Minutes 02-13-86MINUTES OF THE SPECIAL CITY COUNCIL MEETING HELD AT CITY HALL, BOYNTON BEACH, FLORIDA, THURSDAY, FEBRUARY 13, 1986 AT 5:15 P.M. PRESENT Nick 'Cassandra, Mayor Ezell Hester, Jr., Councilman James R. Warnke, Councilman Carl Zimmerman, Councilman Betty S. Boroni, City Clerk James W. Vance, City Attorney Mayor Cassandra called the meeting to order at 5:15 P. M. and announced it was a Special Meeting in accordance with Section 56 of the City Charter with proper notification given. Receipt of Nominatinq Petitions Mayor Cassandra read the attached memorandum dated February 11, 1986, from the City Clerk confirming nominating peti- tions were filed by Ezell Hester, Jr., Michael "Mickey" Cain, and Dee L. Zibelli. Proclamation of General Election Mayor Cassandra read the Proclamation in its entirety proclaiming that a General Election will be held on March 11, 1986, to elect one Councilmember from District IV and a special Referendum Election will be held at the same time to vote yes or no on the question of deleting the current charter provision which prohibits Councilmembers from serving more than two consecutive terms in office to permit officeholders to serve a maximum of three consecutive terms. Mayor Cassandra then congratulated Councilman Hester for his concerned effort to represent the City of Boynton Beach and its people. ADJOURNMENT Councilman Warnke moved to adjourn, seconded by Councilman Zimmerman. Motion carried 4-0 and the meeting was properly adjourned at 5:20 P. M. Zibelli Ail nominees have sworn under oath that they are duly qualified to hold office, and Filed nominating petition containing 25 signatures which have been certified by the county office. 2. Paid $25 filing fee. Have been certified by Jackie Winchester, Supervisor of Elections, Palm Beach County, as a registered voter in the City of Boynton Beach in accordance with Section 17 of the city Charter.
