A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE TASK
ORDER NO. 01-04 BETWEEN THE CITY OF BOYNTON
BEACH AND METCALF & EDDY FOR A FEASIBILITY
STUDY FOR UPGRADING WATER MAINS/SERVICES IN
AN UNINCORPORATED AREA ADJACENT TO OCEAN
RIDGE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Utility Department provides water services to an unincorporated
area east of North Ocean Blvd., near Ocean Ridge, and the existing water mains are small
diameter, galvanized, and nearing the end of their useful life; and
WHEREAS, this Task Order authorizes an evaluation of the fights-of-way,
requirements, cost, and fire flow needs for this area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Commission of the City of Boynton Beach, Florida does
authorize and direct the Mayor and City Clerk to approve and execute Task Order No.
d-04 with Metcalf & Eddy for a feasibility study for upgrading water mains/services in an
,orated area adjacent to Ocean Ridge, which Task Order is attached hereto and made
a part hereof.
Section 2. This Resolution shall become effective immediately upon passage.

FEE PROPOSAL AND SCOPE OF SERVICES
CITY OF BOYNTON BEACH
FEASIBILITY STUDY FOR UPGRADING WATER SERVICES
IN U~'NINCORPORATED AREA ADJACENT TO OCEAN RIDGE
Background
It is the general intent of this scope of services to evaluate the feasibility of upgrading
water services to an area east of North Ocean Boulevard near what is known as the
Ocean Ridge area. This area is an unincorporated area of Palm Beach County that
currently obtains water service from the City of Boynton Beach. The City would like to
evaluate the feasibility of upgrading water services within this area so as to replace
water lines that are nearing their useful life.
This area is bounded by · Briny Breezes Boulevard on the north
· Gulfstream Park on the south
· North Ocean Boulevard on the west
Hence, this fee proposal and scope of work address the work effort required to develop
and quantify needed improvements for the water system, and to determine the
associated costs for this proposed upgrading.

1.2 Owner Liaison
M&E will attend up to four (4) meetings with representatives of the City
for this project.
Feasibility Evaluation
2.1 Data Collection and Field Investigation
M&E will perform the folloWing activities:
a. Data Collection and Review of Existing Documents:
· Obtain available local geologic information; soil borings,
groundwater levels, if available.
· record drawings of buried and overhead utilities
· property and easement records
· existing plat maps
· existing zoning maps
· existing topographic maps
· required fire flow requirements for area
· transmission system pressure readings over last 2 years
b. Field Investigation
· Confirm record information in field
· Investigate area and obtain photographs of typical rights-of-way

Feasibility Report
M&E will prepare a feasibility report, which will consist of the
following elements:

Assessment of Available rights-of-way M&E will obtain existing
records and from these records assess what rights-of-way (ROW) are
available within the study area, and ascertain if new easements are
needed to locate new water services. Work effort assumes that ROW
information (or plat information) is readily available. If this is not
the case, M&E will advise the City as to what options there are
available to acquire or develop this information.
b. Discussion of required water system design criteria M&E will
provide a brief description of required water system design criteria.
This wilt be provided in tabular format. This will include:
· Fire flow requirements
· Minimum residual water pressure
c. Regulator. requirements M&E will provide a brief discussion on
regulatory requirements for proposed improvements. A summary
matrix will be provided to depict required agency permitting and
interface for the project.
d. Estimate of Required water system improvements. M&E will
develop estimates of required new water service improvements for
the study area. This will include new water mains, water meters,
instrumentation, and any recommended valves/control devices.
e. Cost estimates of water system improvements. M&E will develop
cost estimates of proposed water system improvements. These cost
estimates will be planning level estimates (+ 20 percent) that the City
can use to assess the requirements to go forward with proposed
improvements,
f. Schedule. M&E will provide a proposed schedule for the
recommended improvements.

COMPENSATION
M&E .proposes to perform the above tasks fora lump sum amount of $28.564. Fee
estimates are attached in the ensuing table. A breakdown of staff hours for each task is
included in Attachment A. The cost estimate,is summarized below.
