3 A RESOLUTION OF THE CITY COMISSION OF THE CITY OF
4 BOYNTON BEACH, FLORIDA, SUPPORTING THE REGIONAL
5 PLANNING COUNCILS OF SOUTHEAST FLORIDA IN PREPARING
6 A COMPREHENSIVE JOINT APPLICATION UNDER THE FEDERAL
7 SUST AINABLE COMMUNITIES INITIATIVE AND ESTABLISHING
8 A WORKING PARTNERSHIP AGREEMENT WITH APPROPRIATE
9 WATER RESOURCE, HOUSING, ENVIRONMENTAL AND
10 TRANSPORT A TION AGENCIES, LOCAL GOVERNMENTS,
11 NONPROFITS, ACADEMIA, AND PRIVATE SECTOR
12 ORGANIZATIONS, AND PROVIDING FOR AN EFFECTIVE DATE.

14 WHEREAS, on June 16,2009, the U.S. Department of Housing and Urban Development
15 (HUD), the U.S. Department of Transportation (DOT), and the U.S. Environmental Protection
16 Agency (EP A) announced a new partnership to regionally coordinate federal housing,
17 environmental protection, and transportation planning and investment; and
18
19 WHEREAS, this new partnership is looking to multidisciplinary regional councils of
20 government to identify and coordinate regional strategies that:
21
22 . Provide a regional vision or plan for sustainable growth
23 . Integrate housing, water infrastructure, transportation, land use planning and
24 investment
25 . Address energy efficiency
26 . Address the impacts of climate change through the development of mitigation and
27 adaptation strategies
28 . Foster compatibility of sustainable built systems with restoration of the Florida
29 Everglades
30 . Promote the creation of equitable, sustainable communities
31 . Promote environmental protection and restoration
32 . Redevelop underutilized sites
33 . Leverage federal investment in existing communities
34 . Promote equitable affordable housing
35 . Increase economic competitiveness
36 . Invest in healthy, safe and walkable neighborhoods - rural, urban or suburban

38 WHEREAS, there is a clear understanding that the Sustainable Communities Initiative
39 program is designed to establish a comprehensive regional plan or vision identifying critical
40 projects and infrastructure to improve the Region's sustainability and to be used as a guide by
41 federal funding agencies to prioritize and focus future federal investment; and
42
43 WHEREAS, any application for funding under the Sustainable Communities Initiative
44 should be prepared In consultation with the appropriate water resource, housing,
45 environmental, and transportation agencies, local governments, nonprofits, academia, and
46 private sector organizations; and should include a formalized agreement among these entities
47 to work cooperatively on the application and funded project; and

1 WHEREAS, the regional planning councils of Southeast Florida should commit the
2 resources necessary within the limits of its budget and work program to prepare and
3 submit a successful joint application under the Sustainable Communities Initiative.

5 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
6 OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT:

8 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed
9 as being true and correct and are hereby made a specific part of this Resolution upon
10 adoption.

12 Section 2. The City Commission of the City of Boynton Beach, Florida strongly
13 supports the South Florida and Treasure Coast Regional Planning Council in preparing a
14 comprehensive joint application for the Sustainable Communities Initiative funding; and the
15 establishment of a working partnership agreement with appropriate water resource, housing,
16 environmental and transportation agencies, local governments, nonprofits, academia, and private
17 sector organizations to collaborate on the application and the funded project.

19 Section 3. This Resolution will become effective immediately upon passage.
