A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING
AND DIRECTING THE MAYOR AND CITY CLERK TO
SUBMIT TO PALM BEACH COUNTY HOUSING AND
COMMUNITY DEVELOPMENT APPLICATIONS FOR USE
OF COMMUNITY DEVELOPMENT BLOCK GRANT
FUNDING FOR PROGRAM YEAR 1996/97; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, Palm Beach County Housing and Community Development is
proceeding with its planning process for the Community Development Block Grant
Program year 1996/97; and
WHEREAS, as a part of this process, Palm Beach County Housing and
Community Development has invited municipalities and non-profit organizations to
submit proposals to their office by Friday, January 5, 1996 at 5:00 p.m.; and
WHEREAS, the City of Boynton Beach has prepared four proposal
applications which are designed to allow for expenditures to be made in areas
where principal benefit to Iow and moderate income people could be achieved and
is supporting the proposal from a non-profit organization Boynton Beach
Community Life Center. The proposals are as follows:
1. House Repair and Renovation Boynton Home Improvement
Program
Provide cash subsidy assistance to Iow and moderate income
homeowners toward Iow interest bank loans for repair and renovation
of their home. Projected completion of 20 houses.
Total grant request: $150,000.00
2. Emergency House Rehabilitation
Provide funds for rehabilitation of owner occupied homes that need
repairs declared to be an emergency. Projected completion of five (5)
houses.
Total grant request: $30,000.00
Infrastructure Improvement
Avenue Re-Construction
Phase IV, Completion of Railroad
Final phase of street re-construction of N.W. 11, 12, 13 and Railroad
Avenues. Phase IV finishes 220 foot section of Railroad Avenue.
Re-construction to include new asphalt paving, storm drains and
curbing.
Total grant request: $22,000.00
Programming - Boynton Beach Community Life Center
Provide support to fifty (50) at risk pregnant and parenting women
and their children. Case management through home visitation and
support groups.
Total grant request: $56,300.00
Recreation and Park Development Ezell Hester Community
Recreation Center
Construction of lighted racquet ball courts (4), lighted tennis courts
(2), a restroom/control building, sodding and landscaping, irrigation,
engineering consultant fees and sidewalk along N.W. 17th Avenue.
Total grant request: $339,000.00
NOW, THEREFORE, BE IT-RESOLVED BY THE CITY COMMISSION
OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Manager is hereby authorized and directed to submit
to Palm Beach County Housing & Community Development project applications for
use of Community Development Block Grant funding for program year 1996/97.
~ This Resolution shall become effective immediately upon passage.
