Vice Mayor Zimmerman referred to official notice having been
given and called the Special Meeting of the City Council to
order at 5:00 P. M.
Vice Mayor Zimmerman indicated that a quorum is present with
three members of the Council. He added that Mayor Warnke is
just returning from vacation and is unable to be here and
Councilman Wright indicated that he could not attend.
Ratification of South Central Regional Wastewater Treatment &
Disposal Board - Executive Director Employment Aqreement
Mr. Cheney informed the Council at the South Central Regional
Wastewater Treatment & Disposal Board meeting on June 27, 1983,
an employment agreement between the Board and David Sloan was
unanimously approved and it is necessary for the City Council
to ratify this action. This is what we have been looking for
for several years. This will employ an administrative director,
who will be responsible to the Board for all the employees and
all the employees will be responsible to him. He thinks it is
a sensible and logical arrangement.
Councilman deLong referred to having scrutinized this agreement
and moved to ratify this employment agreement for an executive
director of the South Central Regional Wastewater Treatment &
Disposal Plant and also, that memo No. 1 from the City Manager
referring to the agenda for this Special City Council M.eeting
dated June 29, 1983, become a part of the public record.
Councilman Cassandra seconded the motion. No discussion.

Approval of Interlocal Agreement - Local Option Gas Tax
Distribution
~. Cheney informed the Council this is a resolution and if
adopted, it will approve~ the proposed Interlocal Agreement
between Palm Beach County and the municipalities if the tax
is passed by the Board of County Commissioners. This provides
for two-thirds of the money staying with the County and one-
thi~dgoing to the municipalities. This provides for distri-
bution between the 34 municipalities based on 70% for lane
miles and 30% for population. It provides when the County

spends their share, they must spend it on roads which have been
approved by the Metropolitan Planning Organization's Year 2000
Plan. If the County changes the funding program after the first
year, they must get comments fro~ the Metropolitan Planning
Organization. A couple cities have suggested that the Metropoli-
tan Planning Organization should have the final say on these
funds, but he thinks it makes it clearer where to place t~e
responsibility if we let the Board of County Commissioners
make the decision. It does provide for input from the munici-
palities. It does allow the municipalities to spend money on
roads we decide upon. He recommends this resolution be adopted
and the Mayor be authorized to sign the Interlocal Agreement,
and then we will see what the Cohnty Commission does.
As requested, Mr. Cheney then read proposed Resolution No.
83-PP by title:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BOYNTON BEACH, FLORIDA, APPROVING THE INTERLOCAL
AGREEMENT FOR LOCAL OPTION GASOLINE T~ DISTRIBUTION.
Councilman deLong moved for adoption of proposed Resolution
No. 83-PP and the City Manager's memo No. 2 dated June 29,
1983, in reference to notification of this Special City
Council ~eeting become a part of the public record. Council-
man Cassandra seconded the motion. No discussion. Mrs.
Boroni then took a roll call vote on the motion as follows:

Motion carried 3-0.
ADJOURNMENT
Councilman deLong moved that after the signing of the docUments,
the business of this special meeting has been conducted and he

1. RATIFICATION OF SOUTH CENTRAL REGIONAL WASTEWATER TREATMENT
& DISPOSAL BOARD - EXECUTIVE DIRECTOR EMPLOYMENT AGREEMENT
At the South Central Regional Wastewater Treatment & Disposal
Board meeting on June 27, 1983, the attached Employment Agreement
between the Board and David Sloan was unanimously approved by the
Board. In order to complete the process of approving the
Employment Agreement, it is necessary for each City Council to
ratify the action of the Board, therefore, that Agreement is
attached for City Council ratification.

APPROVAL OF INTERLOCAL AGREEMENT
LOCAL OPTION GAS TAX DISTRIBUTION
Attached is a letter from the Executive Director of the Palm
Beach County Municipal League which explains the current status
of a proposed agreement between municipalities and Palm Beach
County and the Palm Beach County Board of Commissioners for
sharing of the Local Option Gasoline Tax, if that tax is adopted
by Palm Beach County. Accompanying Pinky Yount's letter is a
copy of the Interlocal Agreement and a listing of the municipali-
ties in Palm Beach County with the latest Population and Lane
list estimate of Lane isles in each community.
This Agreement has been developed through the cooperation of the
Municipal League, Representatives of Municipalities and
Representatives of the County and has received almost unanimous
agreement that it is an equitable way of distributing whatever
funds.the County Commission approves, between the County and the
municipalities and for distributing the municipality portion be-
tween 34 eligible municipalities.
It is estimated that Boynton Beach will receive approximately
$70,000 per year per penny of gas tax approved by the Board of
County Commissioners.
I recommend that the Council adopt the attached Resolution
approving the Interlocal Agreement.
