R96-/~..~' A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING AND DIRECTING CERTAIN THE MAYOR AND CITY CLERK TO ENTER INTO A RENEWAL AGREEMENT WITH GROUP INSURANCE SOLUTIONS, INC. PROVIDING FOR INSURANCE RATE RENEWAL NEGOTIATIONS, FINANCIAL ANALYSIS, CLAIMS PROCESSING AND ADMINISTRATIVE SUPPORT DURING FISCAL YEAR 1996197; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, for the past two years Group Insurance SolutionS, Inc, (formerly Business Insurance solutions, Inc.,) have provided the City with rate renewal negotiations, insurance financial analysis, claims handling and administrative control of our employee insurance programs, which has been both beneficial to the employee and the City; and WHEREAS, upon recommendation of staff, the City Commission deems it appropriate to enter into a renewal agreement with Group Insurance Solutions, Inc., NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The City Commission does hereby authorize the Mayor and City Clerk to execute an Agreement between City of Boynton Beach and Group Insurance Solutions, Inc., providing for rate renewal negotiations, insurance financial analysis, claims handling and administrative control of our employee insurance programs, a copy of which Agreement is attached hereto as Exhibit "A". Negotiate renewal rates, benefits, and services with the City's group insurance carriers to maximize value for The City of Boynton Beach. 2. Prepare a detailed financial analysis of year-to-date status in the new experience period on a quarterly and then monthly basis. 3. Serve employees by resolving benefit delivery issues including special problems with providers and claims. 6. Conduct periodic meetings at The City with interested employees on a voluntary basis for individual claim resolution and benefits counseling. 7. Provide feedback to administrative personnel on the results of our work on behalf of individual employee problems. 8. Monitor annual open enrollment meetings for the purpose of supporting and improving service to employees. Sincerely, Scott A Harris President LETTER OF AGREEMENT This letter of agreement between The City Of Boynton Beach and Group Insurance Solutions, Inc. certifies that Group Insurance Solutions, Inc. is to receive a service fee from Blue Cross Blue Shield and Health Options, Inc. equal to 1.6% of the group medical premium from 10/1/96 thru 9/30/97 and 1.8% of the group medical premium from 10/1/97 thru 9/30/98. Group Insurance Solutions, Inc. is also to receive service fees as they are presently payable from The City's group long term disability, dental, and life insurance carriers for the time period of 10/1/96 thru 9/30/98. In return for the aforementioned service fees, Group Insurance Solutions, Inc. will perform consultative, advisory, and negotiatory services while such coverages are in force during the time period of this agreement.
