3 A RESOLUTION OF THE CITY COMMISSION OF THE
4 CITY OF BOYNTON BEACH, FLORIDA, REGARDING
5 SENATE BILL 6 RELATING TO EDUCA TION
6 PERSONNEL.

9 WHEREAS, the citizens of Boynton Beach value and support the Education
10 Personnel that work and live in the City and throughout the State of Florida; and
11 WHEREAS, the citizens of Boynton Beach are concerned with Senate Bill 6 relating
12 to Education Personnel legislation for the following reasons:
13 1. In the legislation as presently drafted, the method for evaluating teachers has
14 not been tested in other work environments and has not been properly vetted with input from
15 educators.
16 2. The legislation will make teachers the only governmental or quasl-
17 governmental employees forced into a merit pay system.
18 3. In the legislation as presently drafted, the method for evaluating teachers does
19 not take into consideration students who speak a different language than English (ESOL) or
20 have special needs (ESE) who will have varying levels of achievement.
21 4. The legislation, as presently drafted, measures half of a teacher's evaluation on
22 a one-time student test, which does not provide an appropriate standard of student
23 achievement.
24 5. The legislation, as presently drafted, means that teachers will not be evaluated
25 on various factors regarding student achievement, such as promoting self-esteem, counseling,
26 and motivating students.

1 6. The legislation, as presently drafted, does not take into consideration that
2 teachers' classes change annually, which means the level of student performance may vary
3 greatly.
4 7. The legislation as drafted fails to take into consideration a teacher's level of
5 experience, advanced degrees, performance awards, or certifications when the teacher is
6 evaluated.
7 8. The legislation as drafted ignores parents' accountability for ensuring student
8 achievement is a priority outside of a school environment.
9 9. The legislation as drafted forces teachers to strictly teach to prepare students
10 for a particular test rather than provide them with a quality well-rounded education.
11 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
12 THE CITY OF BOYNTON BEACH, FLORIDA THAT:
13 Section I. The foregoing "Whereas" clauses are hereby ratified and confirmed as
14 being true and correct and are hereby made a specific part of this Resolution upon adoption
15 hereof.
16 Section 2. The City Commission of the City of Boynton Beach hereby supports
17 Governor Crist's veto of Senate Bill 6.
18 Section 3. The City Commission of the City of Boynton Beach hereby requests
1 that the Florida State Legislature refrain from any actions which would override Governor
2 Crist's veto of Senate Bill 6.
21 Section 4. The City Commission of the City of Boynton Beach requests that
22 Governor Crist convene a panel of education experts, including practitioners, to address long-

1 term public education issues in the State of Florida, including sustainability of funding,
2 performance expectations, and quality of education.
31 Section 4. The City Commission of the City of Boynton Beach directs that a copy
4 of this Resolution be provided to Governor Charlie Crist.
