R97-065RESOLUTION R97-~-~' A RESOLUTION OF THE CITY COMMISSION OF THE- CITY OFBOYNTON BEACH, FLORIDA, URGING THE FLORIDA LEGISLATURE TO CONTINUE TO FUND THE FULL 25 PERCENT STATE MATCH FOR OUTSTANDING DISASTER PROJECTS AND TO ADOPT A PROSPECTIVE POLICY TO PHASE IN A 12.5 PERCENT LOCAL MATCH. WHEREAS, the Florida Senate Ways and Means Subcommittee on General Government has recommended that only 12.5 percent of the state disaster funding for outstanding projects, other than Hurricanes Andrew and Opal, be funded; and WHEREAS, this recommendation means that current outstanding projects will no longer be funded by the state; and WHEREAS, as part of the Senate Ways and Means Subcommittee' budget recommendations, a new policy is proposect to require local governments to provide a 12.5 percent match to participate in the emergency disaster state match which is currently 25 percent; and WHEREAS, if passed by the Florida Legislature, local governments would have to immediately budget for paying their portion of the match (12.5%); and WHEREAS, the City Commission of the City of Boynton Beach, Florida is deeply concerned about the initial impact such a policy could have for any city in the state. NOW, THEREFORE, BE IT RESOLVED that the City Commission of the City of Boynton Beach, Florida formally voices it's concern regarding this matter of great importance to our local legislative delegation members and requests that the Legislators support continued state funding of the full 25 percent match for the outstanding disaster projects and to adopt a prospective policy to phase in a 12.5 percent local match, thereby allowing local governments to adequately budget for and create an emergency disaster reserve. A copy of this Resolution shall be provided to all members of our legislative delegation and the Florida League of Cities. PASSED AND ADOPTED this ~ day of May, 1997.
