R95-,~--+W A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING AND DIRECTING CERTAIN SPECIFIC MEMBERS OF STAFF TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE PALM BEACH COUNTY DEPARTMENT OF PARKS AND RECREATION AND BOYNTON BEACH FiRE RESCUE FOR THE ESTABLISHMENT OF A COMMUNICATION LINK, AND OUTLINING THE ROLES AND RESPONSIBILITIES OF LIFEGUARD PERSONNEL AT AN EMERGENCY MEDICAL SCENE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Boynton Beach, Florida deems it to be in the best interests of the residents and citizens of the City to enter into a Memorandum of Understanding with Palm Beach County, for the establishment of a communication link, outlining the roles and responsibilities of lifeguard personnel at an emergency medical scene and documentation required for patient care rendered pursuant to Section 401.453, Florida Statutes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: ~ The City Commission does hereby authorize certain members of staff to execute a Memorandum of Understanding between the Palm Beach County Department of Parks and Recreation and the Boynton Beach Fire Rescue, said Memorandum being attached hereto as Exhibit "A" ~ That this Resolution effective immediately upon passage. shall become PASSED AND ADOPTED this ~ day of April, 1995. Fire Rescue. 3/16/95 PALM BEACH COUNTY BEACH PATROL MEMORANDUM OF UNDERSTANDING This is a Memorandum of Understanding between the Palm Beach County Department of Parks and Recreation, herein the Lifeguard Staff, and Boynton Beach Fire Rescue, herein Fire Rescue, for the purpose of establishing a communication link, the roles and responsibilities of lifeguard personnel at an emergency medical scene, and the documentation required for patient care rendered pursuant to Florida Statute 401.435. 1. The Lifeguard Staff will have the initial responsibility for medical and water rescue emergencies occurring in their designated service areas during regular duty hours. The lifeguard staff will be initially responsible for water related rescue in the event a multi- agency response is required to a County beachfront park. Upon arrival at the emergency scene, Fire Rescue will assume responsibility for the patient care decisions and transport. 2. Inter - Agency communication shall be accessed through telephone dispatch via 9 -1 -1, VHF radio, or direct communication through Fire Rescue Communications Center. 3. Medical treatment administered by the Lifeguard Staff will be governed by protocols reviewed by Fire Rescue's Medical Director. 4. Fire Rescue will review all medical procedures used by the lifeguard staff in accordance with the adopted AHA -BLS protocols. The Lifeguard Staff will submit written protocols or will collaborate with Fire Rescue to develop written protocols outlining the medical procedures and any limitations on the use of these procedures. After review by the Medical Director, the protocols will be submitted to Fire Rescue for their review and the protocols final disposition. Medical protocols that are updated will be shared as soon as it becomes practical. 5. Both agencies will provide notice to each other when training opportunities occur that may be of mutual interest. Scheduling of Lifeguard Staff training shall remain the responsibility of Palm Beach County Department of Parks and Recreation. 6. The Lifeguard Staff will provide copies of reports and documentation of medical treatment of patients to Fire Rescue in a timely manner. The Lifeguard Staff will provide such information in a mutually approved format. Fire Rescue will list on their EMS Incident Report the names of the Lifeguard Staff that provided initial care, so that the appropriate infectious exposure follow -up may be done when indicated. (Continued) During quality improvement reviews, Fire Rescue will note whether treatment was done in accordance with protocol and report deficiencies to the Lifeguard Staff. This Memorandum of Understanding may be amended by mutual agreement and will be filed with the State of Florida, Department of Health and Rehabilitative Services, Office of Emergency Medical Services.
