A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA,
SUPPORTING THE "WRICE PROCESS"; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the dramatic rise in drug trafficking, associated violence and
cdme has created a new "terrorism" holding our neighborhoods and our children's
futures hostage; and
WHEREAS, further escalating the fear of being a victim is the creeping
realization that this new terrorism is a strain' stubbornly resistant to "normal"
solutions of solely increasing police and security, strengthening prison sentences,
greater isolation and stiffer penalties; and
WHEREAS, drugs are no respecter of age, race, nationality or sex and no
income level is immune; and
WHEREAS, the Wrice Process (a targeted confrontation, mobilization and
education process led by neighbors in conjunction with law enforcement and others)
has proven effective all over the country in ridding neighborhoods of drug trafficking
and drastically lowering crime and violence in a short time; and
WHEREAS, the Wrice Process is also successful in inspiring and
empowering neighbors and agencies to supplant the pervasive negativism
associated with drugs and to replace it with a web of positive activities and
economic empowerment that helps the children and neighborhoods blossom and
become self-reliant; and
WHEREAS, the yellow "Up With Hope Down With Dope" shirts are turning
Highway 1 into a yellow brick road from Key West to Maine; and
WHEREAS, the City of Boynton Beach encourages business and agencies
to show their support by making Friday Yellow Shirt/ Up With Hope Day with
employees wearing their shirts or buttons;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Commission of the City of Boynton Beach, Florida
hereby supports the "Wrice Process" and declares Friday as Yellow Shirt/Up With
Hope Day for city employees and encourages employees and other businesses and
agencies to wear the yellow shirts as a symbol of support and unity.
