R97-//,~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, CREATING A NEW CONTRACTUAL JOB TITLE KNOWN AS "ACTION CENTER TECHNICIAN" FOR THE OFFICE OF THE CITY MANAGER; APPROVNG THE NEW JOB DESCRIPTION; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, upon recommendation of staff, the City Commission of the City of Boynton Beach has deemed that the needs of the public will be better served by the elimination of the Clerk III position in the City Manager's Office and the creation of a new contractual job title known as "Action Center Technician"; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The City Commission of the City of Boynton Beach, Flodda does hereby eliminate the Clerk III Civil Service position in the Office of the City Manager. Section2. The City Commission does hereby establish a new contractual job title known as "Action Center Technician", and does hereby approve the new job description of "Action Center Technician", said position being currently funded in the 1996/97 budget, and which description is .attached hereto as Exhibit "A". Section 3. This Resolution shall become effective immediately upon passage. PASSED AND ADOPTED this ~ day of August, 1997. ATTEST: 'J C~y Clerk Commissioner Commissioner ACTION CENTER TECHNICIAN (CONTRACTUAL) NATURE OF WORK This is responsible and varied clerical work in the City Manager's Office. Employee is expected to use independent judgement in solving problems in accordance with established departmental practices and procedures. Work of the employee in this class is performed under the general supervision of the Action Center Coordinator or designee. TASK STATEMENTS Note: These examples are intended only as illustrations of the various types of clerical work performed in this class. The omission of specific statements of duties does not exclude them from this position if the work is similar, related or a logical assignment to the department function. Welcomes all visitors to the City Manager's office in a courteous and professional manner. Serves as a liaison to members of the City Commission,~ Answers telephone, records messages, relays routine information to callers, records and forwards all citizen inquires/complaints to appropriate department for action and follow-up. Interprets and explains policy and operating procedures to city personnel and the public. Schedules appointments and meetings, :contacting all participants and conferring with supervisor for approval of arrangements. Edits and proofreads: records, reports, business correspondence, tables, vouchers, statements, etc., for neatness, accuracy, and detail. Listens, understands, and processes information that is being conveyed. Provides clerical support to the City Manager's staff. Establishes and maintains an effective working relationship with other employees, supervisors, and departments/agencies; creates a positive and professional impression in dealing with the public. ACTION CENTER TECHNICIAN Works effectively under pressure conditions such as heavy workloads or deadline situations; productivity remains consistent with given conditions; errors do not become more frequent. Uses basic office equipment (computer, typewriter, copier, calculator, FAX, etc.) following proper operative procedures; inspects equipment replaces, schedules service or reports failure can make minor adjustments i.e.: change ribbons, toner, etc. Demonstrates both effective written and oral communication skills; cleady conveys ideas and information in a written and oral format. Files and retrieves files/records/materials in appropriate location; organizes, reviews and updates records/files to maintain proper documentation. Keeps appropriate personnel abreast of current information, events, etc. Makes copies of documents and distributes to appropriate persons in timely manner. Accomplishes work without close supervision; completes work assignments within established deadlines. EDUCATION AND JOB RELATED EXPERIENCE: Must be computer literate. High School diploma/GED and one (1) to three (3) years job related experience or any equivalent combination that meet the following minimum abilities: Minimum Reasoning ability usually associated with this classification: Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations. Minimum Math ability usually associated with this classification: Ability to add, subtract, multiply, and divide all units of measure; to perform the four operations with like or common decimal fractions; to compute ratio, rate, and percent; to perform arithmetic operations involving all American monetary units. ACTION CENTER TECHNICIAN Minimum Language ability usually associated with this classification: Read: Ability to read a variety of novels, magazines, atlases, and encyclopedias; to read safety rules, instructions in the use and maintenance of office equipment, and methods and procedures in mechanical drawing and layout work. Write: Ability to write reports and essays with proper format, punctuation, spelling, and grammar, using all parts of speech. Speak: Ability to speak before others with poise, voice control, and confidence, using correct English and well-modulated voice. TRAINING: Amount of training, either on-the-job or formal education, usually associated with this occupation in addition to the Reasoning, math and Language abilities detailed above: Over 6 months up to and including 1 year. PHYSICAL DEMANDS Degree of Physical Demands (Strength) usually associated with this classification: Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. This position at times may require walking, sitting, or standing to a significant degree. Type of Physical Demands usually associated with this classification: Reaching, Handling, Fingering, Feeling: (Reaching - Extending the hand(s) and arm(s) in any direction). (Handling Seizing, holding, grasping, turning, or otherwise working with hand or hands (fingering not involved)). (Fingering - Picking, pinching, or otherwise working with fingers primarily (rather than with whole hand or arm as in handling)). (Feeling - Perceiving attributes of objects such as size, shape, temperature, or texture by means of receptors in skin, particularly those of finger tips). ACTION CENTER TECHNICIAN Stooping, kneeling: (Stooping - Bending body downward and forward by bending spine at waist). (Kneeling - Bending legs at knees to come to rest on knee or knees). Talking, Hearing, Seeing: (Talking - Expressing or exchanging ideas by means of spoken word). (Hearing - Perceiving nature of sounds by ear). (Seeing - The ability to perceive the nature of objects by the eye). Climbing and/or Balancing: (Climbing - ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms). (Balancing - maintaining body equilibrium to prevent falling when walking, standing, crouching, or running on narrow, slippery, or erratically moving surfaces; or maintaining body equilibrium when performing gymnastic feats). ENVIRONMENTAL CONDITIONS Physical Surrounding usually associated with this classification: The Worker is Subject to Inside Environmental Conditions: Protection from weather conditions but not necessarily from temperature changes.
