R96-185RESOLUTION NO. R96- A RESOLUTION OF THE CITY COMMISSION OF THE CiTY OF BOYNTON BEACH, FLORIDA, FORMALLY REQUESTING TH E FLORIDA LEGISLATURE TO ENACT LEGISLATION REQUIRING THE LOTTERY COMMISSION AND THE STATE OF FLORIDA DEPARTMENT OF EDUCATION TO PUBLISH, ON A QUARTERLY BASIS, A DETAILED ACCOUNTING OF LOTTERY GROSS AND NET INCOME, LOTTERY FUNDS FORWARDED TO THE STATE DEPARTMENT OF EDUCATION, AND THE PROGRAMS FUNDED WiTH THOSE MONIES; FORMALLY REQUESTING THE LEGISLATURE TO DEFINE "ENHANCEMENTS"; REQUESTING THE LEGISLATURE TO APPROPRIATE FUNDS FOR AN ANNUAL SCHOLARSHIP PROGRAM; ENCOURAGING OTHER GOVERNMENTAL UNITS AND MUNICIPALITIES THROUGHOUT THE STATE OF FLORIDA TO SUPPORT SUCH LEGISLATION, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the State of Florida has enacted a state lottery with the avowed purpose that the income generated from the Lottery be dedicated to enhancement programs for education; and WHEREAS, from time to time, counties throughout the State of Florida place on election ballots for approval by voters, fund raising programs for the purpose of funding education; and WHEREAS, the electorate is unable to make informed decisions without adequate information available to the general public with respect to revenues received by educational institutions from the lottery source; and WHEREAS, the general public is without knowledge as to where and how to obtain such information; and WHEREAS, this lack of information availability to the general public often leads to discord, misunderstandings, and misapprehensions; and WHEREAS, the City of Boynton Beach supports the enhancement and improvement of education within the City and the State of Florida. WHEREAS, the State of Florida has enacted a State Lottery with the avowed purpose of the income to be dedicated to the enhancement programs for education; and the State Legislation established a Florida post secondary tuition program (House Bill 2405); and WHEREAS, the State of Florida has enacted a State Lottery with the avowed purpose of the income to be dedicated to the enhancement programs for education; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The City Commission of the City of Boynton Beach, Florida does hereby state its support and does hereby formally request that the Florida Legislature enact legislation requiring the Lottery Commission to periodically, on at least a quarterly basis, publish in a newspaper of general circulation in each county of the state, an accounting setting forth the gross and net income of the Lottery commission, all costs and expenses of the Commission, and; Section 2. The City Commission of the City of Boynton Beach, Florida, does hereby implore the Florida Legislature to enact legislation to require the State of Florida Department of Education to publish on at least an annual basis in a newspaper of general circulation in each county of the state, an accounting indicating the funds received from the Lottery Commission for the preceding year, the programs funded by such monies, and the amount of money allocated to each program. Section 3. The City Commission of the City of Boynton Beach, Florida hereby does request that the Florida Legislature appropriate funds for the scholarship program Section 4. requests that the Florida term "enhancement". annually, as outlined in H.B. 2405. The City Commission of the City of Boynton Beach, Florida hereby Legislature enact legislation specifically defining the Section 5. The City Commission of the City of Boynton Beach, Florida, does hereby notify other counties and municipalities within the state of its intention and purpose, and requests that each county and municipality in the state support this proposed legislation, enact similar resolutions, and petition the State of Florida Legislature to enact such legislation.
