANCE FOR USE BY OUR OCEAN RESCUE PERSONNEL; AUTHORIZING AND DIRECTING THE EXECUTION OF THIS GRANT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Legislature has provided for a program that makes funds available to 14 local emergency medical services programs; and 15 WHEREAS, the Palm Beach County Emergency Medical Services Division has made 16 these grant funds available for the purchase of an All Terrain Ambulance vehicle with full 17 ambulance package; and 18 WHEREAS, the City Commission upon recommendation of staff, recognizes that these 19 funds can and will be used to purchase an All Terrain Ambulance with full ambulance package. 20 21 22 23 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The foregoing "WHEREAS" clauses are true and correct and hereby 24 ratified and confirmed by the City Commission. 25 Section 2. The City Commission ofthe City of Boynton Beach hereby authorizes 26 and directs the City Manager to accept and execute the Grant, from the Palm Beach County 27 Emergency Medical Services for the purchase of an All Terrain Ambulance for use by the 28 Ocean Rescue personnel. 29 Section 2. This Resolution shall become effective immediately upon passage. PRIMARY EMS GRANT AWARD APPLICATION ORGANIZATION: Boynton Beach Fire Rescue Department 8. Background: Describe your agency, its operations, and how it relates to other EMS agencies in your area. Also, provide a description of your major resources including the number of employees, vehicles and equipment. IJ Boynton Beach Fire Rescue is a progressive full service fire department offering Fire Suppression, Emergency Medical Services, Fire 80. Life Safety, Special Operations and Public Education to all residents and visitors of Boynton Beach. BBFRD also provides fire and EMS services to neighboring municipalities including; Town of Hypoluxo, Ocean Ridge, Briny Breezes and The Village of Golf. Also included in our response area is a City owned municipal beach, which encompasses approximately 12-acres and has nearly a quarter of a million visitors annually. The Ocean Lifeguards protecting the beach are currently certified as Emergency Medical Technicians. They perform their medical responsibilities under the auspices of the BBFRD Medical Director. Our service currently responds to over 11,000 incidents per year with approximately 70% of those being EMS related. BBFRD deploys 6 ALS transport vehicles and 8 ALS non-transport units including spare apparatus. Each unit is staffed with a company officer and two firefighters. BBFRD has a total of 111 operational shift personnel of which 90% are paramedic certified. BBFRD operates from 3 fire stations with a forth station currently under construction. See Attachment: Page 2(a) 9. Grant History: Briefly describe your current and previous county awards for at least the past the past three years. Explain why this application does not conflict with or duplicate them. . 2005 - All Terrain Ambulance (ATA) including 4WD truck 80. trailer to enhance EMS response at Oceanfront Park . 2004 - Public Assess Defibrillators (PAD) received funding for 2 additional defibrillators and CERT class funding . 2003 - CERT class funding for two classes and two training disaster drills . 2002 - CERT class funding for two classes and purchase of 35 VHF portable radios for CERT team members. The All Terrain Ambulance (ATA) will not conflict with prior BBFRD grants. It will greatly enhance the response ability of Ocean Rescue personnel and BBFRD paramedics while facilitating emergency operations at Oceanfront Park. The ATA will allow lifeguards to quickly access patients on remote areas of the beach and transfer those patients to BBFRD paramedics in a safe and timely manner. You may attach additional pages, if necessary, to complete sections eight and nine. 2 PRIMARY EMS GRANT AWARD APPLICATION: Line item (8) Attachment ORGANIZATION: Boynton Beach Fire Rescue Department IJ The Boynton Beach Fire Rescue Department is an active participant in the local and state fire mutual aid agreements. BBFRD currently has mutual aid agreements with Delray Beach Fire Rescue and Palm Beach County Fire Rescue. ORGANIZATION: Boynton Beach Ocean Rescue IJ Boynton Beach Ocean Rescue has been designated as a First Responder agency since 1957. The Ocean Rescue Department is a division of the Boynton Beach Parks and Recreations Department. BBOR consists of a Chief (Aquatics Manager), Captain (Aquatics Supervisor), two Lieutenants (Sr. Ocean Lifeguard), five Ocean Lifeguards and six on-call Ocean Lifeguards. The minimum requirement for staff is currently the Department of Transportation (D.O.T.) First Responder certificate. The majority of the staff is currently certified as Emergency Medical Technicians. The City of Boynton Beach Parks and Recreations statistics indicate the park was utilized by nearly 239,000 visitors in 2004. IJ These figures only reflect those individuals who access the park during the normal business hours of 8:00 AM to 4:00 PM. The actual number of visitors is substantially higher because the park is actually accessible at sunrise and closes at 11:00 PM. BBOR personnel are on site from 7:30 AM to 5:30 PM daily. The primary response area of the beach is 965 feet in length and approximately 60 to 300 feet in width, depending on the time of year and how recently beach re-nourishment was performed. The next re-nourishment project is scheduled for fall 2005. BBOR Lifeguards typically respond to emergencies approximately one mile north and one mile south of the park's actual boundaries. The lifeguards also respond anywhere within the 12-acre site as well as adjacent areas paralleling AlA from Ocean Avenue to the extreme northern edge of the park. IJ Currently Ocean Rescue operates two all terrain vehicles (Suzuki F400/F and Suzuki Eiger Quadrunner 400). Note: Units are not capable of transporting patients. A two-wheel drive 1997 F250 Ford pick-up truck is also available. Other equipment includes a Kawasaki Jet Ski 1100 ZXi and a 24-foot Asay dory along with several 12-foot rescue boards. Ocean Rescue Lifeguards are also equipped with BLS medical equipment including trauma bags, airway bags and an Automated External Defibrillator (AED). 2(a) PRIMARY EMS GRANT AWARD APPLICATION ORGANIZATION: Boynton Beach Fire Rescue Department 10. Project Need Statement: Write a clear, concise statement describing the need(s) addressed by this project. This Include: I) numeric data; 2) time frame for the data; 3) source of the data, and 4) the Involved target population and geographical area. IJ As outlined earlier in this proposal, the City of Boynton Beach's Oceanfront Park is a 12-acre site consisting of a picnic area, concession area, restrooms, boardwalk, open area playground, sand volleyball and of course, the beach. The actual beach is approximately 965 feet in length and between 60 to 300 feet in width depending upon conditions. The park is located at 6415 N. Ocean Blvd. approximately '14 mile north of Ocean Avenue on State Road A-l-A. According to the City of Boynton Beach's Parks department statistics nearly 239,000 people visited the park in 2004. The park is open seven days a week, 365 days a year. BBPD CAD System records indicate that since 2002 there have been 22 FD EMS responses to Oceanfront Park. Seven of which required lifeguards and paramedics to transport the patient(s) over the sand to the boardwalk area. Most recently in early 2005, when BBFRD paramedics physically ran approximately 3/4 of a mile (equipment in hand) to a near drowning victim who had been pulled from the surf by bystanders after normal park hours. IJ The need to quickly access patients in need of medical attention is paramount, especially when the patient is located at a remote area of the beach. Ocean Rescue personnel are trained as Emergency Medical Technicians and can safely assess, initiate BLS procedures and package a patient for transport to the boardwalk area to awaiting paramedics. The procedure will undoubtedly save the patient valuable minutes and provide a much safer procedure for the patient, Boynton Beach Fire Rescue Paramedics, and Boynton Beach Ocean Rescue Lifeguards. Utilizing conventional stretchers such as the Ferno 35A, which BBFRD currently utilizes, are nearly impossible and difficult at best to push safely across a 289,500 square ft. expanse of sand in a timely manner. The All Terrain Ambulance could also be utilized to shuttle fire rescue paramedics and their equipment to a patient at waters edge or a patient who may be further north or south then the primary response zone. In whatever capacity the ATA is utilized the ultimate benefactor will be the visitors to the park. II. Project Outcome Statement: Write a concise quantifiable statement describing the degree to which the need) s) will be changed by the project. This must contain the same four characteristics as the need statement and indicate the evaluation methods used to measure the efficiency and/or effectiveness of the project's outcome. IJ Emergency Medical Services is based on a quick response and accessing the patient in a timely manner. BBFRD is striving to achieve a 4-minute 3 response time however, there are instances when units can arrive on scene but may be delayed in gaining access to the patient. Prolonged vehicle extrication, staging for PD and forcible entry are all examples of delays that fire rescue personnel encounter and are hard to predict. Delays encountered at Oceanfront Park are primarily due to the terrain. IJ This type of delay can be predicted and effectively dealt with by the acquisition of an All Terrain Ambulance to be utilized by Boynton Beach Ocean Rescue personnel and Boynton Beach Fire Rescue personnel. The effectiveness of this All Terrain Ambulance will be determined by reviewing EMS field medical reports and through our joint EMS QA program with Boynton Beach Ocean Rescue.
