3 A RESOLUTION OF THE CITY COMMISSION OF THE
4 CITY OF BOYNTON BEACH, FLORIDA, ADOPTING
5 THE NATIONAL INCIDENT MANAGEMENT SYSTEM
6 (NIMS) PER HOMELAND SECURITY PRESIDENTIAL
7 DIRECTIVE HSPD-S TO PROVIDE FOR DOMESTIC
8 INCIDENT MANAGEMENT; AND PROVIDING FOR AN
9 EFFECTIVE DATE.

11 WHEREAS, the President in Homeland Security Directive (HSPD)-5, directed the
12 Secretary of the Department of Homeland Security to develop and administer a National
13 Incident Management System (NIMS), which would provide a consistent nationwide
14 approach for Federal, State, and local governments to work together more effectively and
15 efficiently to prevent, prepare for, respond to and recover from domestic incidents, regardless
16 of cause, size or complexity;
17 WHEREAS, the collective input and guidance from all Federal, State, and local
18 homeland security partners has been, and will continue to be, vital to the development
19 effective implementation and utilization of a comprehensive NIMS;
20 WHEREAS, it is necessary and desirable that all Federal, State, and local emergency
21 agencies and personnel coordinate their efforts to effectively and efficiently provide the
22 highest levels of incident management;
23 WHEREAS, to facilitate the most efficient and effective incident management it is
24 critical that Federal, State, and local organizations utilize standardized terminology,
25 standardized organizational structures, interoperable communications, consolidated action
26 plans, unified command structures, uniform personnel qualification standards, uniform
27 standards for planning, training, and exercising, comprehensive resource management, and
28 designated incident facilities during emergencies or disasters;
29 WHEREAS, the NIMS standardized procedures for managmg personnel,
30 communications, facilities and resources will improve the city's ability to utilize federal
31 funding to enhance local agency readiness, maintain first responder safety, and streamline
32 incident management processes,
33 WHEREAS, the Incident Command System components of NIMS are already an
34 integral part of various city/county incident management activities, including current
35 emergency management training programs; and

1 WHEREAS, the National Commission on Terrorist Attacks (9-11 Commission)
2 recommended adoption of a standardized Incident Command System. I

3 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
4 THE CITY OF BOYNTON BEACH, FLORIDA:
5 Section 1. The foregoing "WHEREAS" clauses are hereby ratified and confirmed as
6 being true and correct and are hereby made a specific part of this Resolution.
7 Section 2. The City Commission of the City of Boynton Beach, Florida hereby
8 establishes that the National Incident Management System (NIMS) is the City standard for
9 incident management.
10 Section 3. This Resolution shall become effective immediately upon its passage and
11 adoption.
