R95-/~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, ESTABLISHING A -POLICY REGARDING GROUP HEALTH INSURANCE/DENTAL BENEFITS FOR CITY COMMISSIONERS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Boynton Beach, in 1992 implemented a policy authorizing the participation of City Commissioners in the City group medical health/dental plan; and WHEREAS, the City commissions participation in the plan is limited to a short period of time by virtue of the limitation of terms of office set. forth in the City Charter; and WHEREAS, clarification of .the privileges of participation to permit payment to third party carriers would be in the best interest of both the individual Commissioners and financially beneficial to the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: ~ The following policy is hereby established with respect to participation by elected officials of the City in the City's group medical benefit plan: Members of the City Commission are eligible to participate in the City's group medical benefit plan. At the option of the Official, the City shall pay to a carrier designated by the Official, health insurance premiums in an amount not to exceed on a monthly basis an amount equivalent to the employee premium for such coverage. Members of the City Commission are also eligible to participate in the City's group dental plan, effective immediately upon taking the oath of office. ~ That this Resolution shall become effective immediately upon passage. This means that the t~t~ participants have to pay the difference in employee rate. This caused a big switch to HMO. West Palm Beach does not know how they came up with the $40 figures. Doubts they would make an exception and pay more for a Commissioner, but would be up to the Mayor. NEW BUSINESS A. Commissioner insurance coverage clarification In 1992, the City Commission voted to allow City Commissioners to be covered under the City's plan for individual coverage only. The Commissioner would be responsible for the premium payment if family coverage was desired. Attached is the agenda back-up, including minutes of that approval. Our monthly premium for health insurance for individual coverage is $206.22 and annually we budget funds for all five commissioners to be included at this rate. Recently I had a request from a Commissioner requesting the City pay for health insurance to a substitute provider, other than the City's group plan under Blue Cross/Blue Shield for an amount of $103.1-6. The payment amount was 50% less than the City's premium, thereby saving each month for this option. I analyzed the situation that if it is the intent to provide health insurance to the Commission as a fringe benefit and we can do so and save $103 per month under the budget then this request met the intent of the Commission direction. Since that approval by me, I have had a second Commissioner request the same option and a Commissioner that feels this method is not an appropriate expenditure of City funds. As part of the back-up from 1992, six cities were surveyed in the surrounding area (Boca Raton, Palm Beach, Deerfield Beach, Lake Worth, West Palm Beach and Riviera Beach) and they all allow Commission health insurance coverage. An update of that survey has been requested to ask if the alternate option is allowed and is attached. I am requesting City Commission direCtion on how to proceed regarding the alternative requests.
