R97-091RESOLUTION NO. R97- ^ RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH FLORIDA, ELIMINATING THE CUSTODIAN I ,AND CUSTODIAN II JOB CLASSIFICATIONS, CREATING ^ NEW CUSTODIAN JOB CLASSIFICATION, ,AND APPROVING THE NEW JOB DESCRIPTION FOR CUSTODIAN, SAID POSITION BEING CURRENTLY FUNDED IN THE 1996/97 BUDGET; ,AND PROVIDING ,AN EFFECTIVE DATE. WHEREAS, as a result of a class action grievance filed by N.C.F.&O. ON January 1, 1997, regarding the promotion of a Custodian I to Custodian II, it is recommended by city staff that Custodian I and Custodian II classifications be eliminated, in favor of one classification for Custodians; and WHEREAS, the elimination of Custodian I and Custodian II classifications will resolve procedural problems relative to promotions within this job category and will provide a clear distinction with respect to responsibility between the Custodian job classification and the Crew Leader supervisory position; and WHEREAS, elimination of the Custodian I and Custodian II job classifications requires the creation of a new job classification for Custodian, in addition to a job description for said position; and WHEREAS, the City Commission, upon recommendation of staff, has determined that it is in the best interests of the public and the city to eliminate the Custodian I and Custodian II job classifications, to create a new Custodian job classification and to approve the new job description for Custodian, said positions being currently funded in the 1996/97 budget; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The City Commission of the City of Boynton Beach, Florida does hereby eliminatethe Custodian I and Custodian II job classifications. Section2. The City Commission does hereby establish a new job classification to be known as Custodian, and does hereby approve the new job description of Custodian, said position being currently funded in the 1996/97 budget., and which description is attached hereto as Exhibit "A". Employees are responsible for the proper performance of cleaning and custodial work at various city locations and facilities, requiring the use of cleaning materials and related equipment. Employee is expected to work on a wide variety'of tasks requiring advanced skill and training. The employee works under the general supervision of higher level supervisor. Task Statement (s): Note: These examples are intended only as illustrations of the types of work performed in this classification. The omission of specific statements of duties does not exclude them from the position if the work is Similar, related or a logical assignment for this position Sweeps, mops, scrubs and polishes floors; washes walls, windows 'and woodwork; dusts, polishes, arranges, and moves furniture and equipment; replaces light bulbs; vacuums, strips, seals and waxes floors. Maintains a daily check of all restroom and lavatory installations, checking for supplies, etc. making sure they are kept in a sanitary manner; unstops lavatories when necessary. Inventories, requisitions, sorts, and checks stock and supplies. Utilizes tools and equipment according to proper operating procedure for job. Monitors operation of and ensures vehicles/equipment are functioning within manufacturer described parameters; calibrates and adjusts equipment to ensure proper operation. Determines proper setting for equipment to maximize efficiency. Operates radio and telephone equipment in compliance with proper rules and regulations~ Checks, inspects safety equipment to insure proper operation; arranges replacement/repair for non-functioning equipment. Cleans and/or sanitizes equipment/tools after completion of work. Schedules regular service checkups for equipment; performs minor maintenance and repair tasks on equipment/vehicles. Custodian - Job Description - pg. 2 Provides public with appropriate information based on their needs; informs public of available services. Responds to inquiry, complaint, or request through established procedures/ directs calls, questions to appropriate source. Performs maintenance, service, or labor task according to proper technical procedure. Prepares/sets up job site, equipment/materials for performance of task. Follows work instructions and conforms to deadlines to complete job assignments. Uses safety equipment, clothing and tools appropriate to job; reports accidents/problems according to policy/procedure. Handles problem situations in a logical, systematic manner. Coordinates materials and staff needed for successful completion of job; ensures equipment and materials are available for job. Reviews work in progress or at completion to ensure work instructions are carried out. Complies with all established policies/procedures of department and City. Makes appropriate decisions and reacts with good judgment in changing situations or under pressure. Accepts work assignments willingly. Establishes and maintains an effective working relationship with other employees, supervisors, and departments/agencies; creates a positive and professional impression in dealing with the general public. Understands what chemicals/products are used to maintain facility and can read the labels to prepare proper solution and dilution of product in accordance with manufacturers directions. Custodian - Job Description - pg. 3 Education and Job Related Experience: Ability to read and write and 12 months job-related experience or an equivalent Minimum Reasoning ability usually associated with this classification: Ability to apply commonsense understanding to carry out simple one or two step instructions; to deal with standardized situations with occasional or no variables in or from these situations encountered on the job. Minimum Math ability usually associated with this classification: Read: Ability to recognize meaning of 2,500 (two and three syllable) words; to read at rate of 95-120 words per minute; to compare similarities and differences between words and between series of numbers. Write: Ability to print simple sentences containing subject, verb, and object, series of numbers, names, and addresses. ~ Speak: Ability to speak simple sentences, using normal work order and present and past tenses. Training: Amount of training, either on-the -job or formal education, usually associated with this occupation in addition to' the Reasoning, Math and Language abilities detailed above: Over 6 months and uP to and including one (1) year. Physical Demands: Degree of Physical Demands (Strength) usually associated with this classification: Medium Work: Exerting up or moving up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. This position at times may require walking or standing to a significant degree. Type of Physical Demands usually associated with this classification: Stooping, Kneeling, Crouching: (StOoping - Bending body downward and forward Custodian - Job DescriPtion - pg. 4 by bending spine at waist). (Kneeling - Bending legs at knees to come to rest on knee or knees). (Crouching - Bending body downward and forward by bending legs and spine). Reaching, Handling, Fingering: (Reaching - Extending the hand(s) and arm(s) in any direction). (Handling - Seizing, holding, grasping, turning, or otherwise working with hand or hands, fingering not involved). (Fingering - Picking, Fingering - Picking, pinching, or otherwise working with fingers primarily, rather than with whole hand or arm as in handling). Climbing, Balancing, Driving: (Climbing Ascending or descending ladders, stairs, scaffolding, ramps, poles or the like, using feet and legs and/or hands and arms). (Balancing - Maintaining body equilibrium to prevent falling when walking, standing, crouching, or running on narrow, slippery, or erratically 'moving surfaces; or maintaining body equilibrium when performing gymnastic feats). (Driving - Employee must be able to operate a motor vehicle and possess a current, valid Commercial Driver's License). Talking, Hearing, Seeing: (Talking - Expressing or exchanging ideas by means of spoken word). (Hearing - Perceiving nature of sounds by ear)~ (Seeing - The ability to perceive the nature of objects by the eye). Environmental Con ditions: Physical Surrounding usually associated with classification: The Worker is Subject to both environmental conditions. Activities occur inside and outside in approximately equal amounts.
