R97-/,~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF BOYNTON BEACH AND THE DISTRICT BOARD OF TRUSTEES OF THE PALM BEACH COMMUNITY COLLEGE FOR THE EDUCATION AND TRAINING OF STUDENTS IN THE PARAMEDIC PROGRAM; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Boynton Beach, Florida, upon recommendation of staff, has deemed it to be in the best interests of the citizens and residents of the City of Boynton Beach to enter into an Agreement between the City of Boynton Beach and The District Board of Trustees of the Palm Beach Community College for the education and training of students in the Paramedic Program, said Agreement being attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The Mayor and City Clerk are hereby authorized to execute an Agreement between the City of Boynton Beach and The District Board of Trustees of the Palm Beach Community College for the education and training of students in the Paramedic Program, said Agreement being attached hereto as Exhibit "A". CITY OF BOYNTON BEACH, FLORIDA Commissioner Commissioner AGREEMENT THIS AGREEMENT, made and entered into by and between the DISTRICT BOARD OF TRUSTEES OF TI-IE PALM BEACH COMMUNITY COLLEGE, a public corporation under the laws of the State o£Florida, hereinafter referred to as "THE BOARD" and City of Boynton Beach, 100 E. Boynton Beach Blvd., Box 310, Boynton Beach, Florida 33425-0310, hereinafter referred to as "CITY". WITNESSETH WHEREAS, the parties hereto desire to enter into a contractual arrangement providing for the education and training of students in the Paramedic Program, and NOW, THEREFORE, it is agreed between the parties hereto as follows: 1. THE BOARD, through it's facilities at the Palm Beach CommunitY College, has undertaken to educate and train students in the Paramedic Program. 2. CITY agrees not to begin any training program.~ in the Paramedic field, conducted by the College while this agreement is in effect, without the prior consent of TI-IE BOARD. 3. The program shall be in the Allied Health Division. 4. The control of the program shall reside in the'President of the Palm Beach Community College with the assistance of the Chairperson of the Allied Health Division. There shall be established an Advisory Committee who will counsel the said President and Division Chairperson responsible for the program. 5. This agreement shall continue for one (1) year from the date hereof unless sooner terminated as hereinat'~er provided and may be renewed at the end of one (1) year by the mutual consent of the parties hereto. In the event that either party desires to terminate the arrangement prior to the one (1) year period, notice is to be given by the party desiring to terminate to the other party in writing, but such termination shall not be effected until such time as all then enrolled students have had an opportunity to complete their prescribed program, although new enrollees ,shall not be accepted after receipt of notice of termination. FURTHER, THE BOARD agrees to: 1. Accept eligible students in the program as regular enrollees of the Palm Beach Community College, subject to the rules and regulations of the College. 2. Select a qualified faculty. 3. Provide a college approved course of study. 4. Consult with the designated staff of CITY in selecting clinical experiences for the A list of students and their dates of attendance will be provided to students of the program. Adhere to the Policy and Procedures established by CITY to include the Exposure Control Plan for'Bloodbourne Pathogens and all related OSHA and Infection Control Policies. 7. Cooperate with CITY staffin all matters pertaining to this program. FURTHER, CITY agrees to: Provide necessary facilities for clinical experiences for proper Paramedic Cooperate in the assigment of students in CITY, such assignments to be made under the supervision of the College faculty. 3: Provide liaison between the CITY administrator and the Chairperson of Allied Health Division. Provide suitable area at CITY for conferences and group training programs for the 4 students. 5 Cooperate in obtaining guest lecturers from the staff of CITY on request of the Allied Health Division. 6. Provide all health examinations and immunizations required by the CITY other then the basic physical examination: and initial immunization required of each student upon enrollment. 7. Cooperate with the College staffin all matters pertaining to this program. 8. The CITY shall have the right to bar the participation of any student whose behavior or activity is disruptive or counterproductive to the CITY's operation. FURTHER, BOTH PARTIES agree to: 1. Require that each Paramedic student at'his/her own expense provide the following: f. g. h. Uniforms Meals Laundry Service Transportation Physical Examination and Immunizations. Hospital and Medical Care. School Accident Insurance or evidence of such insurance protection. Professional Liability Insurance coverage of not less than $1,000,000 per occurrence and $3,000,000 aggregate. Proof of insurance will be provided to CITY upon request of the BOARD.
