A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, APPROVING
THE NEW JOB DESCRIPTION FOR ASSISTANT
DIRECTOR OF PUBLIC WORKS; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, upon recommendation of staff, the City Commission deems it to
be in the best interests of the public to approve a new job description for Assistant
Director of PUblic Works;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Comm ssion of the City of Boynton Beach, Florida
does hereby approve the new job description of Assistant Director of Public Works,
and which description is attached hereto as Exhibit "A".
Section2. This Resolution shall become effective immediately upon
passage.

ASSISTANT DIRECTOR OF PUBLIC WORKS
Nature of Work:
This is responsible administrative and supervisory work as Assistant to the Director of
Public Works. The employee in this class relieves a superior of much operational detail
in the functioning of the Public Works Department. He conducts investigations and
analysis procedure connected with the operation of the department.
The work will include monitoring, cost accounting, task accounting, and technical
responsibilities, particularly concerning the solid waste division. Work shall be highly
specialized in efficiency of manpower and equipment assignments.
Work in this class will include assisting in the establishment and implementation of
departmental policies and operational procedures and in the absence of the Public Works
Director, will act in his place. Confers with the Director of Public Works to determine
general objectives of the work, which is subject to observation for the attainment of its
end.
Task Statement(s):

Relays instructions, policies and procedure revisions; interprets administrative policies.
Assists in the development of operating budget and capital outlay budget as related to the
Public Works Department; reviews budget transfers/amendments to ensure compliance;
monitors expenditures to remain within estabhshed budget.
Confers with and advises subordinates concerning difficult work problems in the
development and installation of new work procedures and policies.
Coordinates training programs, workshops, seminars; schedules times, facilities
equipment, etc.; conducts training classes, seminars, etc. to instruct personnel on various
issues including safety.
Assists in coordinating activities of department with municipal programs and work.
Makes selection criteria; interviews candidates; appraises productivity for purpose of
recommending promotions or other changes in status; handles complaints and grievances;
recommends employee termination when necessary.

Acknowledges accomplishments and maintains self esteem of others.
Provides sufficient orientation or training for new personnel; evaluates performance
accurately; fairly, and prepares timely performance appraisals for subordinates; counsels
and provides job performance improvement programs.
Develops long-term plans/goals and programs and makes sound decisions on matters of
operating policy and administrative problems.
Gathers information to facilitate policy/procedure planning;
establishes/enforces/documents policies/procedures for assigned area.
Demonstrates working knowledge of relevant law, rules and regulations within the
profession; utilizes legal resources when necessary.
Observes, implements/clarifies policies/procedures and regulations to facilitate unit
operations that are consistent with legal and organizational guidelines; conducts sessions
to instruct/advise personnel on local, state and federal procedures, rules, etc.
Reviews work methods to improve productivity; makes suggestions to improve
operational procedures.
Coordinates staff and equipment to facilitate work completion; informs management of
unusual problems or conditions.
Sets and meets appropriate deadlines; accomplishes work without close supervision.
Complies with all established policies/procedures of the City including safety policies;
reports accidents/injuries accordingly.
Establishes and maintains an effective working relationship with supervisors,
subordinates, employees and other agencies; projects a positive and professional
impression when dealing with the general public.
Follows the expectations regarding the ethical conduct of profession and position.
Participates in training programs, takes advantage of other continuing education
opportunities, and/or reads professional publications to keep current on techniques or
methodologies appropriate to job.
Demonstrates knowledge in the operation, maintenance and/or repair of most equipment

Selects and interfaces with consultants when necessary.
Delegates authority and responsibility to subordinates with appropriate guidelines and
follow-up; seeks maximum productivity from work unit/department.

Coordinates the completion of special projects or services provided by external agencies,

grant year; prepares and maintains documentation for grant reimbursements.
Serves as division or departmental representative on interdepartmental task forces, work
groups, public meetings, hearings, etc.; makes presentations to schools, civic groups, etc.
Investigates complaints against subordinates; takes appropriation action to resolve them
per departmental policy; resolves conflicts and disagreements among others.
Implements procedures to facilitate preventive maintenance; coordinates
repair/replacement of obsolete or malfunctioning equipment.
Conducts needs assessment to project future needs, expenses, and expenditures; develops
revenue projections for next fiscal year.
Performs research/analysis and prepares written reports, graphs, tables, etc.
Operates radio and telecommunication equipment in compliance with regulations;
coordinates dispatching of personnel and equipment; maintains log of all personnel and
vehicles dispatched.

Demonstrates high degree of knowledge and training in the field of solid waste. Must be
capable of efficiently managing and evaluating solid waste services. Must be capable of
cost and manpower accounting. Must be capable of vectoring and re-vectoring garbage
routes and schedules.
Must have high degree of personnel management skills. Must be willing and able to
evaluate, discipline and award employee performance. Must have the capacity to
delegate responsibilities and to motivate employees. Must be able to monitor, record and
measure achievements.
Must have capacity' to creatively interchange with the public. Must be capable of dealing
with citizens on sensitive issues with professional respect. Must be capable of public
speaking and presenting reports to bodies of people clearly and precisely.
Education and Job Related Experience:
High School Diploma/GED and over five years demonstrated supervisory municipal
Public Works job-related experience or any equivalent combination of training and
education that meet the job requirements. Bachelors degree in Public or Business
Administration or a related field preferred.
Minimum Reasoning ability usually associated with this classification:
Ability to apply principles of logical or scientific thinking to define problems, collect
data, establish facts, and draw valid conclusions; to interpret and extensive variety of
technical instructions in mathematical or diagrammatic form. Deal with several abstract
and concrete variables.
Minimum Math ability usually associated with this classification:
Ability to add and subtract two-digit numbers; to multiply and divide 10's and 100's by
2, 3, 4, 5; to perform the four basic arithmetic operations with coins as part of a dollar; to
perform operations with units such as cup, pint, and quart; inch, foot, and yard; ounce and
pound.
Using Statistics: Ability to apply mathematical operations to frequency distributions,
reliability and validity of tests, normal curve, analysis of variance, correlation techniques,
chi-square application and sampling theory, and factor analysis.

Minimum Language ability usually associated with this classification:
Read: Ability to read literature, book and play reviews, scientific and technical journals,
abstracts, financial reports, and legal documents.
Write: Ability to prepare business letters, expositions, summaries and reports, using

Speak: Ability to participate in panel discussions, dramatizations and debates; to speak
extemporaneously on a variety of subjects.
Training:
Amount of training, either on-the-job or formal education, usually associated with this

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible
