R95-/~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ADDENDUM ONE TO THE CONSULTANT AGREEMENT BETWEEN THE CITY OF BOYNTON BEACH AND POST, BUCKLEY, SCHUH & JERNIGAN, INC., PROVIDING FOR THE INSTALLATION OF TWO MONITORING WELLS ALONG THE EASTERN PROPERTY LINE OF THE BOYNTON BEACH SANITARY LANDFILL; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Boynton Beach, Florida has previously entered into a consultant agreement with Post, Buckley, Schuh & Jernigan, Inc., by Resolution No. R94-124, dated July 19, 1994 for professional services in connection with the project designated as Landfill Permit Renewal Application; and WHEREAS, as part of the permit process, the City is required to install two (2) monitoring wells along the eastern property line of the Boynton Beach Sanitary Landfill and a staff gauge mn the E-3 Canal next to the stormwater discharge structure prior to the next water quality sampling event; and WHEREAS, upon recommendation of staff, the City Commission has determined that it is in the best interests of the residents and citizens of the City to execute Addendum One to the Agreement with Post, Buckley, Schuh & Jernigan, Inc., to provide for the installation of two (2) monitoring wells along the eastern property line of the Boynton Beach Sanitary Landfill and a staff gauge in the E-3 Canal next to the stormwater discharge structure. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1, The City Commission of the City of Boynton Beach, does hereby authorize and direct the Mayor and City Clerk to execute Addendum One to the Agreement with Post, Buckley, Schuh & Jernigan, Inc., for the installation of two monitoring wells along the easter~ property line of the Boynton Beach Sanitary Landfill and to assist the City to fulfill the requirements of the permit. Section 2 That this Resolution effective immediately upon passage. shall become PASSED AND ADOPTED this ~ day of September, 1995. CommisSioner ADDENDUM ONE ADDITIONAL SERVICES THE CITY OF BOYNTON BEACH LANDFILL PERMIT REQ~ INTRODUCTION In August 1994, the City of Boynton Beach (CITY) contracted with Post, Buckley, $chuh and Semigan, Inc. (PBS&I) to perform permit renewal services for the crrY's sanitary landfill. As part of the permit renewal, PBS&J had to address specific concerns stated by the Florida Department of Environmental Regulation ~EP). FDEP's primary concern was the need to revise the Boynton Beach Sanitary Landfill's Ground Water Monitoring Plan. PBS&J was conUacted by the CITY to revise the current ground water monitoring plan and develop, a Permit Renewal Application for submission to FDEP. .The revised ground water monitoring plan proposed reducing the number monitoring well sampled along the north of the landfill, and the placement and monitoring of two new monitoring , line: of the landfill. The new monitoring wells would be required' to be placed Glen Subdivision easement which runs along the eastern property line of the landfill. FDEP accepted the proposed ground water monitoring plan and .requested that the water, from the west and south canals be sampled as part of the sampling protocol for the ; two :new monitoring wells and sampling of the water from the canal is all possible "zones of discharge" from the landfill property. In addition, FDEP of a surface water staff gauge in the E-3 Canal, next to the diSCharge structure, to record the fluctuation of the water within the canals. In order for the CITY to be in compliance with'the new permit requirements, two new ground water monitoring wells and a staff gauge must be installed at the landfill site. The following scope details additional professional services which are needed to accomplish this task for the City of Boynton Beach. TASK I PROJECT COORDINATION 1.1 PBS&I will assist the CITY in developing a "Notice of Intent" to be published in a local neW,s~pa~,., as required by FDEP. This "Notice of Intent" is to inform the general public of FDEP ,. intent to issue a permit_ renewal for the Boynton Beach Sanitary Landfill. This notice will provide the general public the opportunity to develop a possible response to the intent of permit renewal. This task does not include services to respond to questions raised by the public or FDEP in response to the public notice. Although no such services are anticipated, should they become necessary a contract addendum will be propo .sed by PBS&J for the CITY's approval. 1.2 1.3 PBSdd will assist the C1TY in obtaining permission from the Arbor Glen Home Owners Association to place two (2) ground water monitoring wells within the easement which runs eastern landfill. TASK 3 3.1 3.2 SURVEYING SERVICES As required by FDEP, PBS&J shall have each ground water monitoring well location, as noted in the FDEP approved ground water monitoring plan, determined by surveying their location in degrees, minutes and seconds of latitude and longitude, the Universal' Transverse Mercator' coordinates (UTM), and the elevation of the top of casing to the nearest 0.01 foot, NGVD. A drawing illustrating this information, signed and sealed by a registered Florida land surveyor will be developed for .submission to FDEP. TASK 4 LABORATORY BID REVIEW PBS&J shall develop, for the CITY, a list of prospective environmental laboratories capable of sampling the surface water and ground water locations at the Boynton Beach Secure Landfill and performing the required analysis, as required by the FDEP permit. PBS&J shall develop the "Request for Bid to Perform Water Sampling and Analytical Services for the Boynton Beach Secure Landfill" to be sent by the CITY to the previously generated list of environmental laboratories. Box 310 Boynton Beach, Florida 33,t 25-0310 CITY OF BOYNTON BEACH LANDFILL PERMIT REQUIREMENTS Dear Carrie: 'On May 22, 1995, Post, Buckley Schuh, and Jernigan ,Inc. (PBS&J) received a copy of the Notice of Permit for the City of Boynton Beach Landfill. As part of the Permit requirements, the City of' Boynton Beach is required to install two (2) monitoring wells along the eastern property line of the Boynton Beach Sanitary Landfill and a staff gauge in the E-3 Canal next to the stormwater discharge structure. The permit requires these installations before the next water quality sampling event scheduled during October. PBS&J recommends the installation of the monitoring wells during the last two weeks of September or the first two weeks of October. In no event should the wells be installed before thirty (30) days prior to the next sampling event. The regulations require an additional sampling event at the time of installation of new monitoring wells if the regularly scheduled sampling event occurs at a period of greater than thirty (30) days after their installation. PBS&J is willing to assist the City of Boynton Beach to fulfill the requirements of the I~drmit and perform the tasks detailed in the previous submitted scope-of-services (March 31, 1995).
