R96-156RESOLUTION NO. R96o/-4~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA CONFIRMING AND RATIFYING THE APPROPRIATE EXHIBITS HERETOFORE REFERENCED IN ORDINANCE 096-40; AND PROVIDING AN EFFECTIVE DATE. and WHEREAS, the City adopted Ordinance 096-40, on the 4th day of September, 1996; WHEREAS, Ordinance NO 096-40, contained a reference to certain Exhibits, which were attached to said Ordinance; and WHEREAS, the City Commission wishes to ratify its action and confirm that the proper Exhibits are attached to the official records of the City of Boynton Beach. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The attached '~Exhibit B" to this resolution is the Exhibit B heretofore referenced in Ordinance No. 096-40 and the City Clerk is hereby directed to attach said Exhibit B to Ordinance No. 096-40. Section 2. The attached "Exhibit C" to this resolution is the Exhibit C heretofore referenced in Ordinance No. 096-40, and the City Clerk is hereby directed to attach said Exhibit C to Ordinance No. 096-40. Section 3. The attached "Chapter 4" to this resolution is the Exhibit entitled "Chapter 4" heretofore referenced in Ordinance No. 096-40, and the City Clerk is hereby directed to attached said "Chapter 4" to Ordinance No. 096-40. FLOOR ELEVATION - minimum ground floor elevation for all buildings to be six inches above sidewalk and crown of road unless satisfactory drainage, natural or mechanical, is provided. Mandatory flood plain, Coastal Zone Protection Act of 1958, South Florida Water Management District elevation, and septic tank requirements, must all be adhered to. GOVERNING BODY - means same as Applicable Governing Body. MANUFACTURERS RECOMMENDATION - as used in Chapter 15 shall mean a published or written document by the product manufacturer. Laws of FlOrida - Chapter 59-1698 Laws of Florida - Chapter 77-620 EXHIBIT "C" PART 5 - AMENDMENTS TO THE NATIONAL ELECTRICAL CODE, 1996 EDITION ARTICLE 90 - INTRODUCTION 90-10 - INCORPORATION OF STANDARD The Boynton Beach Administrative Code is adopted in Exhibit "A" and is incorporated as if herein to provide for the administrative aspects of the National Electrical Code, 1996 Edition. CHAPTER 1. General ARTICLE 100 - DEFINITIONS Scope. This article contains only those definitions essential to the proper application of this Code. It is not intended to include commonly defined general terms or commonly defined technical terms from related codes and standards. In general, only those terms used in two or more articles are defmed in Article 100. Other definitions are included in the article in which they are used but may be referenced in Article 100. Part A of this article contains definitions intended to apply wherever the terms are used throughout this Code. Part B contains definitions applicable only to the parts of articles specifically covering installations and equipment operating at over 600 volts, nominal. All the definitions as listed in the latest edition of the Standard Building Code shall be a part of this Code. A. General And/Or: in a choice of two code provisions, signifies that use of both provisions will satisfy the code requirement and use of either provision is acceptable also. CHAPTER 2. WIRING DESIGN AND PROTECTION ARTICLE 210 - BRANCH CIRCUITS A. General Provisions 210-1 Scope. The provisions of this article apply to branch circuits supplying lighting or appliance loads or combinations of both. Where motors or motor-operated appliances are connected to any branch circuit that also supplies lighting or other appliance loads, the provision of both this article and article 430 shall apply. Article 430 applies where a branch circuit supplies motor loads only. Branch circuits shall be plainly marked at the overcurrent protective device so that they can be quickly and positively identified. Exception: Branch circuits for electrolytic cells as covered in Section 668-3(c). Exceptions No. 1 and 4. CHAPTER 4 PLUMBING FIXTURES 409.8 SHOWER COMPARTMENTS 409.8.2 CONSTRUCTION Floors under shower compartments shall be laid on a smooth and structurally sound base and shall be lined and made watertight with sheet lead, copper or other acceptable materials. Shower compartments located in basements, cellars, or in other rooms in which the floor has been laid directly on the ground surface need not be lined. Pan liners for built-in-place tubs shall also be made of lead, copper or other approved material and shall extend to a point 2 inches above the tub overflow. All lead and copper pans where in contact with masonry materials shall be protected against deterioration by completely coating with an asphalt base material, type 30 felt paper or other approved material. Under the following conditions, shower compartments and built-in- place tubs are not required to have pans; on the first floor only where the floor construction consists of concrete, the pan may be formed by recessing the shower floor at least 4 inches -¢ below the rough floor line in the case of a shower enclosure; or by recessing the floor for a built-in-place tub so that the tub overflow is 2 :inches below the rough floor line. For shower compartment not over 6 inches 4- deep, floor recess shall be poured monolithically with the floor slab. The floor recess must be totally contained within the concrete floor slab. Block walls are not allowed to be part of any floor recess, less than -¢ 6 ", unless a pan liner is installed. CHAPTER 5 WATER HEATERS 503 STANDARDS 503.4 WATER HEATER TEMPERATURE CONTROL SETTING - Water heater temperature shall conform to State of Florida Model Energy Code, as amended. 507 SAFETY DEVICES 507.6 RELIEF OUTLET WASTE The outlet of a pressure, temperature, or other relief valve shall not be directly connected to the drainage system. The pressure and temperature relief valve drain lines shall not be connected into condensate waste lines from air conditioning equipment. The drain piping from pressure, temperature or other relief valves may be discharged as follows: Solar hot water storage tanks or solar collectors placed above the roof may discharge upon the roof surface, as stated in 2 and 3. In cases where a building covers an entire lot, or has a mechanical equipment room, the discharge shall be to any suitable plumbing fixture (except a water closet) or floor drain terminating above the floor level. 3
