A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, CREATING A NEW CONTRACTUAL JOB TITLE KNOWN AS "ADMINISTRATIVE ASSISTANT CHIEF OF POLICE" FOR THE POLICE DEPARTMENT, SAID POSITION BEING CURRENTLY FUNDED IN THE 1996/97 BUDGET; APPROVING THE NEW JOB DESCRIPTION; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, upon recommendation of staff, the City Commission of the City of Boynton Beach has deemed that the needs of the public will be better served by the creation of a new contractual job title known as "Administrative Assistant Chief of Police." NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The City Commission of the City of Boynton Beach, Florida does hereby establish a new contractual job title known as "Administrative Assistant Chief of Police," and does hereby approve the new job description of "Administrative Assistant Chief of Police," said position being currently funded in the 1996/97 budget, and which description is attached hereto as Exhibit "A." Vi E:o m/mTo n 9f '~ommissioner ADMINISTRATIVE ASSISTANT CHIEF OF POLICE DISTINGUISHING FEATURES OF WORK: An employee in this exempt position provides administrative support to the Chief of Police in every aspect of management of a municipal police department. While his or her normal duties will be the day to day functions of a Division Commander (Administrative Services), the Administrative Assistant Chief of Police must be capable of assuming the duties of the Chief of Police during his absence. While reporting directly to the Chief of Police, the Administrative Assistant Chief of Police must be able to function with a minimal amount of supervision, consistently exercising considerable sound, independent judgement. The Administrative Assistant Chief of Police must be self-motivated and comfortable working in extremetYdiverse environments. He or she must subscribe fully to the highest of ethical standards, setting an example of competency and accountability. ILLUSTRATIVE EXAMPLES OF WORK: Note: These examples are intended only as illustrations of the various types of work performed in this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, or a logical assignment to the Department's function. Assist the Chief of Police in the direction of Departmental personnel and activities. Assist in the formulation and development of policies and procedures. Implementation and evaluation of programs. Establishment and maintenance of discipline. Management of Departmental budgetary issues. Represents the Chief of Police and the Department at various civic and/or government functions, including making presentations before the City Commission. Oversees the functions of training, Internal Affairs, recruitment, hiring, and staff inspections. Manages the accreditation process. Other duties as may be assigned him or her by the Chief of Police. REOUIREMENTS OF THE POSITION: The Administrative Assistant Chief of Police must have a minimum of four (4) years experience in a senior administrative capacity (Captain or above) with a law enforcement agency, and must possess a current Certificate of Comphance from the Florida Commission on Police Officer Standards and Training, or be capable of obtaining same within six (6) months of appointment to the position. He or she must have~a valid Florida drivers license and possess a bachelors degree from an accredited college or university, preferably in the area of criminology, public administration, or business administration. The Administrative Assistant Chief of Police must have demonstrated experience and skills in the area of establishing and maintaining effective working relationships with other employees, other law enforcement agencies, public officials, and the general public.
