RIO- ;01 2 3 A RESOLUTION OF THE CITY OF BOYNTON BEACH, 4 FLORIDA, SUPPORTING THE INTRACOASTAL 5 WATERWAY PLAN FOR PALM BEACH COUNTY AND 6 EST ABLISHING A WORKING PARTNERSHIP 7 AGREEMENT WITH THE SEVEN IDENTIFIED MARINA 8 VILLAGES; AND PROVIDING AN EFFECTIVE DATE. 9 10 11 WHEREAS, the Palm Beach County 2007 Strategic Economic Development Plan 12 called for developing a Regional Economic Waterway Master Plan that resulted in the 13 Intracoastal Waterway Plan for Palm Beach County; and 14 WHEREAS, the roughly 43-mile long, multi-use "water highway" provides a 15 desirable transportation route for recreational and commercial boating vessels and the many 16 transient vessels traveling through Palm Beach County from other states and countries, as 17 well as for manatees and marine life; and 18 WHEREAS, the waterway connects twenty-three of the County's thirty-eight 19 municipalities emphasizing its role as an important regional connector; and 20 WHEREAS, the Intracoastal Waterway Plan (Plan) sets a shared vision, common 21 goals and methods to achieve those goals important to protecting working waterfronts 22 including marinas, boat yards, and the Port of Palm Beach; and 23 WHEREAS, the Plan is organized around six core public themes including 24 increasing public access to the waterway, protecting natural resources, expanding of forms of 25 water-based transportation, increasing and enhancing nature based recreational and eco 26 tourism opportunities, creating a system of marina "villages" and other key waterfront 27 destinations and promoting sustainable economics; and S \CA\RESO\Reso - Support Waterway Plan.doc I 1 WHEREAS, a Palm Beach County multi-agency working group has been 2 established to implement the Plan that includes the Marina Villages (including Jupiter, Palm 3 Beach Gardens, Riviera Beach, West Palm Beach, Lake Worth, Lantana, and Boynton 4 Beach), the Economic Development Office, Florida Inland Navigation District, Treasure 5 Coast Regional Planning Council, Metropolitan Planning Organization, Tourist 6 Development Council, Environmental Resources Management, and Parks & Recreation; and 7 WHEREAS, the working group will proceed in developing the appropriate partnerships, action plans, time frames and funding mechanisms in order to facilitate the Intracoastal Waterway Plan. 1 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: 1 Section I. The foregoing "Whereas" clauses are hereby ratified and confirmed as 1 being true and correct and are hereby made a specific part of this Resolution upon adoption 1 hereof. 1 Section 2. The City of Boynton Beach hereby expresses its desire to support the 1 Intracoastal Waterway Plan by increasing public access to the waterway, protecting natural 1 resources, expanding of forms of water-based transportation, increasing and enhancing 1 nature based recreational and eco tourism opportunities, creating a system of marina 1 "villages" and other key waterfront destinations and promoting sustainable economics. 2 Section 3.
