O83-44ORDINANCE NO. 83-~ AN ORDINANCE OF THE CITY OF BOYNTON BEACH, FLORIDA, AMENDING CHAPTER 5, BUILDING CODE, SECTION 5-28 ADOPTION OF THE STANDARD PLUMBING CODE BY ADOPTING THE STANDARD PLUMBING CODE, 1982 EDITION, TOGETHER WITH UNIFORM MINIMUM PALM BEACH COUNTYWIDE AMENDMENTS AS RECOMMENDED BY THE BUILDING CODE ADVISORY BOARD OF PALM BEACH COUNTY AS AMENDED; PROVIDING FOR A SAVINGS CLAUSE; REPEALING PROVISIONS; AUTHORITY TO CODIFY; AND EFFECTIVE DATE AND FOR OTHER PURPOSES. WHEREAS, the City of Boynton Beach is mandated by Palm Beach County to adopt the same basic construction codes as all municipalities in Palm Beach County; and WHEREAS, the Building Code Advisory Board of Palm Beach County has recommended the adoption of the 1982 adden- dum to standard codes with uniform minimum countywide addendums. NOW, THEREFORE, BE AND IT IS HEREBY ORDAINED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, AS FOLLOWS: Section 1. That Chapter 5 of the Codified Ordinances of the City of Boynton Beach, Florida, Plumbing Code, Section 5-28 Amendment to Plumbing Code is hereby amended to read as follows: Sec. 5-28 Plumbing Code Adopted The Standard Plumbing Code, 1982 Edition, together with uniform minimum Palm Beach countywide amendments thereto as amended, copies of which are now on file in the office of the Building Official of the City, is hereby adopted and established as the Uniform Standard Plumbing Code of the City. Section 2. That the addendum listed as Appendix A is attached hereto and made a part hereof by reference. Sectio~ 3-- All ordinances or parts of ordinances in conflict herewith are hereby repealed. ~ection 4. Should any section or provision of this ordinance or any portion hereof be declared by a Court of competent jurisdiction to be invalid, such decision shall not affect the remainder of this ordinance. ATT EST: (Corporate Seal ) CITY OF BOYN~DA UNIFORM, MINIMUM COUNTYWIDE ADDENDUMS TO THE STANDARD PLUMBING CODE, 1982 EDITION AS RECOMMENDED BY BUILDING CODE ADVISORY BOARD OF PALM BEACH COUNTY, FL. The 1982 Edition of the Standard Plumbing Code is amended by the following revisions, additions and deletions. Section 105.2 - Condition of the Permit. Delete and substitute the following: The Building Official shall act upon application for a permit with plans as filed, or amended, without unreasonable or unnecessary delay. A permit issued shall be construed to be a license to proceed with the work and shall not be construed as authority to violate, cancel, alter, or set aside any of the provisions of this code. Any permit issued shall become invalid unless the work authorized by it shall have been commenced within six (6) months after its issuance, or if the work authorized by such permit is suspended or abandoned for a period of six (6) months after the time the work is commenced; provided, that for cause, one or more extensions of time for periods not exceeding ninety (90) days each, may be allowed in writing by the Building Official. A journeyman master plumber shall actively supervise on the site all plumbing work. Section 106.3 - Schedule of Peinnit Fees. Delete existing and substitute the following: On all plumbing work covered by this code requiring a permit as set forth in Section 104.1, a fee shall be paid as required at the time of filing application in accordance with the fee schedule established by the City of Boynton Beach, Florida. (a) A reinspection fee of fifteen dollars ($15.00) may be charged for each reinspection made due to the rejection of work, or due to the fact that work was not ready at the time specified in the request for inspection, or failure to call for inspection. Payment of such fee must be made prior to the reinspection. (b) Plan Filin~ Fee - Thirty percent (30%) of estimated permit fee upon filing. Deduct amount from actual fee if permit is obtained within four (4) months from approval date; if not, permit fee is kept. (c) Major working drawing review fee - One hundred dollars ($100.00) deducted from permit fee if permit is obtained within eight (8) months from submission date. (d) Major changes fee after plans are approved and permit issue~l - Two hundred and fifty dollars ($250.00) fee, however, in no case more than the original permit fee. (e) Major plan rechecking fee - Second (2nd) and additional check lists - Ten percent (10%) of permit fee for checking service each time rechecked. (f) Building sewers and water service pipes shall connect to the public sewer and water main at a point designated by the proper authority. (g) A fee, double the regular fee shall be charged for every job started without a permit. (h) Annual Industrial Permits: Upon written request to the Plumbing Inspector, any industrial plant shall be issued an annual permit for plumbing work, installation, maintenance and equipment rearrangement covered sewers, fixtures, and piping in or on the premises owned or occupied by 'the holder as described in the permit, but to be issued subject to the following conditions: (1) The payment of an annual fee of one hundred dollars ($100.00) for each calendar year, and permit fees computed monthly according to the fee schedule above. ~ (2) The regular employment of one or more full time plumbers competent in the safe installation, extension, maintenance and repair of industrial plumbing systems and equipment. (See definition) (3) The unrestricted right of the ~Plumbing Inspector to check the premises of the permit holder at a reasonable time, unless prohibited by government regulations. (4) The performance of all work shall comply with the applicable provisions of this chapter. (5) The annual industrial permit shall cover the original connection and any rearrangement of machine and all other industrial equipment, including extension of plumbing systems required therefore and inspection fees therefore. -2-
