Minutes 05-27-86 MINUTES OF THE SPECIAL CITY COUNCIL HELD IN COUNCIL CHAMBERS, CITY, BOYNTON BEACH, FLORIDA ON TUESDAY, MAY 27, 1986 PRESENT: Nick Cassandra, Mayor Carl zimmerman, Vice Mayor Dee Zibelli, Councilwoman Robert Ferrell, Councilman Ezell Hester, Jr., Councilman Peter Cheney, City Manager Betty Boroni, City Clerk Mayor Cassandra called the meeting to order at 7:30 P.M. George Hunt, Assistant City Manager, was in attendance. Mayor Cassandra advised the Agenda would consist of the following items: Final recommendations prior to working drawings from Miller and Meier Associates. Authorization for Miller and Meier Associates to proceed with working drawings. Position of Facilities/Project Manager - Capital Improvement Program. There being no additional items to add to the Agenda, Mayor Cassandra acccepted the Agenda as read. Mr. Cheney advised that Mr. Miller and Mr. Craig Kenyon, Miller and Meier Associates, would explain the models in detail and describe the relationships and locations of the various offices. After the presentations are made, the Council will possess a basic knowledge of the building plans and the working drawings. Discussion would include par- ticular actions taken in regard to additions and larger size areas than originally~planned. As the discussions progress, Mr. Cheney will explain the reasons for these changes and the Council will discover the cost is going to be greater than the original bond issued. Appropriate areas of revenue will be identified which will enable the City to fund the added expense and revisions through reallocation of capital improvement funds. If the Council decides to eliminate some - 1 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 of the added expenditures and revisions, and stay within the planned $6.5 million figure, Mr. Cheney will suggest the items that could be eliminated or revised. Mr. Cheney recommended that the Council approve the basic concept and reallocate funds to cover the additional expense. Presentation of City Hall Plans Mr. Miller pinpointed the items to be discussed and displayed mass models which showed the shape of the entire complex. Included in his presentation were blowup maps of the individual floors which included some basic furniture layouts to depict how people will fit into different areas within the building. A sketch drawing was displayed and represented the eleva- tions of the building in sections. Upon completion of this phase, Mr. Miller advised certain decisions are made - outside appearance of the buildings, materials to be used, square feet involved. As a result, it can be perceived what will actually be put into the drawings or contract and what materials must be purchased. Mr. Miller stated he needs the Council's approval to move ahead into the contract documents. Mr. Miller informed the Council that a sufficient amount of material will be presented to describe the design develop- ment. He will review the mass models and go through the basic layout in detail, room by room, and building by building in order to give a clearer picture of how it will built. As previously described in the schematic diagram, Mr. Miller advised that the City Hall is going to be turned around and face south. The courtyard, presently outside of the City Hall, will be the location for the new entrance with an open area and visible parking nearby. There will be a few covered walkways creating a one building-type image for the entire complex. Mr. Miller stated it is the architecture that would be used in the basic layout. He pointed out the location of the present City Hall building in relation to the rest of the complex. The new entrance would be deve- loped off to south with a glass roof and would be in the - 2 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 vicinity of the new council chambers. A small useable urban park is proposed as an area where people could congregate. The Building Department complex would remain the same, and there is an addition off to the east that would house the Communications Department. Part of this building would be the Police Department and the Fire Department. The Police Department will be added on by filling in the courtyard and doubling the size to the north making it one complex unit. A multi-level parking structur~ would be located east of the existing Police Department. Mr. Miller explained that the main complex extends south, and as it gets farther south, it meets another building. The entrance would be moved from the street location to the parking area. People should be able to enter a building easily, and since everyone comes by car, instead of parking on the side and walking around, Mr. Miller would like to develop an entrance near the parking area. There would be a skylight entrance allowing some skylight to come over the counter. Architecturally, a covered dropoff would be deve- loped to allow people to drive up in their cars and drop off or pick up passengers. Mr. Miller stated these plans are following the same motif of stucco with arches, skylight areas, and windows that would project outlined in a dark brown or green color that would contrast to the stucco. From an architectural stand- point, he advised that is the plan for the immediate area. Mr. Miller presented sketches of the Utility complex and the Fire Station and noted that the scale for this design is relatively small. It was noted that there would be more glass on the north elevation than the south because more light can be taken into the building without the penalty of direct sun. Mr. Miller pointed out the location of the Building Department, Council Chambers, City Hall, and the Fire Department. He went on to describe the planned addition to the Fire Department. In response to Mayor Cassandra's inquiry to the elimination of the second floor level to the Chamber complex, Mr. Miller - 3 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 explained that the Council Chamber which is a large room needs a higher ceiling height, and it is less economical to create the two story space as originally planned. It was also agreed that the higher ceiling would enhance the interior appearance of the Council Chambers. Mr. Miller explained that the first floor area would consist of Management Services offices, lobby, restaurant and Council Chambers. Entrances were described with large lobby space and separate entrance to the Council Chamber. It is especially beneficial for night functions that the public will have access through an entrance conveniently located on the first floor and directly open only to the Council Chamber. The Council Chamber will have a separate air conditioning system. Rest rooms will be easily accessible to the public and the staff. The plan allows the easy public access to the various functional areas on the first floor. Mr. Miller stated that the public will be entering the building through a center lobby within minimum walking distance to the various service areas in City Hall. Mr. Miller advised that the landscaping will be very attrac- tive and pleasant. There is an elevator to the second floor and access to other departments. The first floor will house offices for the City Clerk, Personnel, Parks and Recreation, and the Conference Room. The lobby and Council Chamber can be utilized by both the public and City staff. The Credit Union Office will be located in the lobby area. Mr. Miller pointed out the location of the main printing and mail room for City Hall. He described the layout for the second floor of City Hall which would consist of the City Manager's office, Finance Department, Purchasing, Data Processing, Conference Room for staff use, and Community Redevelopment which offices require less access from the public. On the second floor there is a connection that ties to the new two story structure between the Police Station and Fire Department. Running east on the second floor would be the Central Dispatch Center. Mr. Miller stated this two story building and suggested that the Dispatch Center be built first and that the equipment be operational as soon as possible. He believed this would not be accomplished in a - 4 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 timely fashion if the City waited for everything else in the complex to take place. Mr. Miller explained that the Dispatch Center has been scheduled to be built first while shelling the rest of the floor area in the interim. Management Services, mechanical spaces, locker rooms, and the gymnasium would be shelled by the first contract. The next contract will encompass all the facility and complete construction of the remainder of the building. Mr. Cheney explained that the reason for the described sequence in building construction is that it has been agreed that CDC will move when all two cities are in a position to take over their own system. It is anticipated that Delray Beach will be ready in March, and Boca Raton will ready in June or July. The fast tracking of this areas has been scheduled for June. The existing building with CDC will remain there and only inconvenience CDC from a parking lot point of view. The building will stay until the three cities are ready to move CDC and will then be torn down and will be made into a parking lot. Mr. Cheney stated there were a few concerns. One concern was that CDC does not leave before the building is closed. Initial surveys have been taken among the CDC people as to cities in which they would prefer to work. Mr. Cheney also pointed out that these concerns involve standardized pay and benefits, and other problems such as switching of retirement systems. The City is progressing with this slowly because it is concerned about the functions and about the 28 or so employees who are working in that building. Mayor Cassandra asked if the rest rooms were going to be large enough to accommodate the projected increase in people who would be using them. Mr. Cheney clarified that new larger rest rooms would be constructed. Mr. Miller explained that the back stairway will become the main stairway, and the existing front stairway and front lobby will be eliminated. A new stairway, elevator and lobby will be constructed. Discussion continued as to the location of the rest rooms in relation to the other offices on the second floor. - 5 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 Mr. Cheney explained that the public services, such as beach permits and bill paying, would be conveniently located for public use on the first floor. Vice Mayor zimmerman questioned the type of hurricane pro- tection that would be used on the windows. Mr. Miller stated that is an issue to face in the next phase of working drawings as to what design to use for 140 or 180 mile an hour winds. He indicated that many of these buildings can- not stand at 180 mile an hour winds. He was not certain but acknowledged that he was experiencing difficulty in sur- veying the structural information on the building. There were no drawings available and has been attempting to measure the City Hall building. Mr. Miller stated that the needs to inform him if the design should be for 140 or 180 mile an hour winds. Mr. Cheney believed the it would have to be designed for 140 mile an hour winds, and could not foresee a requirement for 180 mile an hour winds. He questioned the possibility of using hurricane shutters and felt that could be a practical solution to the problem. Mayor Cassandra suggested having some type of built-in pro- tection. Mr. Miller mentioned that there were three possibilities - to have protective material that is movable, to build it into the building, or to build it into the glass. Of course, building into glass is the most expensive, and the least expensive would be to install shutters. Mr. Cheney stated that he would prefer some type of shutters that can be easily closed and opened, and hidden so that they do not detract from the appearance of the building. Mr. Miller commented that shutters would not protect the glass against 180 mile an hour winds. Mr. Kenyon stated that it has never been their criteria that the City Hall or any part of it be used as a shelter for the public. There is one function within the City Hall that is very well protected and that is the Central Dispatch Center and the Operations Center next to it. He noted that the - 6 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 Police Department and Fire Department must have a great deal of protection which relates more to their power supply than it does to the physical environment. Therefore, from an emergency operation Standpoint, the Central Dispatch Center on the second can eliminate flooding, it has its own generator capability, its own air conditioning, is self con- tained and is independent of Florida Power and Light or Southern Bell. Mr. Miller suggested giving some budget numbers as he gets further into the working drawings. He will investigate the practicality of installing shutters and the cost of installing bullet proof glass or some type of similar glass. He admitted that he was not that fine with his estimates because he has not faced the problem yet. Mr. Miller has built in what the windows would normally be but did not have the entire plan priced in. Discussion continued with a description of the layout of the Police Department. Entrances and locations of the func- tional areas, such as the squad room, locker rooms and retention areas, in the Police Department were reviewed on the sketch board. Mr. Miller pointed out the mechanical equipment area which would be served from a new centralized mechanical plant. The existing mechanical equipment servicing the building is in many places and many phases of operation and to carry this building past five years would be require replacing a majority of it. Therefore, it is more practical to centra- lize all the mechanical systems and power systems in one area and feed everything out of this mechanical space. Mr. Miller stated that a system would be installed which will be more cost efficient to operate and to maintain over the years. He noted this is time to make such a change, and recommended that it be done. Mr. Kenyon reviewed the layout of the Fire Department building and the additional square feet space provided for their executive offices, conference room, and secretary. Lounge and kitchen facilities would remain where they are, and another area was denoted as a storage area. The second floor would contain the sleeping areas and rest rooms. In - 7 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 the Fire Department building, Mr. Kenyon attempted to make minimal changes to what already exists. The reason for this decision is that Mr. Kenyon found that what was there could be adjusted and worked in very easily resulting in a savings in dollars by upgrading the areas and maintaining locker rooms and rest rooms in the same location. Mr. Cheney stated that the paramedics and personnel who go out at night will be located in new facilities on the first floor which is easier access for them. Mr. Miller stated that the structure is a split level deck which shows better on the model than it does in the drawing. Discussion continued on the parking area. Mr. Miller stated that the overall parking planned for the complex amounts to 300 spaces. Mr. Kenyon pointed out the library complex and its entrance on the sketch drawing. He noted that the work areas will remain in the same area. The lighting system and the air conditioning within this part of the building will be reworked. He is attempting to work very much within what exists now in an effort to minimize the expense of remo- deling and to allow us to build as much new construction as possible. Rest rooms and work areas will remain where they are. The new entrance is toward the northeast corner which is where the parking is being provided for the"public. There will be staff parking to the south and a staff entrance from the south. There will be a multi-purpose room for use for after hours activities, and rest rooms would be available after hours without the library being open. The location of the control desk, children's desk, and cir- culation desk were pointed out on the sketch drawing. The drive-in parking lot and drop-off is conveniently located to serve the circulation desk. Public Works Complex Mr. Kenyon stated that the Public Works complex will remain the same except for a minor change to receiving and deli- veries to the new central or storage warehouse area. The compound will remain the same size as it presently is. Since there is an undeveloped area on this compound, phasing into operation is quite simple. - 8 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 Vehicle maintenance will be relocated in a new building which contains four drive-through bays and eight bays for vehicle maintenance. They are all high bays with lifts and can contain sanitation trucks as well as smaller vehicles. A storage area is being set up as a tall two-story structure and will have about 10,000 square feet of storage space. Employee parking will be located outside of the compound. New shops and the Building Maintenance Department were reviewed. It was noted that there Would be a new building for plumbing, welding, electrical, and custodial service area. Within the existing building, Mr. Kenyon is using that area as offices for the Street Department. The vehicle area will become a storage and security area for vehicles carrying valuable materials. Mr. Kenyon noted that he is attempting to work with existing buildings keeping as much intact as possible while adding the phase of new construction. He realizes that these ser- vices need to stay in operation throughout the construction phase at this facility and is trying to accommodate them while building the new facility. It was noted that the gas pumps will be centralized in one area within view of the dispatch person. A wall is planned on the perimeter of this compound in an effort to obscure the view within the compound. Outside the wall and within the compound, it will be tastefully landscaped, aestheti- cally pleasing and easy to maintain. The Public Works com- pound will give an impression of a very good office complex. Mayor Cassandra commented that these changes would have to go before the Community Appearance Board for approval. Mr. Cheney noted that it is important that something be done to make it as attractive as possible to the neighborhood. Fire Department Mr. Kenyon stated that the satellite Fire Station is a new building with a two-bay apparatus area. Storage, dayrooms, kitchen, dining area, rest rooms, office areas and the sleeping quarters are all within direct access to the apparatus. He noted that a patio area will be located in the back. - 9 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 Mr. Cheney stated that this building does not have the same priority as the other two. He noted that it will eventually be constructed but at the present time it will be bypassed because of the minimal amount of development existing in that area it is not feasible to utilize the manpower and vehicles required. He felt it was premature and the City had time to consider it. However, Mr. Cheney commented that it would be practical in the future to have some type of customer service facility in that area at which customers could pay their water bills instead of travelling to City Hall. Discussion continued among the Council members and Mr. Kenyon regarding the satellite Fire Annex building. Cost Estimates Mr. Cheney passed information sheets to the Council members. As part of the design development phase the first detailed cost estimates of the information outlined in the Master Plan and developed during the first two phases of planning have been made by the architects. The difference between the original cost estimate made in the fall of 1984 and the most recent cost estimates derived from actual measurements of proposed plans is the basis for financial decisions which need t° be made prior to the beginning of working drawings. Several important aspects of the program have been modified between the original concePts, budgetary estimates and the latest estimates. He noted that the communications center is now added as a part of the Boynton Beach Capital Improvements Program, Phase 1. It is a highly specialized space which must be fast tracked earlier than the rest of the projects in order to correspond to the Boca Raton and Delray Beach building programs. Further, it is more tech- nical and consequently a more expensive space which requires specialized heating and air conditioning elements, as well as sophisticated fire prevention devices. Additional cabling and electrical wiring is also essential. There is one change in our entire program and that is the Cooperative Dispatch Communication Center. As a part of Phase 1, the architect diagnosed the condition of the existing physical systems. What this addresses is the central plant and is suggesting that the City put a central plant in that would save $25,000 a year in operating costs, with a six to seven year payback for the central plant. - 10 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 Mr. Cheney stated the next item covers the issue of first floor, second floor. It has been conceived.and thought at one time that the Police Station and the library would be planned for the second floor. This plan automatically built in second floor limitations. Mr. Cheney stated that Mr. Miller decided that the second floor for the library and the Police Department was not a practical solution. By not limiting the plans to the second floor, more space was afforded in the additions to the Police Department and Fire Department than originally contemplated. Mayor cassandra inquired if the original decision was that the library would not have a second floor but the Police Department woUld. Mr. Miller verified that in the original schematic design he suggested not having a second floor. Mr. Cheney stated that in the originai budget, the City limited the library fur- niture to the size of the first floor. Mr. Cheney advised that the next page of his handout relates to the cost of the entire program as estimated by the archi- tects is currently $8,476,000. The original budget for construction of these projects is $6,350,000. One of the major benefits of having a coordinated Capital Improvements Program and capital budget is the flexibility that a total program affords decision makers in adjusting needs and resources for individual projects. It appears that there may be available within the program in total, enough funding to meet not only the original intention of the 1984 program but the new needs and opportunities that have been identified during the planning process. The presentation submitted to the Council is designed as a menu which provides Council with two distinctive pieces of information, the first being those items which the staff and the architects feel may be deferred in order to meet the original program guidelines and expenditure limits. Secondly, there are a number of alternative suggestions - 11 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 which can provide Council the opportunity to meet those aspects not originally considered by doing some rearranging of financing. Mr. Cheney directed the Council's attention to the handout entitled "Capital Improvements Program, Project Menu." He indicated that two lists are indicated and addressed the items listed under "Adjustments to Building Program as Designed." He stated that it should start out with the idea that the project will cost $8,476,000. The following were listed items that can be deducted: 1. Build one level parking lot rather than three level garage. 2. Defer covered walkways around City Hall and Police Station. 3. "Shell" physical training section and reduce renovations in Police Station. 4. Elminate Central Plant Design. 5. Defer children's section and reduce remodeling effort in Library. These items result in reducing architect and engineering fees which brings the adjusted program design cost to $6,869,450, ~which is 8% above the original cost. Under the column "Adjustments to Revenues Allocated to Program" it shows the original design estimate of $6,350,000. What can we do from a financing point of view to get to the original design estimate? Because of the delays in the $11,000,000 issue and the projects involved in getting it started, the City has the ability to take $800,000 of the 1985-1986 Utility Service Tax and use that to add to the General Obligation bond issue. The City also has the ability to take $600,000 from 1986-1987 Utility Service Tax, and in both cases be able to fund $11,000,000. Because of the timing involved, the City has been earning money on the funds that have been invested on the G. O. issue which amounts to a few hundred dollars. In addition, Mr. Cheney suggested that the City can use $50,000 from the two cents gas tax for parking lot improvement. - 12 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 Mr. Cheney noted that there is $320,000 which is in the Capital FUnd for Wilson Park expansion and the City could consider using that capital. The $320,000 was not a speci- fic project; it was to have money available if the people on the side street ever wanted to sell their houses. That is just deferring it and using the money now, and at the same time to go ahead with the $11,000,000 bond issue. He noted that the City has accomplished much on the north end, and are not ignoring that issue if it is deferred. On the other hand, if one person wants to sell his house, the City could probably secure the funds to purchase that one house. Mr. Cheney pointed out that another $156,000 can be secured from additiOnal interest on the third year of the G. O. bond issue. That funding would bring the figure up to the $8,476,000. He stated that the approximate $6,869,450 figure can be guaranteed by deferring some items, or the City can rearrange existing dollars that are planned for capital improvement programs to achieve the project goal which has been planned at this meeting. Mr. Cheney explained that the other two pages of the handout describes the two columns in more detail. One shows how to cut back on projects and the other indicates how to fund additional monies. Mr. Cheney stated that the proposed Public Service taxes secured each year at about $800,000 have been proposed to be spent on projects or used as debt service for the $11,000,000 bond issue. He advised that the information on the handouts further indicates where the Public Service money would be used. The 1985-86 money will be assigned to the G. O. bond project which is $800,000~._ The 1986-1987 money would be assigned in two ways - $600,000 to the G. O. bond issue and $600,000 to the May, 1987 interest payment on the $11,000,000 bond issue. The $11,000,000 is the money needed to accomplish the projects discussed. From 1987 to 1988 and the rest of the subsequent years will be the basis for the $11,000,000. - 13 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 Mr. Cheney advised that the following items have been con- sidered in securing additional funding - the City's interest being accrued, the money taken in from the Police in the Forfeiture Account and the four payments of revenue money that the city received for this year - and can be used as the resources to pay for furniture and additional equipment. This also includes the money to pay for the Project Manager position discussed earlier. Discussion followed. Mayor Cassandra and the Council acknowledged that they would require additional time to consider their decisions. Mayor Cassandra asked on the original design concept was a two level parking tier proposed. Mr. Kenyon responsed that it was the same amount of cars as in a four level split design. There was a brief discussion among the members regarding the construction of a two level versus a four level split design. It was agreed that it was more feasible to have a four level split design. Mayor Cassandra was concerned over the elimination of the children's section which was originally planned. Mr. Cheney stated that the existing library is 12,000 square feet, and if you added 12,000 square feet, somewhere in that 12,000 square feet there would be a children's library space. When adding the 16,000 square feet prepared in the plan you end up with space for a children's library but that space can be added on later. There still will be a children's library but a different space will be used for the children's library within the 12,000 square feet allocated for the building. Mr. Cheney clarified that only the additional space which identified the children's library would be elim- inated. Mr. Cheney described the chart in the handout which iden- tified the cost estimate based on what is seen. It shows additional expenses and how it arrives at the $8,476,000 figure. On the right hand side of the chart are items that were priced and amounts to be saved from eliminating certain items such as a parking garage. - 14 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 Mayor Cassandra advised the Council that they could vote to make a final decision at the workshop meeting or they could have time to digest the information received. Discussion continued among the Council members as to the pros and cons of making a decision at the meeting or taking additional time to digest the information received. The Council mem- bers agreed that a decision can be made at the next Council meeting on June 3 and should not put a dent in the "yardstick calendar." Mayor Cassandra commented that the staff and architects are doing an excellent job but with this increase and request for additional funds, it would be wise to have additional time to consider these changes. Virginia Farace, Library Department, questioned the addi- tional space in the library. When first verifying sizes for the referendum, she was under the impression that there would be a second floor and were limited to 12,000 square feet. The amount of money was budgeted on 12,000 square feet which was not based on the library's needs. When she discovered that there would not be a second floor, she then approached it from a need prospectus. She commented that there is a National Standard that is applied and that is .6 square feet per person - the amount of space allocated for the library is not sufficient and does not meet the National Standard. The space projected is smaller than it should be to serve 48,000 people. Ms. Farace stated that she wanted to dispell any fear that this is additional space that was requested and that it is 2,000 square feet under the stan- dard that is required on opening day. Mr. Cheney agreed with Ms. Farace but stated there is more square feet included than was budgeted and that is one reason why the estimated cost of the library is more than it was originally. Mr. Miller stated that the reason for the library being on one floor is that it is a more efficient operation on one floor and can be operated with fewer people. Therefore, it would be less expensive to operate and will better serve the public. - 15- MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA May 27, 1986 Vice Mayor Zimmerman questioned the replacement of the hand- ball courts. Mr. Cheney has reviewed the situation and believed the best area to put the handball courts is on the other side of the tennis courts. There is a corner of grass area near the Madsen Center on the east side of the existing tennis court and on the south side of the longer set of tennis courts. If it is decided, it can be placed in that area and will not involve a cost factor. Mr. Cheney advised that in replacing the existing art center building which was the old library, it should be placed in a space over in the corner of the Civic Center on the southeast corner. It is proposed at $107,000 and is included in the new cost figure of $8,476,000. Mr. Cheney pointed out the necessity of having someone assigned to monitor and coordinate the relocation process.
