Minutes 06-18-85MINUTES OF THE~REGULAR CITY COUNCIL MEETING HELD AT CITY HALL, B6YNTON BEACH, FLORIDA, TUESDAY, JUNE 18, 1985 AT 7:30 P.M. PRESENT Nick Cassandra, Mayor Robert Ferrell, Vice Mayor Ezell Hester, Jr., Councilman Carl zimmerman, Councilman Peter Cheney, City Manager Betty Boroni, City Clerk James W. Vance, City Attorney ABSENT James R. Warnke, Councilman (excused) The meeting was called to order by Mayor Cassandra at 7:30 p.m., and the Invocation was given by Reverend Sylvester Banks, Jr., Pastor of the Bible Church of God, followed by the Pledge of Allegiance to the Flag led by City Manager Cheney. AGENDA APPROVAL Mr. Cheney requested that item XI.E. be deleted, as the appoint- ment is to be made by the Cemetery Board of Trustees--not by the Council. He wanted to add under VIII. LEGAL C. Resolutions five resolutions, all of which are relatively pro forma, relating to the General Obligatign Bond issue for the building improvements voted upon at the last City referendum. There are four issues for each of the individual projects and a fifth issue combines those four issues into one for the purpose of selling the bond issue. Councilman Zimmerman stated he would like to pull from IV. Consent Agenda C.2. for discussion. Councilman Hester moved, seconded by Councilman Zimmerman, to accept the agenda with the corrections; the motion carried 4-0. ANNOUNCEMENTS ~.~ Mayor Cassandra announced that City Hall will be closed Thursday, July 4, in observance of Independence Day. CITY MANAGER'S REPORT July 4th Celebration Mr. Cheney said, in addition to the July 4th celebration,.there will be a full weekend of activities at Boat Ramp Park; this is the first formal use of the Park since its opening. A dedication ceremony for the Park is scheduled for Thursday, July 4, from 5:30 to 6:00 p.m., and everyone is invited to attend. Some County officials are being invited also, as some of the funding for the Park came from the State through the County. - 1 - MINUTES-REGULAR CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA JUNE 18, 1985 Public Hearing of Board of County Commissioners as the Environmental Control Agency Mr. Chene¥ attended the recent meeting, which was a public hearing, of the Board of County Commissioners as the Environmental Control Agency. They met to hear an appeal of a denial by the County Health Department concerning a private well and a private septic tank to be constructed on South Federal Highway just north of Gulfstream Mall. The Council considered this property for annexation some time ago but decided against it, because it was not consistent with our Comprehensive Plan. Commissioner Wilken telephoned Mr. Cheney':s office the previous afternoon to say that item would be on their agenda the next morning. He attended the meeting and explained to the County Commission why the City did not think that use, a self-storage warehouse facility, should be located there, as that was not con- sistent with our plan to upgrade Federal Highway. Four Members of the County Commission were present, and they voted 3-1 to deny the appeal and support the City's position. $1,500 Donation From Cast Off Square Dance Club On Consent Agenda It was pointed out that under Consent Agenda a $1,500 donation will be accepted from the Cast Off Square,Dance Club. This has become kind of an annual event, but Mr. Cheney wanted to acknowledge it and express thanks for this contribution to improve the Civic Center. Post Office Regarding the Post Office to be built west of the City, Mr. Cheney said there has been a mixture of opinions as to whether we should expect the Post Office to dedicate 10, 15 or 20 feet to eventually widen the 30 foot access road east of the Post Office to a 50 foot right of way. After listening to their concerns and reviewing the minimum requirement needed for the road, it looks as though 45 feet would be acceptable and agreeable to both the Gity and the Post Office. The City's general standard is that, if a sidewalk is required, it should be built to the end of a property. The Post Office, however, has agreed to build the sidewalk to the front of their building, which is where people will be walking when they come off Boynton Beach Boulevard, and will commit in writing to extending that sidewalk t~ the end of their property when the property to the south of th~m is redeve- loped and their sidewalk is built. The sidewalk will be on the west side of what will become the 45 foot right of way through the entrance to the Post Office building. They claim that, since no one has the ability to get onto their property south of their front wall, there is no immediate need for that sidewalk; if they built the sidewalk to the end of their property, there is no - 2 - MINUTES-REGULAR CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA JUNE 18, 1985 other sidewalk continuing southerly. Mr. Cheney said he believes this is a reasonable solution to the problem of the right of way on the east side. Mr. Cheney said there is still a lot of activity between the City and the Post Office, locally through Congressman Mica's office, through Bill Winchester and Rick Rossi, and in Washington through Congressman Mica's office and the liaison for the Postal Service there to find a way to convince the Post Office to buy a small piece of land west of the Post Office site to give them access to the Post Office opposite Mall Access Road B, where there will be a traffic signal. He said the Post Office should have done this in the beginning but did not; it is beyond the City's control. He recommends that we proceed with the 45 foot right of way and the Post Office's commitment to extend the sidewalk some time in the future. The City has not given them a commitment for water and sewer service, but we did give them permission to use water for construction purposes off our hydrant, which is a standard process and a display of cooperation by the City. The Post Office agrees to annex to the City. Mayor Cassandra confirmed that all of these agreements will be in writing. After discussion, it was the consensus of the Council that consent should be given to proceed with these recommen- dations pertaining to the Post Office. Because a number of people come in to speak during public audience on certain items, some of these have been placed on the agenda before public audience so they may have an opportunity to respond at that time. Maintenance of Jaycee Park for Golf Chipping Practice A request was made at the last Council meeting for more frequent cutting of grass in the area used for this purpose, and Mr. Frederick, Director of Recreation and Parks, responded that the staff has been instructed to cut the grass as frequently as possible and extra cutting is done when the schedule allows. He said they do not provide golf course maintenance standards; we have a Municipal Golf Course with fully developed practice areas. Mr. Cheney thought the response was reasonable, and a copy of his memo will be sent to the gentleman who made the request. He said this was started as a cooperative effort to make it possible for people to hit golf balls around, but it never was intended to be a putting green or closely cropped area. Screening of TV Reception Dishes This matter is being reviewed; Mayor Cassandra brought in articles on the subject, the gist of which is that something cannot be - 3 - MINUTES-REGULAR CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA JUNE 18, 1985 placed in front of a reception dish. The City has an ordinance that requires a six-foot screening or wall on three sides of a dish, which still leaves the fourth side for reception. There is a problem where a dish was installed without a permit in such a way that it is difficult to work out the screening on three sides unless the house or a shed that is there is considered to be one of the walls. The Building Department is continuing to work with the owner to resolve the problem; it may require moving the dish. There is a problem of complying with the ordinance on this installation where a permit was not obtained in advance; the Board of Adjustment denied the request for a variance. Driveway Exit Problem at 2818 S.W. 6th Street The Police Department has observed this site and found no illegal parking by the neighbors; the person who brought the problem before the Council has a circular drive which allows exit in two directions. She prefers to back out of the drive, but that seems somewhat unreasonable. As there does not seem to be illegal parking, it is doubtful anything else can be done. Mayor Cassandra said both he and Mr. Cheney have driven past this site and did not observe illegal parking. Canal Retaining Wall - Golf View Harbour Since this matter was discussed at the June 4 meeting, study of this situation regarding Mr. Ed Lewis' construction of a seawall along a canal by his home, but partially in the canal right of way, has been done. Mr. Cheney said other retaining walls are probably in violation, but it is unknown at this time how many walls have been built over the years, where they are located and what condition they are in. Many of these walls have not been seen by Inspectors, but Mr. Lewis came in for a permit and he also happens to be in a visible location. The staff has not made a recommendation; this seawall is 75 to 80 percent complete. Mr. Cheney said if we recommend demolition, we will have to locate all of the walls that are in violation along canals and have them removed. If we give an easement for this one, he thinks others ould expect an easement for theirs and many of them are in such oor condition we would not want to acknowledge that they exist. ~hey were probably not built according to decent standards in the first place. Mayor Cassandra asked Attorney Vance about the stipulation discussed at the last meeting whereby Mr. Lewis might finish his seawall with the assumption that he would have to remove it if the City ever needed the right of way; he wondered if that could be applied to other owners of "illegal" walls. Attorney Vance replied that they will not be coming in for permits; we would have to go to them and would probably have to give them two - 4 - MINUTES-REGULAR CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA JUN~ 18, 1985 choices. Either they could apply for and agree to the conditions of the permit, admitting it is a temporary structure; or they could be forced to remove the Wall they have in place, which would involve an injunction suit. Mr. Cheney said if temporary permission to have a wall is given on an annual basis, we insist that they provide insurance protection. Councilman Zimmerman said we need to know how many of these seawalls there are, whether any of them have agreements with the City in writing and what the agreement is. Mayor Cassandra said, as pointed out by City Manager Cheney, that area is blocked from view, and pools and screens may be found that should not be there. He wondered if the Council would consider evaluating this case on its merit; he said Mr. Lewis maintains an immaculate piece of property. He thought something should be done to give Mr. Lewis an answer~this week, as it should not remain half built. As far as insurance, Mayor Cassandra said we would have to find out if the insurance would cover that piece of land. Councilman Zimmerman asked if that would not be additional insurance, over and above what Mr. Lewis has on his property. City Attorney Vance advised that Mr. Lewis would have to show the City proof of insurance to cover that. Mayor Cassandra thought it should be directed to the City Manager so Mr. Lewis would know what the direction should be. He suggested the Council should let Mr. Lewis have one more week to work out the problem of insurance and then come back to the Council for direction as to the way to go. Councilman Zimmerman thought it was the Council's responsibility to see that the City's property is taken care of; he moved to table this and to get a determination from the staff as to whether it is getting out of control, how many of these walls exist, and whether there are any written agreements. Vice Mayor Ferrell~ seconded the motion with the condition that they have staff p~e- pare the agreement of what the City would need on this so the~ will know one way or the other at the next meeting. Mayor Cassandra said an agreement should be made up in case the Council approves the wall in the location it is now. The motion carried 4L~, In response to a question asked by Councilman Hester, Mr. Cheney said this problem was identified by an Inspector who discovered the permit showed it was to be behind the property line. Attorney Vance said, in response to questions from the Council, that a lawsuit from the City might be required to get illegal walls removed unless the owners voluntarily do it and liability of the City in the event of an injury might be determined by whether or not the City knew they were there. Vice Mayor Ferrell thought there are a lot of better things we could be doing than searching for possible violations. - 5 - MINUTES-REGULAR CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA JUNE 18, 1985 Sun Protection at Oceanfront Park Beach Area Two possible solutions to this problem in the shelter areas were presented by Mr. Cheney; one is aluminum roofing over the top at a cost of $5,300 and the other is cedar tongue and groove slats over the top at a cost of $4,700. Both of these costs are for materials only; he suggests the cedar tongue and groove slats, painted the same color as the benches, and not brought out to the extreme ends of the roof structure so the beams would still show. The problem of doing the installation ourselves is that there are so many things to do, but the cost of having them installed is very high. The money would come from the Beach Fund. The con- sensus of opinion of the Council was that tongue and groove cedar should be used at a cost of $4,700. PUBLIC AUDIENCE Handicapped Parking Spaces Mrs. Dee Zibelli, 440 Ocean Parkway, came before the Council and said she had requested several weeks ago that the parking tickets be raised for people who park in handicapped spaces; the Police Department informed her on June 12 that the charge is $10. In West Palm Beach the charge was raised by the City Commission to $50, and violations have decreased by 75 percent. She would like to see the City Council do this in Boynton Beach. Vice Mayor Ferrell said we do not have a parking bureau as a lot of the other cities do; we use a citation from the County Sheriff's Office and it is fined at their rate presently. Mr. Cheney said he would check on developing a structure; we do not have one because at is not worth having a separate structure without parking meters. This should be on the report for the July 16 meeting. Water Meter Fees Mr. John Pagliarulo, 3546 South Lake Drive, came before the Council and said he maintains an office for his general contracting business, which goes under the name of John Pagliarulo Building Contractor, Inc., at Yachtman's Plaza South. He also is affiliated as a one-eighth partner with a group called Paggey Investors, Inc., which is a corporation, and with a group called Paggey Investors of Florida, a general partnership, as a one-eighth partner. The only thing the corporation owns is Yachtman's Plaza South. The partnership is currently developing Miner Ridge Estates, a single-family home development. He said there are three entities--himself as a proprietor, a corporation and a partnership. As the contractor for Miner Ridge Estates, he approached the City for water meters and was refused because the Utility Department said he owed money to the City from a previous - 6 - MINUTES-REGULAR CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA JUNE 18, 1985 project. When he built Yachtman's Plaza, he came to the City for a construction water meter. He felt the charges were excessive and also that neither he nor the partnership should be held accountable for the funds owed by the corporation. Attorney Vance asked if he feels he owes the City money, and he answered he did not. Mayor Cassandra asked if other construction people are charged when they come for a hydrant meter, and Mr. Cheney said the City charges for all water used. Mr. Pagliarulo said he paid $3 and some cents for the water he had used, and Mr. Cheney said that did not cover all of the water used in the construction job but he wanted to wait and see what the records show. He said in the past bills have at times been written off for corporations where it was discovered some of the owners operated businesses here in the City, and it seems to the City staff that these people involved in corporations have some obli- gation to pay bills that are due. The City's position is that corporation in Which Mr. Pagliarulo is a partner owes the over $200. Mr. Pagliarulo wanted to get the problem solved at once as it has been several months since the problem came up, and Mr. Cheney said Mr. Hunt, Assistant to the City Manager, wrote a letter to Mr. Pagliarulo but there was no response until today when he came in to pick up more water meters. Mr. Cessna, Utilities Director, said for two years the policy has been, when anyone takes out a meter, he is required to bring it in once a month for reading. If the meter is not brought in, the charge is $25 per month until it is brought in. The reason for this policy was that meters were brought_back in showing 1,000 gallons used, and 20 houses had been built; most of the water was not being paid for. Attorney Vance said corporations are independent legal entities; Mr. Pagliarulo said the City should collect the money owed from the corporation--not hold up this project which is not related to the corporation. In response to Attorney Vance's questions, it was brought out that Mr. Pagliarulo pulled the meter as the builder--not as the owner of the property--in the building of Yachtman's Plaza and the same thing is being attempted in the building of Miner Ridge Estates. It was agreed that Mr. Pagliarulo would meet with the appropriate City staff to resolve the problem. CONSENT AGENDA A. Minutes 1. Accept Donation From Cast Off Square Dance Club A check in the amount of $1,500, along with a letter from the Club President thanking the City for the use of the Civic Center and designating the donation for its benefit, was sent on June 3, 1985, to the attention of Mr. Charles Frederick, Recreation and Parks Director. G. Approve Construction of Additional Golf Cart Paths Joe Sciortino, Golf Course Manager, in memo of June 12, 1985, to the City Manager recommends contracting with Whiteside Paving at a cost of approximately $20,000 from the capital improvement budget for the paving of Phase II cart paths. Approve Outdoor Banner - First Baptist Church In letter of June 5, 1985, to the City Manager, Pastor Charles Brannon requested permission to erect banner at Jaycee Park the weekend of Jane 23 to publicize their Starlite Worship. Councilman Zimmerman moved to adopt Consent Agenda items A; B; C-1,3; D-1,2,3,4,5,6,7,8; E; F; G; H; I; and J. Vice Mayor Ferrell seconded the motion. Councilman Zimmerman commented that the drawings on the prelimi- nary plats are such an odd scale they are of little value for study; he wondered if they might be enlarged or eliminated. Mr. Annunziato said you lose definition when they are copied repeatedly, and there is no way to make them clear with the copying machine. Mr. Cheney said the record needs to show the Council is given documents they are approving. The motion on the floor was voted upon, and it carried 4-0. C. Resolutions Proposed Resolution No. 85-II Re: 2% Gas Tax Approving Additional A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, APPROVING THE INTERLOCAL AGREEMENT FOR LOCAL OPTION GASOLINE TAX DISTRIBUTION. - 11 - MINUTES-REGULAR CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA JUNE 18, 1985 Councilman Zimmerman had questions about the $.02 gas tax, and Mr. Cheney explained the City had passed a resolution previously for $.04, but the County approved only $.02; now the County Commission is asking for the additional $.02. This is one of the ways they have chosen to raise funds for roads. Councilman zimmerman said according to the newspapers, the State Legislature is considering an additional $.02 tax, which Dade County passed today. Mr. Cheney said the public statements of the Palm Beach County Commissioners have been negative to that tax. The City receives between $130,000 and $140,000 a year for each $.02. Mayor Cassandra was concerned about the City having more input concerning the County's priorities of roads to be improved. Mr. Cheney said the formula for distribution according to lane miles was developed by a committee representing the Municipal League. The funds will be used for the roads on the Year 2000 Plan or the construction plan adopted by the Metropolitan Planning Organization. Councilman Zimmerman said there are a lot of state roads on that list, and it bothers him and it is unfair that we paid gas tax for years building roads throughout the state and now we do not get ours built unless we build them ourselves. Vice Mayor Ferrell moved to approve Resolution No. 85-II, seconded by Councilman Hester. The motion carried 3-1 with COuncilman Zimmerman dissenting. BIDS None PUBLIC HEARING ae Consider request by Carl W. Lindner for conditional use to construct an adult care residence, Praxis Adult Care Residence of Boynton Beach. (Public Hearing continued from ~ay 21, 1985) Mr. Annunziato explained this facility is proposed for S.W. 3rd Street and Woolbright Road on the last vacant tract of land in this portion of the City. After conducting a public hearing, the Planning and Zoning Board unanimously recommend approval of this project, subject to staff comments. Mayor Cassandra asked if anyone wished to speak in favor of or against the request and received no response. Councilman Zimmerman moved, seconded by Vice Mayor Ferrell, to approve this request by Carl Lindner for conditional use for Praxis Adult Care Residence of Boynton Beach, subject to staff comments. The motion carried 4-0. Be Consider conditional use approval for Ganesh Day Care Center, 2304 South Seacrest Boulevard, to convert an existing house - 12 - MINUTES-REGULAR CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA JUNE 18, 1985 into a day care center to serve a maximum of 32 children ages two through five. Request submitted by Ken Carlson, Architect, Palm Beach Agricultural Consultants, Ltd. (Tiny Scholar Nursery School) Mr. Annunziato said that, after conducting a public hearing, the Planning and Zoning Board unanimously recommends approval of the request, subject to staff comments. Mayor Cassandra had reser- vations about putting 32 children into this area, which a few years ago had been zoned commercial because of the Seacrest Boulevard traffic being so heavy it was considered unsafe for children to live there. He also was concerned about the noncon- forming use and the fact that a variance was given for a driveway which is not 180 feet away from the corner and now this con- ditional use. He said he did not question the fact that there is a need for day care centers, but thinks we should be careful where we put them and questions if this area is appropriate. There was discussion comparing the driveway off Seacrest Boulevard into this property and the recent situation where a driveway was not allowed to enter Wendy's restaurant from Boynton Beach Boulevard. Mr. Ken Carlson said Dr. Ganesh plans to build a day care center several blocks east of this house in the future if this works out well. It would be designed for more intensive training; they have purchased several computers for the kids. He wants to start here to attract people and then go into a larger facility and close this facility. During the public hearing no one spoke for or against the request. Request submitted by Siteworks Architects and Planners, Inc. for Mr. and Mrs. Edward Bauer Mr. Annunziato explained that the applicant is planning to use the existing structure as his office and to relandscape the site and eliminate driveways on U.S. Highway ~1 consistent with current codes. The Planning and Zoning Board gave a positive recommendation, subject to staff comments. Mayor Cassandra said this property was part of the blight area targeted for improve- ment in the downtown redevelopment; he wondered if we are aban- doning the upgrading of the outer area in the downtown - 13 - MINUTES-REGULAR CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA JUNE 18, 1985 redevelopment and concentrating only on the Central Business District. Mr. Annunziato said this was a concern of staff; one of the recommendations in the Redevelopment Plan was to rezone this area from C-4 to C-2 to offer greater protection to property owners to the east, which are predominantly single family. It was pointed out to the Community Redevelopment Agency that this was inconsistent with the Comprehensive Plan--one of the two plans would have to be changed. Mr. Annunziato suggested that the Agency make that comment officially to the Planning and Zoning .Board, the local planning agency, for their consideration and review of the citywide Comprehensive Plan and delete it from their plan, removing the inconsistency. An evaluation was made of this use relative to other uses in the C-4 zone, and it was concluded that this is not a bad interim use of the property and does not involve a large investment of funds and building of str~ ures. Property ~alues in this area are expected to this use in the near future; by then the zoning category consistent with the original concept of the pment Plan. The applicant was present to answer questions, but none were asked. No one spoke in favor of or against the request during the public hearing. The Planning and Zoning Board, after conducting a public hearing, unanimously recommends approval, subject to staff comments. Mr. Michael Brinkman said Southern Bell has removed their objection. The configuration of the buildings on the property is different now; therefore, the applicant would like to abandon the original easements and rededicate easements in locations con- sistent with the new units. Consideration was given to replatting the property, but legal problems could develop with deeds that have already been recorded. It was confirmed that the people who have already bought condominiums in the area would not be affected. Mr. Jonathan Ricketts introduced the owner's Attorney, Mr. Ed Welch, to answer Councilman Zimmerman's question as to whether the development would have a separate condominium association. He confirmed that it would be separate; the existing development already has a condominium association in effect and will not be involved in these changes. Mayor Cassandra said five names have been sub- mitted for consideration; they are William Martin, Vice President of Barnett Bank; Chuck Mucciolo, a licensed landscaper who served on the Community Appearance Board, presently working for Urban Design Studio on a contract basis; Don McKone, a former CRA Member who resigned for health reasons; Rudy Blank, who lives in the Chapel Hill area; and Anthony DeSarli, a retired electrical engineer and a former member of both the Board of Adjustment and Library Board. Mayor Cassandra called attention to a question as to whether %here would be a conflict if Chuck Mucciolo was appointed. Councilman Zimmerman thought perhaps City Attorney Vance could give an opinion and added that Mr. Mucciolo works under contract at different times for Urban Design Studio. If he were a full- time employee, City Attorney Vance thought there might be a serious concern. If Mr. Mucciolo is simply an independent contractor who deals with Urban Design Studio, Attorney Vance did not think there would be a problem. Carmen Annunziato, City Planner, believed Mr. Mucciolo was an employee but did not believe the City had a contract with Urban Design Studio, Mayor Cassandra talked to Hank Skokowski, President of Urban Design Studio, and he saw no objection to one of his employees being appointed. In the future, Mr. Skokowski may put a request in to do more work for the City, at which time that person would have to abstain from voting. Mayor Cassandra said it would be the Council's decision, and there  ere some reservations on both sides as to the appointment of that articular gentleman. Mayor Cassandra wondered if the Members wanted to make the decision now. As he recalled the Florida Statute, once an appoint- ment is made, it is very hard to pull a person off unless there is due cause. Councilman Warnke was to make the next appointment but, due to his absence, Councilman Zimmerman appointed Charles Mucciolo and then Mayor Cassandra appointed William Martin. He said he thought the CRA needs someone with financial expertise. CRA Board Members' terms rotate, so it was decided that Mr. Mucciolo's term would expire in 1987 and Mr. Martin's in 1988. OLD BUSINESS Am Consider projects for 1985 Street Resurfacing Program (Postponed from June 4, 1985 Meeting) Based on suggestions that were submitted, Mr. Cheney said they went out and looked at some streets; Mr. Tom Clark, city Engineer, listed them, a total of 1,900 feet of roadway, on a memo. The recommendation is that these be added to the previous list and that resurfa¢ing be done as far down the list as the $9,500 allows. Mayor Cassandra received a request for N.E. 1st Court between 22nd and 26th Avenue in Village Royale on the Green. Mr~ Cheney said that is a public street, and from time to time representatives of the VRG Owner's League have approached the City about abandonment of the street so they can do security construction around it. He suggests that we pave it before turning it over to the development, which could be effected with a quitclaim deed. Be Consideration of Water Treatment Alternatives - Reverse Osmosis/Lime Coagulation Studies Mr. Cheney read his letter to the Council, which stated that he expecte~ they would want to spend at least a month reviewing the attachedi studies. The attachments included a memorandum from Mr. Perry Celssna, Utilities Director; a report by Post, Buckley, Schuh amd Jernigan, Inc., presenting an analysis of reverse osmosis;~ and a report by Russell & Axon concerning analysis of water t~eatmento The memo stated it appears that the City should proceed .to plan to construct a reverse osmosis system for its next water treatment facility, while continuing to collect infor- mation aibout both processes. It appears reverse osmosis is the best method for water quality, and the cost of this system is in line with lime coagulation. It also allows easier adjustment of treatment capacity to demand. Mr. Cheney wants the authors of the reports and research personnel to be present at the meeting. Questions and suggestions of what is good or bad about either process should be turned in so they can be addressed. NEW BUSINESS NONE ADMINISTRATIVE A. Report on Summer Work Program Mr. Cheney said hiring five youths to work during the Summer would provide valuable yet inexpensive assistance to the City. They are needed for typing in Purchasing, microfilming for the City Clerk, assisting the City Manager's Office by providing vacation coverage and working on miscellaneous projects, and two Summer Camp Assistants are needed for Recreation. At $3.35 per hour, 20 hours per week for 11 weeks, the total cost of the program would be $3,685, which would come from the Contengencies Fund. Vice Mayor Ferrell made a motion to approve the Summer Work Program, not to exceed $3,685, as suggested by the City Manager in his memo of June 18, 1985, and it was seconded by Councilman Hester.
